The European Commission is proposing to further strengthen Frontex, boosting its capacity to protect the external borders and making it the EU\u2019s leading actor in the field of returns.<\/span><\/p>\n

The EU has made significant progress on migration: illegal border crossings have fallen by more than half over the last two years, and the return rate has risen to over 30 per cent. However, our common external borders are being put to the test by a changing geopolitical and security environment, which calls for a stronger and more effective European response.<\/span><\/p>\n

<\/p>\n

Frontex already plays a key role in supporting Member States in managing Europe\u2019s external borders and protecting the Schengen area. The <\/span>new rules<\/span> will build on this role, further strengthening the Agency\u2019s mandate, enabling it to act more swiftly and effectively, and making it easier for Member States to make full use of its tools and services. Key new features include: a <\/span>reinforced Standing Corps<\/span><\/strong>, comprising a new <\/span>European Border and Return Reserve<\/span><\/strong>, a <\/span>Rapid Reaction Force<\/span><\/strong> to intervene in crisis situations, and a new <\/span>Online Monitoring Centre<\/span><\/strong> for the early detection of potential threats to our borders. Frontex will have a <\/span> dedicated <\/span>Return Coordination Centre<\/span><\/strong> and will now be able <\/span>to assist in carrying out returns from third countries<\/span><\/strong>.<\/span><\/p>\n

Ursula <\/span>von der Leyen<\/span><\/strong>, President of the European Commission, stated: <\/span><\/p>\n

\n

\u201cEurope will always defend the protection of its borders. <\/span><\/em>Europe decides who enters our Union and under what circumstances. That is why, today, we are proposing to strengthen Frontex so that it can provide support to Member States whenever necessary, including on returns<\/span><\/em>, <\/span>with <\/span><\/em>the mandate and capabilities required by this new reality.\u201d<\/span><\/em><\/p>\n<\/blockquote>\n

To implement the new EU rules on returns, the Commission is also proposing a <\/span>Regulation to digitise returns, readmission and reintegration<\/span><\/strong>. This will simplify and streamline the management of returns across the EU, reducing the administrative burden and providing a single digital interface for the entire return process.<\/span><\/p>\n

The proposals put forward fulfil the commitments announced in the <\/span> 2024\u20132029 <\/span>political guidelines<\/span> and reiterated by President <\/span>von der Leyen<\/span><\/strong> in <\/span>this year\u2019s State of the Union address<\/span>, to strengthen Frontex and, in particular, to speed up returns.<\/span><\/p>\n

A new Frontex regulation<\/span><\/strong><\/p>\n

Member States bear the primary responsibility for border protection and the return of persons without the right of residence. The proposal will ensure a comprehensive approach by Frontex to assist them in fulfilling this responsibility: Frontex will be able to anticipate challenges more quickly and provide tailored support to Member States where and when they need it. The Regulation sets out three priorities:<\/span><\/p>\n

Pooled resources and operational capabilities:<\/span><\/strong> Frontex brings together resources, specialist expertise and operational capacity that no single Member State could maintain on its own. To ensure a high and uniform standard of border control across the Union, the Commission proposes:<\/span><\/li>\n<\/ol>\n
