The European Commission has proposed five new <\/span><\/span>large-scale projects<\/span>, known as <\/span><\/span><\/span>European Defence Projects of Common Interest (EDPCI)<\/span><\/span><\/span>,<\/span><\/span>to help EU countries strengthen their defence capabilities through the joint development of key military systems.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n

<\/p>\n<\/div>\n

The <\/span><\/span> industrial <\/span><\/span>projects<\/span><\/span> focus on five priority areas: drones and anti-drone systems<\/span><\/span>;<\/span><\/span> maritime and seabed defence<\/span><\/span>; <\/span><\/span> space<\/span><\/span>;<\/span><\/span> air and missile defence<\/span><\/span>; <\/span><\/span> and strengthening security along<\/span><\/span>the<\/span><\/span> EU\u2019 s<\/span><\/span>eastern <\/span>flank <\/span><\/span> .<\/span> \u00a0These projects are in response to a call from the Commission\u00a0<\/span>for Member States to express their interest in<\/span>submitting <\/span>project proposals for potential Defence and Industrial Cooperation Initiatives (DICI).<\/span><\/span><\/span>\u00a0<\/span><\/p>\n

 <\/p>\n<\/div>\n

Under<\/span><\/span><\/span>the European Defence Industrial Programme (EDIP), with a budget of 1.5 billion euros, <\/span><\/span><\/span>the <\/span><\/span>Commission <\/span><\/span>has <\/span><\/span>a llocated <\/span><\/span>325 million euros to support the creation and deployment of<\/span><\/span>EDPCIs<\/span><\/span>, as set out in the <\/span><\/span>work <\/span><\/span>programme <\/span><\/span>published <\/span><\/span>on <\/span><\/span>30 <\/span><\/span>March 2026.<\/span><\/span><\/span>\u00a0\u00a0\u00a0<\/span><\/p>\n

 <\/p>\n<\/div>\n

The new projects provide a framework for EU countries to collaborate on major defence initiatives that are too large or complex for any single country to develop on its own.\u00a0<\/span><\/span>By<\/span>fostering long-term cooperation, they aim to strengthen the European defence industry and enhance the EU\u2019s ability to respond to common security challenges<\/span>, in line with NATO\u2019s priorities<\/span>.<\/span><\/span><\/span>\u00a0\u00a0\u00a0<\/span><\/p>\n

 <\/p>\n<\/div>\n

\n

On average, 18 Member States<\/span><\/span>are taking part<\/span><\/span>in each<\/span><\/span>project<\/span><\/span>,<\/span><\/span>and Ukraine<\/span><\/span>is involved<\/span><\/span>in four of the five.\u00a0<\/span>The Commission is expected to <\/span>participate <\/span>in the EDPCIs, provide financial support and<\/span>continue<\/span>to<\/span>assist<\/span>Member States in coordinating <\/span>their implementation.\u00a0\u00a0<\/span>It will also monitor <\/span>progress against the agreed milestones to ensure the <\/span>time ly<\/span>delivery <\/span>of\u00a0 the <\/span>EDPCI <\/span>projects<\/span>.<\/span><\/span><\/span><\/p>\n<\/div>\n

The Council will now discuss the formal establishment of<\/span><\/span>the<\/span><\/span> Capital <\/span><\/span>Economic a<\/span><\/span>nd Cultural <\/span><\/span>Development Initiatives <\/span><\/span>(<\/span><\/span>IDEPCs), <\/span><\/span> setting out<\/span><\/span>their<\/span>objectives <\/span> and characteristics, the participating countries and the<\/span> estimated investment <\/span> they are expected to generate <\/span> .<\/span><\/span><\/span>\u00a0\u00a0\u00a0<\/span><\/p>\n

Once the Council<\/span><\/span>has approved<\/span><\/span>the list of<\/span><\/span>identified<\/span><\/span>EDPCIs<\/span><\/span>, these will be eligible for EU funding through the<\/span><\/span>European Defence Industry Programme (EDIP) <\/span><\/span>in accordance<\/span><\/span>with<\/span>a specific procedure<\/span>. This funding will enable the<\/span>initial<\/span> launch<\/span>of the projects<\/span>and lay the foundations for<\/span>possible<\/span>additional funding through the future<\/span><\/span><\/span>European Competitiveness Fund.<\/span><\/span><\/span><\/p>\n<\/div>\n

The EDIP Regulation was adopted on 16 December 2025.\u00a0<\/span><\/span>This <\/span><\/span> instrument <\/span><\/span> aims to <\/span><\/span> strengthen and modernise the European defence industry, <\/span><\/span> ensure <\/span><\/span> the availability of<\/span><\/span> cutting-edge technology<\/span><\/span>, <\/span><\/span> increase production capacity, <\/span><\/span> support joint public procurement <\/span><\/span> and, <\/span><\/span> furthermore,\u00a0\u00a0<\/span><\/span>resilience <\/span><\/span>through the <\/span><\/span>continuous supply of military equipment to the armed forces of Member States<\/span><\/span>and the strengthening of supply chains.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n

The Regulation introduces the<\/span><\/span>creation of EDPCI s<\/span><\/span>as<\/span><\/span>future ambitious collaborative industrial projects designed to<\/span><\/span>benefit a wider part of the EU and open<\/span><\/span>also<\/span><\/span>to Norway and Ukraine.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n
