{"id":170166,"date":"2026-07-15T03:00:29","date_gmt":"2026-07-15T01:00:29","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=170166"},"modified":"2026-07-14T10:16:29","modified_gmt":"2026-07-14T08:16:29","slug":"la-comision-actualiza-el-alcance-de-los-productos-y-las-herramientas-digitales-para-apoyar-la-aplicacion-del-reglamento-de-la-ue-sobre-deforestacion","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/la-comision-actualiza-el-alcance-de-los-productos-y-las-herramientas-digitales-para-apoyar-la-aplicacion-del-reglamento-de-la-ue-sobre-deforestacion\/","title":{"rendered":"The Commission is updating the scope of digital products and tools to support the implementation of the EU Regulation on deforestation"},"content":{"rendered":"<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><span dir=\"auto\">On 13 July, t<\/span>he Commission adopted two measures to support the implementation of the EU Deforestation Regulation (EUDR), which will begin to apply by the end of December.<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2026\/07\/pexels-agencemald-27643709-scaled.jpg\" width=\"559\" height=\"419\" \/><\/p>\n<p><span style=\"font-size: 12pt;\">A\u00a0Delegated Act\u00a0updates and simplifies the list of products covered by the Regulation, while an\u00a0Implementing Act\u00a0sets out the functioning of the Information System for submitting due diligence statements and simplified declarations.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">These measures build on the legislative amendment agreed in December 2025 and are part of the simplification package presented in May 2026. Together, they provide greater legal certainty for businesses, Member States and partner countries ahead of the Regulation&#8217;s application.\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-size: 12pt;\">\u201c<em>With this package, we are providing the clarity and predictability that businesses, Member States and our international partners need to prepare for the application of the EU Deforestation Regulation at the end of 2026. <\/em><em>Following the agreement reached by co-legislators, we have completed the simplification review and put in place the necessary measures to ensure a smooth and effective implementation of the Regulation.\u201d &#8211; <\/em><strong>Jessika Roswall, European Commissioner for Environment, Water Resilience and a Competitive Circular Economy<\/strong><\/span><\/p><\/blockquote>\n<h3><\/h3>\n<h3><span style=\"font-size: 12pt;\">Targeted changes to the product scope<\/span><\/h3>\n<p><span style=\"font-size: 12pt;\">The Delegated Act updates Annex I of the EUDR, following stakeholder consultation and public feedback. It removes cattle hides, skins and leather, re-treaded tyres, soybeans for sowing, articles of vulcanised rubber, conveyor and transmission belts, and aircraft and motor vehicle seats from the scope of the Regulation.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">At the same time, it adds soluble coffee, certain palm oil derivatives and frozen cattle tongues.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">All the changes to the product scope, including those introduced after the public feedback, have been assessed with the methodology presented in the\u00a0Staff Working Document\u00a0published with the draft Delegated Act on 4 May.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">To allow businesses sufficient time to prepare, the new products added to the scope will become subject to the Regulation from 30 December 2027.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">The update of the product scope does not alter the list of commodities covered by the regulation, but concerns products derived from those commodities.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">The Delegated Act also clarifies that samples and products used for analysis, examination and testing are outside the scope of the Regulation and introduces targeted exemptions for specific categories of products, including waste, used and second-hand products, packing material, and products used in the manufacture of medicinal products.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">The Delegated Act will now be sent to the European Parliament and the Council of the EU for scrutiny before entering into force.\u00a0\u00a0<\/span><\/p>\n<h3><\/h3>\n<h3><span style=\"font-size: 12pt;\">Information System Implementing Act<\/span><\/h3>\n<p><span style=\"font-size: 12pt;\">The Commission also adopted the Implementing Act establishing the technical rules for the EUDR Information System.<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">The updated system introduces operational simplifications requested by Member States and industry, including simplified declarations for micro and small primary operators and updated technical specifications for automated application programming interfaces (APIs).<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">Additional functionalities will be introduced later this summer.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">Following the necessary technical updates, the Information System reopened at the end of June. The Commission will continue to improve the system, provide regular updates to its documentation and offer training sessions for companies starting at the end of July.\u00a0<\/span><\/p>\n<h3><\/h3>\n<h3><span style=\"font-size: 12pt;\">Simplification package<\/span><\/h3>\n<p><span style=\"font-size: 12pt;\">The measures adopted today complete the simplification package presented by the Commission in May 2026, which also included an updated\u00a0Guidance document\u00a0and\u00a0Frequently Asked Questions. The<strong>\u00a0<\/strong>Guidance, previously available only in English, has now been formally adopted in all EU languages.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">Together with the legislative amendment agreed last December, these measures provide greater legal certainty and predictability for businesses and competent authorities while ensuring the Regulation can be applied effectively.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">The Regulation will apply from 30 December 2026 for large and medium-sized operators and for micro and small operators already covered by the EU Timber Regulation, and from 30 June 2027 for other micro and small operators.\u00a0<\/span><\/p>\n<h4><\/h4>\n<h4><span style=\"font-size: 12pt;\">Background<\/span><\/h4>\n<p><span style=\"font-size: 12pt;\">The EU Deforestation Regulation aims to ensure that products placed on the EU market or exported from it do not contribute to deforestation or forest degradation.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 12pt;\">It covers seven commodities associated with deforestation: cattle, cocoa, coffee, palm oil, rubber, soy and wood, as well as a range of derived products.
