The approved package includes a proposal for the Council to approve the remaining \u20ac45 billion of the loan for 2027.<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2026\/11\/pexels-andrii-smuryhin-506644683-20390969-scaled.jpg\" width=\"550\" height=\"367\" \/><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">President Ursula <\/span><strong><span dir=\"auto\">von der Leyen<\/span><\/strong><span dir=\"auto\"> stated: <\/span><\/p>\n<blockquote>\n<p style=\"text-align: justify;\"><span dir=\"auto\">\u201cWith today\u2019s proposal, we are giving Ukraine the much-needed predictability and helping to maintain essential public services. Strengthening support for Ukraine is a priority in Montreal. Together with our allies, we must do everything in our power to put pressure on Russia to stop its barbaric war of aggression<\/span><em><span dir=\"auto\">.\u201d<\/span><\/em><\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Following the Commission\u2019s positive assessment of the Ukraine Financing Strategy, submitted by Ukraine on 26 October 2026, the Council\u2019s adopted proposal for an implementing decision provides for the disbursement of the <\/span><strong><span dir=\"auto\">remaining \u20ac45 billion to Ukraine<\/span><\/strong><span dir=\"auto\"> by 31 December 2027.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The support will be allocated to:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><strong><span dir=\"auto\">budget support<\/span><\/strong><span dir=\"auto\">, amounting to <\/span><strong><span dir=\"auto\">\u20ac13.3 billion<\/span><\/strong><span dir=\"auto\"> and divided equally between the <\/span><span dir=\"auto\">Ukraine Facility<\/span><span dir=\"auto\"> and <\/span><span dir=\"auto\">Macro-Financial Assistance<\/span><span dir=\"auto\">, and<\/span><\/li>\n<li><strong><span dir=\"auto\">Ukraine\u2019s defence industrial capacity,<\/span><\/strong><span dir=\"auto\"> amounting to <\/span><strong><span dir=\"auto\">\u20ac31.7 billion<\/span><\/strong><span dir=\"auto\">.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The budgetary support will be subject to robust conditions relating to the rule of law, the fight against corruption, economic resilience and sustainability.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span dir=\"auto\">Next steps<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The Commission\u2019s proposal for a Council Implementing Decision approving assistance to Ukraine for 2027 will now be submitted to the Council for adoption. On the basis of this proposal, Member States will decide on the allocation of the assistance under the 2027 Ukraine Support Facility, including the <\/span><span dir=\"auto\">Ukraine Facility<\/span><span dir=\"auto\">, <\/span><span dir=\"auto\">Macro-Financial Assistance<\/span><span dir=\"auto\"> and defence industrial capacity. As noted above, and in line with other EU financial assistance to Ukraine, the instrument will be accompanied by robust safeguards and conditionalities, in particular regarding the rule of law, the fight against corruption and the protection of the Union\u2019s financial interests.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Following the Council\u2019s approval of the available financial assistance, the Commission will take the necessary measures to ensure that disbursements to Ukraine can be made in early 2027.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span dir=\"auto\">Background<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Since the start of Russia\u2019s war of aggression against Ukraine, the EU and its Member States have provided <\/span><span dir=\"auto\">a total of \u20ac231,600 million in support to Ukraine<\/span><span dir=\"auto\">, including \u20ac3,800 million from the proceeds of frozen Russian assets \u2013 a figure higher than that provided by any other partner.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">In February 2026, the European Parliament and the Council adopted <\/span><span dir=\"auto\">Regulation (EU) 2026\/467<\/span><span dir=\"auto\">, establishing the Ukraine Support Loan. This loan, worth 90,000 million euros, covers Ukraine\u2019s needs for 2026 and 2027. Of the 90,000 million euros, 60,000 million is earmarked for strengthening Ukraine\u2019s defence capabilities and defence industrial capacity, and 30,000 million is earmarked for budgetary support to help maintain the functioning of the state, preserve essential public services and strengthen economic resilience. Following Ukraine\u2019s submission of its Financing Strategy for 2026 in March 2026, the Council adopted an implementing decision on 23 April 2026, allocating up to 45,000 million euros for that year. This includes 16,700 million euros in budgetary support, divided equally between the Mechanism for Ukraine and Macro-Financial Assistance, each amounting to up to \u20ac8,350 million, and \u20ac28,300 million for defence industrial capacity.
