The dialogue marked the start of a process to further strengthen international cooperation with a view to anticipating, preparing for and responding to disasters using space technologies.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2026\/10\/pexels-paulseling-12244764-scaled.jpg\" width=\"672\" height=\"420\" \/><\/p>\n<p style=\"text-align: justify;\">The dialogue identified opportunities for closer cooperation with partners around the world, ranging from improving early-warning systems and the exchange of satellite data and expertise to strengthening national and local response capacities. The aim is to make better use of space technologies at all levels of action, to protect lives and livelihoods, particularly in vulnerable communities.<\/p>\n<p style=\"text-align: justify;\">Space-based services support all phases of the disaster management cycle, from preparedness and prevention through forecasting and early warnings to mapping in support of emergency response and post-disaster recovery assessments. Satellite data is also incorporated into information systems to facilitate the work of the relevant authorities in Europe and around the world.<\/p>\n<p style=\"text-align: justify;\">The outcome of the discussions between Hadja <strong>Lahbib,<\/strong> Commissioner for Preparedness and Crisis Management, and Andrius <strong>Kubilius,<\/strong> Commissioner for Defence and Space, resulted in a \u2018Compass<em> on Space and Disaster Risk Management\u2019.<\/em> This document emphasises the need to translate data into actionable information. As disasters become more widespread, so too must our capacity to anticipate and mitigate their impact, across borders and in partnership with local, national and international organisations.<\/p>\n<p style=\"text-align: justify;\">Kamal Kishore, United Nations Special Representative for Disaster Risk Reduction, and Thomas Byrne, Irish Minister of State for European Affairs and Defence, also took part in this event, alongside representatives from disaster risk management organisations in Latin America and the Caribbean, Asia and Africa.<\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">European space services are provided by Copernicus, the EU\u2019s Earth observation system; Galileo, the EU\u2019s global satellite navigation system; Govsatcom; and the forthcoming IRIS 2, the EU\u2019s secure satellite communications system.<\/p>\n<p style=\"text-align: justify;\">In addition, the EU has a range of early warning and information systems and tools that help to anticipate threats, detect emerging disasters and coordinate faster and more effective responses, ultimately helping to save lives. By way of example, these include the European Forest Fire Information System, the European Flood Awareness System and the Global Disaster Alert and Coordination System.<\/p>\n<blockquote>\n<p class=\"ecl-blockquote__citation\" lang=\"es\" style=\"text-align: justify;\">When a river is about to burst its banks, families do not need a hazard map. They need a clear warning, from someone they trust, in time to get to safety. And emergency services need to know when to open shelters and help people evacuate. That is why we are working with our partners to turn satellite data into action on the ground. Act sooner, work together, protect people. We have extraordinary technology orbiting above our heads.
