{"id":167802,"date":"2026-04-30T03:00:37","date_gmt":"2026-04-30T01:00:37","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=167802"},"modified":"2026-04-29T10:04:05","modified_gmt":"2026-04-29T08:04:05","slug":"impulsando-la-agricultura-sostenible-nuevas-directrices-para-la-pac-2028-2034","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/impulsando-la-agricultura-sostenible-nuevas-directrices-para-la-pac-2028-2034\/","title":{"rendered":"Promoting sustainable agriculture: new guidelines for the CAP 2028\u20132034"},"content":{"rendered":"<p style=\"text-align: justify;\"><span dir=\"auto\">The European Commission has published a new report setting out<\/span><span dir=\"auto\">best practices for the design of agri-environment-climate (AEC) measures<\/span><span dir=\"auto\">under the post-2027 CAP.<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2026\/04\/pexels-stitch-20280090-scaled.jpg\" width=\"616\" height=\"410\" \/><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The purpose of this report is to assist Member States in preparing their future CAP plans by providing concrete recommendations, practical steps and examples on how to design measures that are effective, feasible and attractive to farmers.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The report is based on an evaluation of the current CAP Strategic Plans (2023\u20132027). It identifies successful practices, highlights good examples from Member States and sets out around<\/span><span dir=\"auto\">20 practical measures<\/span><span dir=\"auto\">to support the design of more effective agri-environment-climate actions in the next programming period.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\">A stronger and simpler framework for sustainable agriculture.<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The results of the current CAP underline the importance of agri-environmental and climate support based on geographical areas. In the EU budget for 2025, around<\/span><span dir=\"auto\">28% of total public funding under the CAP<\/span><span dir=\"auto\">was allocated to eco-schemes and agri-environmental and climate commitments (AECC).<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">In terms of coverage:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span dir=\"auto\">Schemes applied to over<\/span><span dir=\"auto\"> 60% of the EU\u2019s agricultural area<\/span><span dir=\"auto\">(98.3 million hectares),<\/span><\/li>\n<li><span dir=\"auto\">AECCs covered<\/span><span dir=\"auto\">12% of agricultural land<\/span><span dir=\"auto\">(19.6 million hectares).<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Other estimates show similarly high uptake, with eco-schemes and environmental carbon credits covering the majority of the EU\u2019s agricultural land. This is a significant finding which confirms that EU agriculture already plays an important role in environmental protection and climate action, and that many farmers are willing to adopt more sustainable practices and systems provided they are rewarded for the efforts made and the risks taken.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Looking ahead, environmental sustainability remains a key priority in the CAP post-2027, and<\/span><span dir=\"auto\">43% of the proposed EU expenditure under the future National and Regional Partnership Plans (NPPs)<\/span><span dir=\"auto\">is expected to<\/span><span dir=\"auto\">contribute to environmental and climate objectives.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">To underpin this ambition, the future CAP introduces a simpler framework for environmental and climate action:<\/span><span dir=\"auto\">agri-environment-climate actions (AECA)<\/span><span dir=\"auto\">as a single instrument, which will merge the current eco-schemes and AECC. The aim is to simplify the policy framework and improve the effectiveness of support.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The new approach also includes:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span dir=\"auto\">a<\/span><span dir=\"auto\">farm management system<\/span><span dir=\"auto\">combining conservation practices and statutory management requirements;<\/span><\/li>\n<li><span dir=\"auto\">support for green investments<\/span><span dir=\"auto\">, both productive and non-productive, to improve resource efficiency and agricultural competitiveness;<\/span><\/li>\n<li><span dir=\"auto\">complementary tools<\/span><span dir=\"auto\">such as advisory services, innovation, digitalisation and cooperation projects to support the transition.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\">From remuneration to incentives<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The AECA will reward farmers for adopting environmentally beneficial practices, moving beyond the previous model. AECA payments no longer need to be linked to additional costs and income foregone due to commitments, allowing for the remuneration of environmental services, provided these payments comply with the World Trade Organisation\u2019s \u2018Green Box\u2019 rules. This approach aims to make the measures more attractive, increase participation and provide better support for the transition to sustainable and resilient agricultural systems.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Building on the current implementation of the CAP Strategic Plans, as well as the work carried out by the EU CAP network on green architecture, and relevant literature and research on environmental integration within the CAP framework, the report identifies six key factors for making future AECAs more effective:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span dir=\"auto\">clear and well-designed practices, combined with appropriate incentive payments;<\/span><\/li>\n<li><span dir=\"auto\">high uptake by farmers and coherence between interventions;<\/span><\/li>\n<li><span dir=\"auto\">measures tailored to regional, environmental and farm-level needs;<\/span><\/li>\n<li><span dir=\"auto\">Results-based approaches that reward measurable outcomes;<\/span><\/li>\n<li><span dir=\"auto\">Collective approaches that enable action at the landscape level;<\/span><\/li>\n<li><span dir=\"auto\">Robust monitoring and control systems that ensure credibility and reliability.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span dir=\"auto\">These conclusions are illustrated with examples from Member States and supplemented by practical guidelines for the design of future measures.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\">Supporting the next CAP plans<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Taken together, these elements provide a solid basis for Member States to prepare their CAP plans for the next programming period, 2028\u20132034.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Building on what has proven to be effective and how it can be implemented in practice, the report supports the development of agri-environmental and climate measures that deliver better environmental outcomes, whilst remaining accessible and attractive to farmers.<\/span><\/p>\n<p><strong>More information: <a href=\"https:\/\/agriculture.ec.europa.eu\/media\/news\/driving-sustainable-farming-new-guidance-cap-2028-2034-2026-04-28_en\">European Commission<\/a>. <\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Commission has published a new report setting outbest practices for the design of agri-environment-climate (AEC) measuresunder the post-2027 CAP.
