{"id":171510,"date":"2026-09-25T13:22:30","date_gmt":"2026-09-25T11:22:30","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=171510"},"modified":"2026-09-25T13:23:46","modified_gmt":"2026-09-25T11:23:46","slug":"la-ue-y-canada-consiguen-casi-220-millones-de-euros-en-compromisos-para-la-observacion-global-de-los-oceanos","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/la-ue-y-canada-consiguen-casi-220-millones-de-euros-en-compromisos-para-la-observacion-global-de-los-oceanos\/","title":{"rendered":"The EU and Canada secure nearly 220 million euros in pledges for Global Ocean Observation"},"content":{"rendered":"<p style=\"text-align: justify;\"><span dir=\"auto\">The President of the European Commission, Ursula von der Leyen, and the Prime Minister of Canada, Mark Carney, launched the <\/span><strong><span dir=\"auto\">OceanEye International Alliance for the Global Ocean Observing System<\/span><\/strong><span dir=\"auto\"> at a high-level event held in New York.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2026\/09\/pexels-magda-ehlers-pexels-3575282-scaled.jpg\" width=\"722\" height=\"481\" \/><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Held during the High-Level Week of the 81st United Nations General Assembly, the event brought together heads of state and government, ministers and other stakeholders to strengthen support for global ocean observation. Reliable ocean observation is essential for safe navigation, weather forecasting, climate predictions, coastal protection and a thriving blue economy. To date, 30 countries have joined the alliance.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">As seed funding, the EU increased funding for ocean observation activities by an additional 92 million euros. Canada, co-chair of the OceanEye International Alliance, pledged <\/span><strong><span dir=\"auto\">82 million Canadian dollars over five years<\/span><\/strong><span dir=\"auto\"> to expand Canada\u2019s ocean observation capacity <\/span><strong><span dir=\"auto\">.<\/span><\/strong><span dir=\"auto\"> In total, contributions from all partner countries to date amount to nearly 220 million euros, comprising a combination of financial contributions, in-kind support and the provision of resources such as research vessels, sensors, drones and data-processing facilities.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span dir=\"auto\">The pledges will support:<\/span><\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li><span dir=\"auto\">the maintenance of existing observation platforms;<\/span><\/li>\n<li><span dir=\"auto\">the filling of critical data gaps;<\/span><\/li>\n<li><span dir=\"auto\">the strengthening of the Secretariat of <\/span><strong><span dir=\"auto\">the Global Ocean Observing System;<\/span><\/strong><\/li>\n<li><strong><span dir=\"auto\">the Global Ocean Observing System<\/span><\/strong><span dir=\"auto\">coordination centres <\/span><span dir=\"auto\">;\u00a0<\/span><\/li>\n<li><span dir=\"auto\">and the strengthening of the OceanOPS data reporting centre<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong><span dir=\"auto\">A total of 31 members have joined the OceanEye International Alliance<\/span><\/strong><span dir=\"auto\">, including the EU and 30 countries (Angola, Belgium, Brazil, Canada, Chile, Colombia, Cape Verde, Costa Rica, Croatia, Cyprus, France, Germany, Greece, Iceland, Ireland, Italy, Madagascar, Malta, Mauritius, Mexico, Norway, Namibia, Palau, Portugal, Slovenia, South Korea, Spain, the Netherlands, the Faroe Islands and the United Kingdom).\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">At the opening of the event, the President of the European Commission, Ursula <\/span><strong><span dir=\"auto\">von der Leyen,<\/span><\/strong><span dir=\"auto\"> stated: <\/span><em><span dir=\"auto\">\u2018As the underwater world changes rapidly, ocean observation gives us eyes and ears beneath the waves. With OceanEye, we can gather the data needed to understand and protect our oceans. And with our OceanEye Alliance, we will have a vital global network. For a better life on our blue planet.\u201d<\/span><\/em><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Canada\u2019s Prime Minister, Mark <\/span><strong><span dir=\"auto\">Carney<\/span><\/strong><span dir=\"auto\">, added: <\/span><em><span dir=\"auto\">\u201cThe ocean we share cannot be understood or protected by any one nation alone. What none of us can do individually, we can achieve together. Every shared observation multiplies the impact. That is what this Alliance builds: a vision that none of us could see on our own, and that none of us can afford to lose.