The Commission welcomes <\/span><\/span>the <\/span>agreement <\/span>reached last Thursday<\/span><\/span>between <\/span>the European Parliament and the Council<\/span>, which marks a<\/span>historic<\/span>reform<\/span>of<\/span>the EU Customs Union.\u00a0<\/span>This<\/span>reform, the most ambitious overhaul of EU customs rules since 1968, introduces new measures for e-commerce and establishes a modern, data-driven customs architecture that simplifies procedures and improves efficiency<\/span>.<\/span>With<\/span>these fundamental improvements,<\/span>European<\/span>customs<\/span>will be<\/span>ready to<\/span>adapt<\/span>to<\/span>the<\/span>changing<\/span>landscape<\/span>of international trade<\/span>.<\/span><\/span><\/span>\u00a0 \u00a0 <\/span><\/p>\n

Customs authorities today face a multitude of challenges, including<\/span><\/span>the<\/span><\/span>rise in low-value e-commerce imports, the increased risk of unsafe products and fraud, evolving geopolitical trade dynamics, and the threats posed by organised crime and smuggling. Customs play a vital role in<\/span><\/span>safeguarding the security of the Single Market and its citizens.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

To<\/span><\/span>address these challenges,<\/span><\/span>the Commission presented <\/span><\/span> in May 2023 a comprehensive customs reform package<\/span><\/span>to modernise and integrate customs operations across the EU.<\/span>This<\/span>reform<\/span>is based on three pillars: smarter risk management and customs controls, a modern framework for e-commerce, and stronger collaboration with businesses. With the support of<\/span>a<\/span>new<\/span><\/span><\/span>EU Customs Authority (EUCA)<\/span><\/span><\/span>, it will digitise<\/span><\/span>and <\/span><\/span> simplify <\/span><\/span> procedures, reduce costs and red tape, promote a<\/span><\/span>more uniform approach<\/span><\/span>at the<\/span><\/span> external<\/span><\/span>border<\/span><\/span>, increase the accountability of online platforms and better protect the Single Market through stronger<\/span><\/span>, data-driven<\/span><\/span>risk management and enforcement <\/span><\/span> .<\/span><\/span><\/span>\u00a0\u00a0<\/span><\/p>\n<\/div>\n

\n

A data-driven approach to customs<\/span><\/span>\u00a0<\/strong><\/p>\n<\/div>\n

\n

The customs reform focuses on the creation of a new EU agency, the EU Customs Authority (EUCA), <\/span><\/span> based <\/span><\/span> in <\/span><\/span> Lille, France. This agency <\/span><\/span> will coordinate <\/span><\/span> and modernise customs operations across the 27 Member States.\u00a0\u00a0<\/span><\/span>The EUCA<\/span><\/span>will facilitate the<\/span><\/span>exchange<\/span><\/span>of<\/span><\/span>information<\/span><\/span>and<\/span>risk<\/span>management<\/span>at EU level<\/span>,<\/span>thereby<\/span>improving<\/span>the<\/span>harmonisation of the enforcement of<\/span>European customs<\/span>legislation<\/span>, as well as the<\/span>detection and prevention of<\/span>customs<\/span>fraud<\/span>across the Union.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

As the driving force behind the reform, the EU Customs Authority will manage the<\/span><\/span><\/span> EU Customs Data Centre<\/span><\/span><\/span>, <\/span><\/span> a<\/span><\/span> single digital interface for all<\/span><\/span> customs operations in the EU<\/span><\/span>. This <\/span><\/span> centre<\/span><\/span>will enable <\/span><\/span> businesses <\/span><\/span> to submit <\/span><\/span> information just once, <\/span><\/span> eliminating <\/span><\/span> the need for traders to navigate multiple national systems. For customs authorities across the EU, this data integration means access to<\/span><\/span> first-hand, real-time<\/span><\/span>information<\/span><\/span>,<\/span><\/span>as well as an<\/span>EU-wide<\/span>overview <\/span> .<\/span> This<\/span>is expected to<\/span> result<\/span>in savings of over \u20ac2 billion <\/span> annually <\/span> in operational costs for Member States.<\/span><\/span><\/span>\u00a0\u00a0<\/span><\/p>\n<\/div>\n

\n

To <\/span><\/span> facilitate<\/span><\/span> legitimate trade, the reform also strengthens the framework for trusted traders. Businesses with a strong track record of compliance will be <\/span><\/span> rewarded<\/span><\/span>, <\/span><\/span> benefiting <\/span><\/span> from simplified procedures and fewer checks, allowing customs authorities to focus their resources on high-risk shipments.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

A turning point for e-commerce<\/span><\/span>\u00a0<\/strong><\/p>\n

In 2025, an estimated 5.9 billion low-value items entered the EU in parcels sent directly to consumers, of which over 90% originated from China. The growing volume of trade and complex compliance requirements have<\/span><\/span>made<\/span><\/span> monitoring these parcels <\/span><\/span> even more difficult. <\/span><\/span> This<\/span><\/span>large influx of parcels <\/span><\/span> brings<\/span><\/span>with it increased risks. Many products <\/span> purchased <\/span> online from outside the EU do not meet EU standards, raising concerns about consumer safety.<\/span><\/span><\/span>\u00a0 \u00a0<\/span><\/p>\n<\/div>\n

\n

The reform introduces several specific measures to address the<\/span><\/span>rapid<\/span><\/span>growth<\/span><\/span>of<\/span><\/span>e-commerce.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

