{"id":172438,"date":"2026-11-06T09:08:46","date_gmt":"2026-11-06T08:08:46","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=172438"},"modified":"2026-11-06T09:10:47","modified_gmt":"2026-11-06T08:10:47","slug":"la-comision-impulsa-un-paquete-para-mejorar-las-capacidades-basicas-y-afrontar-los-retos-digitales-y-la-falta-de-profesores","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/la-comision-impulsa-un-paquete-para-mejorar-las-capacidades-basicas-y-afrontar-los-retos-digitales-y-la-falta-de-profesores\/","title":{"rendered":"The Commission is promoting a package to improve basic skills and tackle digital challenges and the shortage of teachers"},"content":{"rendered":"<p style=\"text-align: justify;\">The European Commission is presenting a new <strong>education and skills package<\/strong> to reverse the decline in basic skills, help schools harness AI and digital technologies for learning, and tackle the shortage of teachers.<\/p>\n<p style=\"text-align: justify;\">The package focuses on four priorities: raising attainment in basic skills, harnessing digital and AI tools for education, strengthening the teaching profession, and making vocational education and training (VET) more agile, strategic and better connected. It also reflects the changing needs of the labour market, which must be better addressed within education systems to safeguard Europe\u2019s competitiveness and democratic resilience.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2026\/11\/pexels-ron-lach-10638070-scaled.jpg\" width=\"614\" height=\"409\" \/><\/p>\n<p style=\"text-align: justify;\">The President of the European Commission, Ursula <strong>von der Leyen,<\/strong> has stated:<\/p>\n<blockquote>\n<p style=\"text-align: justify;\"><em>&#8220;A stronger Europe begins with empowered young people. We are supporting our Member States to improve standards in literacy, numeracy, science, digital literacy and citizenship education. At the same time, it equips children with the skills they need to navigate AI safely. And to achieve this, it is essential that they are supported by well-trained teachers. Together, we will work to ensure that future generations thrive.\u201d<\/em><\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">Among the specific initiatives, the Commission has presented a <strong>Council Recommendation to reverse the decline in basic skills.<\/strong> The Recommendation proposes focusing reforms and investments on improving attainment in basic skills, giving schools and teachers the autonomy to act, strengthening evidence-based practices and improving support at school level.<\/p>\n<p style=\"text-align: justify;\"><strong>The European School Alliances<\/strong> will bring together schools and school authorities from different Member States in long-term partnerships to improve pupils\u2019 outcomes in at least one basic skill, with each partnership having a measurable improvement plan. Erasmus is already preparing for the roll-out of the European School Alliances, with specific support for schools and school authorities <strong>from 2027 onwards, aiming to expand to up to 100 alliances per year in the next Multiannual Financial Framework (MFF).<\/strong><\/p>\n<p style=\"text-align: justify;\">From 2027, the new <strong>EU Network of Advisory and Support Services<\/strong> will link national and regional services to strengthen practical support for schools in the areas of leadership, well-being, digital and AI readiness, and cooperation with parents. In addition, thirty regional services will be set up with financial support from Erasmus+.<\/p>\n<p style=\"text-align: justify;\"><strong>Better and safer use of digital technologies for education<\/strong><\/p>\n<p style=\"text-align: justify;\">On 3 November, the Commission established the <strong>European Digital Infrastructure Consortium for Education (EDU-EDIC),<\/strong> at the request of eight founding Member States. The EDU-EDIC will strengthen European technological sovereignty in the field of education and pool resources and expertise to roll out trusted digital and AI services for schools, enable the secure exchange of data between educational institutions, and help European edtech companies (EdTech) to better serve schools across borders. This strengthens Europe\u2019s own capacity and technological sovereignty in the field of education.<\/p>\n<p style=\"text-align: justify;\">The Commission will develop age-appropriate reference learning outcomes and assessment guidelines for AI literacy, based on the EU-OECD AI literacy framework, and will trial an <strong>AI literacy certificate<\/strong> for pupils from the 2027\/28 academic year onwards.