{"id":171419,"date":"2026-09-23T09:39:39","date_gmt":"2026-09-23T07:39:39","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=171419"},"modified":"2026-09-23T09:41:28","modified_gmt":"2026-09-23T07:41:28","slug":"acuerdo-sustancial-sobre-el-acuerdo-comercial-entre-la-ue-y-filipinas","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/acuerdo-sustancial-sobre-el-acuerdo-comercial-entre-la-ue-y-filipinas\/","title":{"rendered":"Substantial agreement reached on the EU\u2013Philippines trade agreement"},"content":{"rendered":"<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The EU and the Philippines have reached a substantial agreement in their negotiations for a Free Trade Agreement (FTA), which is intended to strengthen economic ties between the EU and another fast-growing strategic partner in South-East Asia.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2026\/09\/pexels-ian-panelo-6564821-scaled.jpg\" width=\"621\" height=\"414\" \/><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Maros <strong>\u0160ef\u010dovi\u010d,<\/strong> Commissioner for Trade and Economic Security, and Maria Cristina Aldeguer-Roque, the Philippines\u2019 Secretary of Trade and Industry, announced the substantial progress following their video call, putting the agreement on a clear path to finalisation in the coming months.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">This agreement will unlock stronger trade and investment flows, improving conditions for exporters, service providers and investors on both sides, and reinforcing the EU\u2019s strategic commitment to a like-minded partner in the Indo-Pacific region.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">At a time when both sides are working to diversify their economic relations, the agreement will also help to build partnerships based on trust, stable and predictable trade rules, and resilient supply chains.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>A mutually beneficial agreement<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Bilateral trade between the EU and the Philippines has the potential to grow well beyond current levels: a total of \u20ac17.6 billion in goods (2025) and \u20ac10.3 billion in services (2024).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The mutual benefits will stem from:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 12pt;\"><strong>The removal of tariffs by both sides and improved market access<\/strong> for both sides. With a population of 113 million, the Philippines represents a significant market for EU exporters. The FTA will liberalise more than 94 per cent of tariff lines, covering more than 97 per cent of bilateral trade:<\/span>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-size: 12pt;\">EU <strong>industrial<\/strong> exports to the Philippines are led by machinery and apparatus, transport equipment, medicines and medical devices.<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Our key <strong>agri-food exports<\/strong> to the Philippines include meat products, such as pork and poultry, as well as dairy products and spirits.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-size: 12pt;\">clear rules on <strong>public procurement,<\/strong> opening up the Philippine public procurement market to foreign bidders for the first time;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">better protection of <strong>intellectual property rights,<\/strong> including a commercially significant list of EU geographical indications;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">clear and ambitious rules to facilitate <strong>digital trade,<\/strong> whilst ensuring data privacy and consumer protection;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">transparent rules on <strong>sanitary and phytosanitary <\/strong>measures <strong>and <\/strong> <strong>technical barriers to trade,<\/strong> which will facilitate trade and reduce costs for businesses, whilst ensuring compliance with the highest standards;<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Ambitious <strong>sustainability<\/strong> commitments at the heart of the trade relationship, making respect for human rights and the Paris Agreement essential elements of the Agreement, as well as providing a highly ambitious chapter on trade and sustainable development; and<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Transparent and ambitious provisions on <strong>energy and raw materials, aimed at achieving a level playing field<\/strong> to facilitate sustainable investment, particularly in renewable energy.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The significant agreement reached at political level reflects the shared ambition of the European Union and the Philippines to jointly build a modern trade partnership based on fair and clear rules and shared values.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>Next steps<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The EU and the Philippines will conclude the negotiations on the basis of the substantial agreement reached, including determining its implementation and finalising the technical details.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>Background<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The EU and the Philippines first began negotiations on an FTA in 2015. Following a hiatus, negotiations resumed in March 2024, with the aim of reaching a modern, ambitious and balanced free trade agreement, centred on sustainability.\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">In 2025, the EU was the Philippines\u2019 fourth-largest trading partner, accounting for 8.3 per cent of the country\u2019s total trade in goods. Bilateral trade in goods amounted to \u20ac17.6 billion in 2025, whilst trade in services reached \u20ac10.3 billion in 2024.