\u201d<\/span><\/em><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The event was organised in collaboration with the Intergovernmental Oceanographic Commission of UNESCO (IOC-UNESCO) and the World Meteorological Organisation (WMO), the two co-sponsoring organisations of <\/span><strong><span dir=\"auto\">the Global Ocean Observing System<\/span><\/strong><span dir=\"auto\">. The EU and Canada will now work with partners to improve the coordination of global ocean observation and further strengthen the alliance. A further event is planned for COP31.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span dir=\"auto\">Background<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">As part of this broader support package, the European Union is making a substantial contribution of <\/span><strong><span dir=\"auto\">92 million euros under Horizon Europe<\/span><\/strong><span dir=\"auto\">, demonstrating its firm commitment to strengthening global ocean observation.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span dir=\"auto\">This contribution <\/span><\/strong><strong><span dir=\"auto\">is divided between<\/span><\/strong><span dir=\"auto\"> three actions:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><strong><span dir=\"auto\">\u20ac50 million<\/span><\/strong><span dir=\"auto\"> to directly support the observation networks of <\/span><strong><span dir=\"auto\">the Global Ocean Observing System<\/span><\/strong><span dir=\"auto\">, including the deployment of further equipment on the high seas and the optimisation of the observation system;<\/span><\/li>\n<li><strong><span dir=\"auto\">\u20ac30 million<\/span><\/strong><span dir=\"auto\"> to develop innovative ocean observation technologies through a call for proposals by the European Innovation Council;<\/span><\/li>\n<li><span dir=\"auto\"> \u20ac12 <\/span><strong><span dir=\"auto\">million<\/span><\/strong><span dir=\"auto\"> to safeguard and maintain crucial international in situ marine data flows through <\/span><span dir=\"auto\">EMODnet for Global.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span dir=\"auto\">As part of the EU\u2019s contribution to the international OceanEye partnership, the Commissioner for Fisheries and Oceans, Costas <\/span><strong><span dir=\"auto\">Kadis,<\/span><\/strong><span dir=\"auto\"> will sign a Memorandum of Understanding formally establishing a long-term strategic partnership with UNESCO\u2019s Intergovernmental Oceanographic Commission, thereby cementing the EU\u2019s commitment to supporting Global Ocean Observation.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The <\/span><strong><span dir=\"auto\">Global Ocean Observing System,<\/span><\/strong><span dir=\"auto\"> co-sponsored by the IOC-UNESCO and the WMO, provides around <\/span><strong><span dir=\"auto\">120<\/span><\/strong><span dir=\"auto\">, <\/span><strong><span dir=\"auto\">000 daily observations<\/span><\/strong><span dir=\"auto\"> from <\/span><strong><span dir=\"auto\">8,000 platforms<\/span><\/strong><span dir=\"auto\"> operated by <\/span><strong><span dir=\"auto\">64 countries<\/span><\/strong><span dir=\"auto\"> and <\/span><strong><span dir=\"auto\">17 global observation networks<\/span><\/strong><span dir=\"auto\">.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">These observations are essential for understanding and forecasting weather and climate, improving maritime safety, protecting coastal communities, supporting marine biodiversity and enabling sustainable ocean-based economic activities.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">However, the <\/span><strong><span dir=\"auto\">Global Ocean Observing System<\/span><\/strong><span dir=\"auto\"> remains vulnerable to funding shortfalls and geopolitical disruptions. It still relies heavily on a limited number of major contributors. Without a broader and more stable support base, gaps in ocean data could re-emerge, jeopardising weather forecasts, climate projections and marine conservation efforts worldwide.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span dir=\"auto\">Next steps<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The launch event marks the start of a broader international mobilisation initiative for the period 2026\u20132028 and beyond. New opportunities to make financial and in-kind contributions will be offered at upcoming international meetings, such as COP31, the 12th Our Ocean Conference in Halifax, Canada, and the fourth United Nations Ocean Conference in Busan, South Korea. \u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">OceanEye is also presenting a vision for a European Digital Ocean System, which integrates existing European services such as the Copernicus Marine Service, EMODnet, WISE Marine and WISE Freshwater, creating a single point of access to high-quality marine data and knowledge.
