{"id":169561,"date":"2026-06-26T03:00:52","date_gmt":"2026-06-26T01:00:52","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=169561"},"modified":"2026-06-25T10:01:56","modified_gmt":"2026-06-25T08:01:56","slug":"commission-welcomes-political-agreement-to-protect-workers-from-cancer-causing-chemicals","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/commission-welcomes-political-agreement-to-protect-workers-from-cancer-causing-chemicals\/","title":{"rendered":"Commission welcomes political agreement to protect workers from cancer-causing chemicals"},"content":{"rendered":"<p style=\"text-align: justify;\">The European Commission welcomes the provisional agreement reached by the European Parliament and the Council on the\u00a0sixth revision of the Carcinogens, Mutagens and Reprotoxic substances Directive (CMRD).<\/p>\n<p style=\"text-align: justify;\">Once formally adopted, the strengthened Directive can\u00a0<strong>avert around 1,700 cases of lung cancer<\/strong>\u00a0and\u00a0<strong>19,000 work-related illnesses<\/strong>\u00a0<strong>over the next 40 years<\/strong>, while generating up to\u00a0<strong>\u20ac1.16 billion in healthcare savings\u00a0<\/strong>across the EU.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/11\/20211125PHT18123_original.jpg\" width=\"476\" height=\"317\" \/><\/p>\n<p style=\"text-align: justify;\"><strong>Science-backed action for healthier workplaces<\/strong><\/p>\n<p style=\"text-align: justify;\">The sixth revision of the CMRD sets\u00a0<strong>clearer rules and protective exposure limits<\/strong>\u00a0for high-risk substances<strong>\u00a0<\/strong>such as cobalt and inorganic cobalt compounds, polycyclic aromatic hydrocarbons (PAHs), 1,4-dioxane and isoprene.<\/p>\n<p style=\"text-align: justify;\"><strong>Cobalt and inorganic cobalt compounds<\/strong>\u00a0are used in battery production (e.g. for electric vehicles), as well as in the manufacturing of magnets and hard metals. The new rules introduce occupational exposure limits for both inhalable and respirable fractions of these substances. They introduce a 6-year transitional period with higher limits to allow industries time to adapt their processes and technologies, reducing economic disruption while improving safety standards and worker protection.<\/p>\n<p style=\"text-align: justify;\"><strong>Polycyclic aromatic hydrocarbons (PAHs)<\/strong>\u00a0can be found in steel, iron and aluminium production, as well as in welding fumes. They are essential in the production of batteries storing energy produced by wind turbines, semiconductors and electric vehicles. The latest revision of the rules establishes a new exposure limit while a temporary limit twice as high will apply for 7 years after the Directive enters into force, to help the most affected sectors adapt.<\/p>\n<p style=\"text-align: justify;\"><strong>1,4-dioxane<\/strong>\u00a0is used in chemical and textile production and is present in some household detergents. The new rules include a general occupational exposure limit, a short-term exposure limit and a biological limit value to this substance.<\/p>\n<p style=\"text-align: justify;\"><strong>Isoprene<\/strong>\u00a0is used in the chemical and rubber industries. The new rules include a general occupational exposure limit to this substance.<\/p>\n<p style=\"text-align: justify;\">In addition,<strong>\u00a0<\/strong>the revised rules\u00a0<strong>add welding fumes<\/strong>\u00a0to the scope of the Directive,<strong>\u00a0<\/strong>highlighting their possible danger for workers and clarifying employers&#8217; obligations regarding necessary protective and preventive measures. They also include\u00a0<strong>specific notations<\/strong>\u00a0highlighting potential exposure to these substances through the skin or other routes.<\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">EU\u00a0Directive 2004\/37\/EC\u00a0sets minimum requirements to protect workers from exposure to carcinogens, mutagens or reprotoxic substances at work. In<strong>\u00a0<\/strong>July 2025, the\u00a0Commission proposed\u00a0this sixth revision to strengthen protection against cobalt and inorganic cobalt compounds, PAHs, 1,4-dioxane and welding fumes. The proposal followed extensive consultation with social partners and scientific experts.<\/p>\n<p style=\"text-align: justify;\">The sixth revision builds on five previous revisions of the CMRD, which together addressed more than 40 key hazardous chemicals and are expected to help save the lives of over 100,000 workers over the next 50 years.<\/p>\n<p style=\"text-align: justify;\">This revision builds on the\u00a0EU Strategic Framework on health and safety at work 2021-2027\u00a0and supports the goals outlined in the\u00a0Quality Jobs Roadmap\u00a0and the\u00a0European Pillar of Social Rights\u00a0on occupational health and safety. It also contributes to\u00a0Europe&#8217;s Beating Cancer Plan\u00a0and the\u00a0European Health Union\u00a0by helping to ensure safer and healthier workplaces across the EU.<\/p>\n<p style=\"text-align: justify;\"><strong>Next steps<\/strong><\/p>\n<p style=\"text-align: justify;\">The agreed text will now need to be formally adopted by the European Parliament and the Council of the EU.