<\/p>\n<p style=\"text-align: justify;\">Furthermore, building on the 2026 Communication on an EU approach to child safety online, the Commission will propose a European Pledge on Healthy Screen Time, which will provide schools, parents and pupils with common tools and guidance on online safety, screen time and a healthy balance between online and offline life.<\/p>\n<p style=\"text-align: justify;\"><strong>A more attractive and well-supported teaching profession<\/strong><\/p>\n<p style=\"text-align: justify;\">The Commission has also proposed a <strong>Council Recommendation on the attractiveness of the teaching profession (EU Teaching Agenda).<\/strong> It calls on Member States to tackle teacher shortages through attractive careers and working conditions, stronger initial training and professional development, and teacher agency in the use of AI.<\/p>\n<p style=\"text-align: justify;\">It also proposes closer European dialogue with the teaching profession, encouraging Member States to invite European social partners in the field of education and teachers\u2019 representatives to the High-Level Group on Education and Training. EU support will also be provided through <strong>the revamped Teacher Academies 2.0,<\/strong> which, from 2027, will be aimed at new teachers and school heads.<\/p>\n<p style=\"text-align: justify;\"><strong>Greater EU support for the modernisation of vocational education and training<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Vocational education and training<\/strong> (VET) plays a vital role in equipping people with the skills needed in today\u2019s economy. It provides learners with practical, employability-focused skills in sectors with high demand for workers, such as energy, manufacturing, healthcare, defence and construction.<\/p>\n<p style=\"text-align: justify;\">The <strong>European<\/strong> <strong>VET<\/strong> <strong>strategy<\/strong> will help students acquire skills that drive innovation and growth through training in cutting-edge technology, and will give them access to careers with long-term prospects.<\/p>\n<p style=\"text-align: justify;\">Key initiatives include: a <strong>European Sectoral Training Accelerator,<\/strong> with a pilot project starting in 2027 to offer short, flexible training modules that VET providers can add to national programmes. These will be developed with industry partners and will offer shared quality standards; <strong>businesses and VET institutions will jointly establish VET business partnerships for new<\/strong> training <strong>centres<\/strong>. From 2028, these will help businesses, particularly SMEs, to secure a supply of skilled workers and roll out new technologies; an <strong>EU mobility market<\/strong> to help VET students and apprentices find training abroad and to support businesses and VET schools in organising high-quality exchange opportunities.<\/p>\n<p style=\"text-align: justify;\"><strong>Next steps<\/strong><\/p>\n<p style=\"text-align: justify;\">The Council is invited to examine and adopt both <strong>Council Recommendations.<\/strong><\/p>\n<p style=\"text-align: justify;\">On 20 November, the Commission will host the <strong>2026 European Education and Skills Summit<\/strong> to launch the implementation of the package together with Member States, social partners, school networks, teachers\u2019 organisations, edtech companies and pupil representatives.<\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">The EU\u2019s recent analysis of the PISA 2025 results shows that 33.9 per cent of 15-year-old Europeans underperform in mathematics, 31.3 per cent in reading and 25.9 per cent in science. Excellence is also on the decline; in 2025, the proportion of top performers in the EU stood at 4.8 per cent in reading, 6.4 per cent in science and 6.8 per cent in mathematics.<\/p>\n<p style=\"text-align: justify;\">The Education and Skills Package is a key contribution to the Skills Union and aims to help Member States achieve the EU-wide targets agreed for 2030, which include increasing the proportion of 15-year-olds achieving high performance in reading, mathematics and science; reducing to less than 15 per cent the proportion of 15-year-olds with low achievement in reading, mathematics and science; and the proportion of Year 8 pupils (aged 13\u201314) with low achievement in digital literacy and computing; and increasing to at least 25 per cent the proportion of 15-year-olds from socio-economically disadvantaged backgrounds who achieve good results in at least one subject (reading, mathematics or science).<\/p>\n<p style=\"text-align: justify;\"><strong>The VET Strategy<\/strong> is based on the framework set out in the Council Recommendation on vocational education and training. It therefore focuses on key areas where the EU can best support Member States in their reforms and policies.
