The European Commission has published the fourth report on the state of the Digital Decade, which shows that<\/span>Europe has made progress towards its<\/span>2030 digital transformation targets,<\/span>such as secure and sustainable digital infrastructure and the digitisation of public services; but the challenge now is to deliver results at scale, quickly and consistently.<\/span><\/p>\n

<\/p>\n

The report is being published to coincide with the release of<\/span>the Commission\u2019s<\/span>latest<\/span>Special Eurobarometer<\/span>, which shows that an overwhelming majority of Europeans regard digital policy as one of the EU\u2019s top priorities, strongly supporting a more autonomous European digital future.<\/span><\/p>\n

The Digital Decade Policy Programme serves as the EU\u2019s strategic roadmap for driving and investing in Europe\u2019s competitiveness and digital sovereignty. The report assesses the progress made by the EU on digitalisation across all areas, including critical infrastructure, the digitalisation of businesses, digital skills and the digitalisation of public services. This year, the report goes beyond taking stock, outlining priority reforms and investments at both EU and Member State level, with a view to guiding the allocation of digital funds under the EU\u2019s next Multiannual Financial Framework.<\/span><\/p>\n

2026: progress and remaining gaps<\/span><\/strong><\/p>\n

The report shows that progress has been made in the following areas: with regard to the roll-out of basic connectivity infrastructure, 96.8% of households now have basic 5G coverage. However, certain high-capacity bands and the roll-out of fibre-to-the-premises (FTTP) are lagging behind.<\/span><\/p>\n

As for the basic adoption of advanced digital technologies by businesses, 46.7% of EU businesses use cloud computing, 39.9% use data analytics, and nearly 20% utilise artificial intelligence (adoption rose by 48% in 2025 compared with the previous year). An example of this can be found in the healthcare sector, where AI-powered medical imaging is leading the way, improving early detection, speeding up diagnoses and optimising outcomes for patients.<\/span><\/p>\n

Finally, more than 60% of Europeans now possess at least basic digital skills.<\/span><\/p>\n

However, some shortcomings remain. In the semiconductor sector, the EU accounts for just 9 per cent of the global market, far short of the 20 per cent target for 2030. The same applies to computing capacity. Whilst the roll-out of edge nodes is progressing as planned to meet the 2030 Digital Decade target ahead of schedule, computing capacity still falls well short of demand.<\/span><\/p>\n

Furthermore, despite significant progress in the field of cybersecurity, Europe remains structurally dependent on non-EU cybersecurity providers, and European companies are under-represented in global cybersecurity leadership.<\/span><\/p>\n

There is also a shortage of professionals with ICT skills. Specialists accounted for just 5 per cent of employment in 2025, half the target of 10 per cent for 2030. Women accounted for less than 20 per cent of employed ICT specialists, a figure that has remained unchanged since 2024, despite growing demand, particularly in cloud security, cybersecurity, data management and software development.<\/span><\/p>\n

Finally, with regard to the adoption of advanced technologies, SMEs face persistent barriers relating to data, skills, integration and resources, which hinder the adoption and scaling up of advanced digital solutions.<\/span><\/p>\n

A Commission study<\/span>shows that coordinated EU action in the digital sphere yields significant benefits. Every euro invested in digital policy under NextGenerationEU will generate 1.50 euros of economic output within the EU and 2 euros for the global economy as a whole (including the EU) by the end of 2030. This figure far exceeds the average for other policy areas. These investments in the digital sector generate indirect effects that are both cross-border and cross-sectoral.<\/span><\/p>\n

Recommendations: closing structural gaps and mobilising investment for 2030 and beyond.<\/span><\/strong><\/p>\n

The report offers<\/span>clear recommendations<\/span>for both the EU and the Member States to continue stepping up their efforts, at a time when almost half of the public funding included in the national Digital Decade roadmaps will be phased out by 2026. To prevent progress from stalling, the report urges that funding be guaranteed beyond 2026 to close the gap, scale up successful projects (e.g.<\/span>European Digital Infrastructure Consortia<\/span>\u00a0(EDICs)<\/span>and<\/span>Important Projects of Common European Interest<\/span>(IPCEIs)) and to strengthen coordination at EU level (for example, through<\/span>Multinational Projects<\/span>) to prevent market fragmentation and uneven implementation.<\/span><\/p>\n

Eurobarometer: Public support for the EU\u2019s digital policy.<\/span><\/strong><\/p>\n

A<\/span>special Eurobarometer survey<\/span>, carried out between February and March 2026, shows that 79% of Europeans regard digital policy as a top priority for the EU in shaping the future. The Eurobarometer analyses how citizens\u2019 attitudes have evolved over a year marked by rapid technological change and intense political debates on digital rights.<\/span><\/p>\n

Citizens strongly support a more autonomous European digital future, prioritising investment in infrastructure developed within the EU (85 per cent) and reducing dependence on technologies from third countries (82 per cent). 80 per cent consider it important for the EU to become a global leader in technology infrastructure. Furthermore, 58 per cent of Europeans would switch to an EU provider even if it meant paying a higher price. The five main factors driving a switch to an EU-based provider are: greater security and reliability (50 per cent), better protection of personal data (49 per cent), clearer rules and consumer protection (39%), reduced dependence on non-EU countries (33%) and support for the EU\u2019s economy and competitiveness (30%).<\/span><\/p>\n

Europeans believe that digital health (55%), green technologies (50%), faster connectivity (42%) and AI (39%) will have the most positive impact over the next decade.<\/span><\/p>\n

Around 40 per cent of citizens use generative AI at least once a week, and among those who do, nearly 70 per cent report increased use over the past year. Eighty per cent believe that the development of AI should be carefully regulated, even if this means that AI developers face certain restrictions.<\/span><\/p>\n

Concern about the harmful use of digital technologies is widespread and growing: 92% of citizens want greater protection for children online, 87% agree that online manipulation (disinformation, deepfakes, AI-generated content, foreign interference) poses a threat to democracy and feel personally affected by fake news and disinformation (53%), the misuse of personal data (47 per cent) and insufficient protection for minors on platforms (41 per cent).<\/span><\/p>\n

Next steps<\/span><\/strong><\/p>\n

Through the \u2018State of the Digital Decade 2026\u2019 report, the Commission urges Member States to update their<\/span>National Digital Decade Roadmaps<\/span>with concrete measures, whilst ensuring greater alignment with the forthcoming Multiannual Financial Framework, particularly in the context of the development of National and Regional Partnership Plans and the future EU Competitiveness Fund. Initial discussions with Member States will take place<\/span>at <\/span>the <\/span>Digital Day<\/span>and the Digital Decade Council meeting, organised in Nicosia by the Cypriot Presidency of the Council of the EU on 18 and 19 June.<\/span><\/p>\n

In 2027, the Commission will review the objectives of the Digital Decade Policy Programme to ensure that they reflect the legislation adopted, adapt to the changing digital landscape and meet the EU\u2019s priorities and ambitions. This review will modernise, simplify and extend the framework beyond 2030.<\/span><\/p>\n
