The final agreed texts will now be submitted to the European Parliament and the Council for formal adoption in the coming weeks, to ensure their prompt entry into force.<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2017\/12\/EEUU-UE.png\" width=\"638\" height=\"433\" \/><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The liberalised market access that the legislation grants to US exports will ensure that the goods needed by EU industry and consumers are cheaper and more readily available, without undermining any EU sensitivities.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">At the same time, in line with standard practice in EU trade agreements, the Regulation provides European industry with robust safeguards against potential trade disruptions through a safeguard clause. Regular monitoring of trade flows will allow for swift action to be taken in the event of a harmful or potentially harmful surge in exports from the United States.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The Regulation also provides the EU with the necessary tools to enforce the commitments made in the EU-US Joint Statement. In specific circumstances, the Regulation would allow the EU to respond by suspending its tariff concessions in whole or in part.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The agreement reached today ensures that the key objectives of the EU-US Joint Statement \u2014 maintaining stable, fair, predictable and mutually beneficial transatlantic trade and investment \u2014 are achieved, and paves the way for boosting transatlantic trade by exploring new areas for tariff reductions on EU exports.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Next steps<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The agreed texts of the Regulation will now enter the formal adoption process by the European Parliament and the Council in the coming weeks, to ensure their swift entry into force.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Once approved, the liberalisation of market access would remain in force until the end of 2029, with the possibility of a subsequent extension.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Background<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The transatlantic partnership is the world\u2019s most important bilateral trade and investment relationship. Trade in goods and services between the EU and the US has doubled over the last decade, exceeding \u20ac1.8 trillion in 2025, with \u20ac911 billion in goods and \u20ac865 billion in services. More than \u20ac4.9 billion worth of goods and services cross the Atlantic every day. This deep and comprehensive partnership is underpinned by mutual investment. In 2024, total investment by EU and US companies in each other\u2019s markets exceeded \u20ac4.8 trillion.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The President of the Commission, Ursula<\/span><span dir=\"auto\">von der Leyen,<\/span><span dir=\"auto\">and the US President, Donald Trump, agreed on the key parameters of the EU-US agreement in July 2025, which were subsequently set out in the EU-US Joint Statement of 21 August 2025, which forms the basis for further trade and economic cooperation between the EU and the US.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The United States undertook to maintain a maximum tariff of 15% for most EU exports, including cars and car parts, and to exempt several important product groups from additional tariffs, such as non-mineral natural resources, aircraft and aircraft parts, and generic medicines.
