{"id":172393,"date":"2026-11-04T09:59:32","date_gmt":"2026-11-04T08:59:32","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=172393"},"modified":"2026-11-04T10:01:14","modified_gmt":"2026-11-04T09:01:14","slug":"la-comision-aprueba-el-ultimo-pago-de-504-millones-a-letonia-en-el-marco-de-nextgenerationeu","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/la-comision-aprueba-el-ultimo-pago-de-504-millones-a-letonia-en-el-marco-de-nextgenerationeu\/","title":{"rendered":"The Commission approves the final payment of 504 million to Latvia under NextGenerationEU"},"content":{"rendered":"<p style=\"text-align: justify;\"><span dir=\"auto\">The European Commission has given the go-ahead to Latvia\u2019s fifth and final payment request, worth 504 million euros, under the <\/span><span dir=\"auto\">Recovery and Resilience Facility,<\/span><span dir=\"auto\"> the centrepiece of <\/span><span dir=\"auto\">NextGenerationEU.<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2026\/11\/pexels-mariya-todorova-1012252-scaled.jpg\" width=\"657\" height=\"438\" \/><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">This represents an important step towards implementing the reforms and investments linked to this payment request in key areas such as energy efficiency, flood prevention infrastructure, healthcare, digitalisation, housing and transport.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The Commission has confirmed that Latvia has satisfactorily met <\/span><strong><span dir=\"auto\">the 25 milestones and 31 targets<\/span><\/strong><span dir=\"auto\"> for <\/span><span dir=\"auto\">this fifth and final payment request, <\/span><span dir=\"auto\">as set out in the <\/span><span dir=\"auto\">Council\u2019s Implementing Decisions.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The main measures included in this payment request are:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><strong><span dir=\"auto\">More affordable housing<\/span><\/strong><span dir=\"auto\">, with over 300 new affordable rental flats already completed.<\/span><\/li>\n<li><strong><span dir=\"auto\">Strengthening higher education, scientific excellence and governance<\/span><\/strong><span dir=\"auto\">, with the aim of improving the international competitiveness of Latvia\u2019s higher education institutions.<\/span><\/li>\n<li><strong><span dir=\"auto\">Modernisation and improvements to infrastructure<\/span><\/strong><span dir=\"auto\">, including the electrification of railway lines, the construction of eight new disaster management centres, improvements to flood protection infrastructure, and the provision of new equipment and better facilities in schools and hospitals.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong><span dir=\"auto\">Next steps<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The Commission has submitted its preliminary assessment of Latvia\u2019s compliance with the milestones and targets required for this payment to <\/span><span dir=\"auto\">the Economic and Financial Committee<\/span><span dir=\"auto\">(EFC), which has four weeks to issue its opinion. The payment to Latvia may be made following the EFC\u2019s opinion and the adoption of the payment decision by the Commission.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span dir=\"auto\">Background<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Latvia submitted its fifth and final request for payment on 30 September 2026.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Latvia\u2019s Recovery and Resilience Plan <\/span><span dir=\"auto\">includes a wide range of investments and reforms. The plan is funded with \u20ac1,970 million (grants only).<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">It combines investments in the green and digital transitions with reforms aimed at strengthening economic and social resilience, reducing regional and social inequalities, and tackling long-standing structural challenges.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Key reforms and investments focus on energy-efficient buildings and renewable energy, sustainable mobility and modernised transport infrastructure, digital public services and skills training, stronger health and education systems, research and innovation, affordable housing and improved social support.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The payment request would bring the total funds disbursed to Latvia under the Recovery and Resilience Facility to \u20ac1,970 million (including the \u20ac264 million in pre-financing it received in September 2021).<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">This means that 100 per cent of the total funds allocated under the Latvian plan will be disbursed once the Council has given the go-ahead to this payment request, provided that the plan\u2019s 187 milestones and targets have been satisfactorily met.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong>More information: <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/es\/ip_26_2328\">European Commission<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Commission has given the go-ahead to Latvia\u2019s fifth and final payment request, worth 504 million euros, under the Recovery and Resilience Facility, the centrepiece of NextGenerationEU.