The Commission and the Member States agreed in November 2025 to remove the customs duty exemption previously in place for <\/span><\/span> parcels<\/span><\/span>valued at less than <\/span> \u20ac150<\/span>. As an interim solution, they decided<\/span><\/span><\/span>to introduce a <\/span><\/span> duty of <\/span><\/span>\u20ac3<\/span><\/span><\/span> for these <\/span><\/span> parcels from<\/span><\/span><\/span>1 <\/span><\/span><\/span> July 2026.\u00a0<\/span><\/span>The removal of this threshold aims to level the playing field between e-commerce sales and traditional retail, restoring fairness and <\/span> maintaining freedom <\/span> of choice<\/span>for<\/span>consumers. <\/span> Once the Data Centre is fully operational, standard customs duties will apply.<\/span><\/span><\/span>\u00a0\u00a0<\/span><\/p>\n<\/div>\n

\n

Today\u2019s<\/span><\/span>agreement<\/span><\/span>also introduces a handling fee for goods imported into the EU<\/span>,<\/span>intended to offset the increased costs for customs authorities. The amount of the fee<\/span>will be determined<\/span>by<\/span>a<\/span>delegated act and<\/span>will<\/span>be based on the minimum costs incurred by customs authorities in processing the goods. These costs arise from the IT and labour resources mobilised to authorise the free movement of such goods, including the verification of the data provided, risk analysis and the carrying out of periodic documentary and physical checks where necessary. <\/span> The fee will enter into force <\/span><\/span><\/span> no later than 1 November<\/span><\/span><\/span>2026.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

In future, e-commerce operators will assume greater responsibility. <\/span><\/span> Platforms and online sellers will report their<\/span><\/span>sales<\/span><\/span>to customs, via the EU Customs Data Hub,<\/span><\/span>immediately<\/span><\/span>after they are made. This will enable customs to take action<\/span><\/span>even<\/span><\/span>before the goods reach the border.\u00a0\u00a0<\/span><\/span>These<\/span><\/span>operators<\/span><\/span>will also be<\/span><\/span>responsible for ensuring compliance with EU legislation applicable to their<\/span><\/span>products,<\/span>including both fiscal and non-fiscal rules.<\/span><\/span><\/span>Specific penalties may be imposed in the event of systematic non-compliance.<\/span><\/span><\/span>This represents a substantial improvement on the current customs system, which places this responsibility on individual consumers.<\/span><\/span><\/span> \u00a0<\/span><\/p>\n<\/div>\n

Next steps<\/span><\/span>\u00a0<\/strong><\/p>\n

This Regulation<\/span><\/span>will enter<\/span><\/span>into force<\/span><\/span>twenty days after<\/span><\/span>its publication in the Official Journal of the European Union.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

The agreement reached today marks an<\/span><\/span>important step<\/span><\/span>towards a<\/span><\/span>new,<\/span><\/span>resilient<\/span><\/span>and<\/span><\/span>adaptable<\/span><\/span>EU Customs Union<\/span><\/span>.<\/span><\/span>The<\/span>reform<\/span>sets<\/span>in motion a combination of immediate and long-term measures.<\/span><\/span><\/span>\u00a0\u00a0<\/span><\/p>\n<\/div>\n

\n

Measures to address the urgent challenges of e-commerce have been <\/span><\/span> brought forward <\/span><\/span> to start earlier than initially planned<\/span><\/span>, given the need for an urgent solution.<\/span><\/span><\/span>\u00a0\u00a0<\/span><\/p>\n<\/div>\n

\n

The EU Customs Authority will be established<\/span><\/span>in<\/span><\/span>close<\/span><\/span>collaboration with the Member States<\/span><\/span>, and some activities<\/span><\/span>will begin<\/span><\/span>in 2027. In 2028, the EU Customs Data Hub, the central data platform for e-commerce, will be launched.\u00a0<\/span><\/span><\/span>The Data Hub will be available to all other businesses by<\/span><\/span>2031<\/span><\/span>, delivering immediate benefits, simplifications and savings for companies. In 2034, the Data Hub will be extended to all operators and will become the EU\u2019s single mandatory customs entry point<\/span><\/span>.<\/span><\/span><\/span>\u00a0 \u00a0<\/span><\/p>\n<\/div>\n

Background<\/span><\/span>\u00a0<\/strong><\/p>\n

The EU Customs Union, established in 1968<\/span><\/span>,<\/span><\/span>was a milestone for European integration, as it laid the foundations for the Single Market<\/span><\/span>and<\/span><\/span>ensured<\/span><\/span>the free movement of<\/span><\/span>goods<\/span><\/span>within the EU<\/span><\/span>.<\/span><\/span><\/span>\u00a0\u00a0<\/span><\/p>\n<\/div>\n

\n

In today\u2019s landscape, customs authorities process billions of shipments annually, and e-commerce is driving an unprecedented surge in low-value imports.<\/span><\/span>\u00a0\u00a0The EU Customs Union needed a thorough reform <\/span><\/span> to address modern challenges, such as new business models and the growing volume of transactions, technological advances, the green transition, the new<\/span><\/span> geopolitical context <\/span><\/span> and security risks.<\/span><\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

On 17 May 2023, the Commission presented proposals for<\/span><\/span>a<\/span><\/span>comprehensive<\/span><\/span>reform<\/span><\/span>,<\/span>with the aim of addressing these challenges by developing a more coherent, data-driven and risk-based customs system. This system<\/span>is also<\/span>designed to<\/span>effectively<\/span>protect<\/span>its financial and regulatory interests<\/span>.<\/span><\/span><\/p>\n<\/div>\n
