This follows the\u00a0announcement\u00a0by President\u00a0<strong>von der Leyen<\/strong>\u00a0in January 2026 of the EU&#8217;s new framework of cooperation with Syria. As part of this framework, the EU is stepping up support for a peaceful and inclusive Syria-led transition, addressing humanitarian needs, and helping efforts towards economic recovery.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2025\/03\/Tema-de-la-semana-Recursos.png\" width=\"669\" height=\"376\" \/><\/p>\n<p style=\"text-align: justify;\">The\u00a0EU-Syria Cooperation Agreement\u00a0was partially suspended in 2011 in response to the systematic repression and grave human rights violations by the Assad regime. The Cooperation Agreement has been the framework for cooperation between the EU and Syria since 1978, supporting Syria&#8217;s economic and social development and promoting fair and lawful trade relations. It abolishes customs duties on imports into the EU of most industrial products originating in Syria and prevents quantitative restrictions on both sides.<\/p>\n<p style=\"text-align: justify;\">This signal of renewed momentum in EU-Syrian political and cooperation relations follows the lifting of all economic sanctions on Syria in May 2025 and the visit of President\u00a0<strong>von der Leyen<\/strong>\u00a0to Damascus in January 2026. During her visit, President\u00a0<strong>von der Leyen<\/strong>\u00a0announced the three pillars of renewed bilateral relations with Syria to support reconciliation and recovery: a new political partnership; a framework for enhanced trade and economic cooperation; and a\u00a0financial support package<button class=\"wt-unselected wt-laco wt-laco--button wt-offprint\" title=\"Search for available translations\" type=\"button\" aria-controls=\"laco-modal\"><\/button>\u00a0of around \u20ac620 million for 2026 and 2027, which includes humanitarian aid, early recovery support and bilateral support.<\/p>\n<p style=\"text-align: justify;\">The\u00a0proposal will now need to be formally adopted by Council and subsequently notified to the Syrian Transitional Authorities.
