{"id":166748,"date":"2026-03-23T09:33:24","date_gmt":"2026-03-23T08:33:24","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=166748"},"modified":"2026-03-23T09:34:41","modified_gmt":"2026-03-23T08:34:41","slug":"la-ue-y-la-onu-muestran-una-asociacion-innovadora-para-hacer-frente-a-las-amenazas-terroristas-en-constante-evolucion","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/la-ue-y-la-onu-muestran-una-asociacion-innovadora-para-hacer-frente-a-las-amenazas-terroristas-en-constante-evolucion\/","title":{"rendered":"The EU and the UN are demonstrating an innovative partnership to tackle ever-evolving terrorist threats"},"content":{"rendered":"<p style=\"text-align: justify;\"><span dir=\"auto\">The European Union and the United Nations brought together policymakers, practitioners and international partners in Brussels to highlight the impact of their Joint<\/span><span class=\"ecl-link__label\"><span dir=\"auto\">EU-UN<\/span><\/span><span dir=\"auto\">Mechanism<\/span><span class=\"ecl-link__label\"><span dir=\"auto\">against Global Terrorist Threats <\/span><\/span><span dir=\"auto\">is an innovative mechanism that provides tailored support to countries facing complex security challenges.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Funded by the European Commission\u2019s Foreign Policy Instruments (FPI) and implemented by the<\/span><span class=\"ecl-link__label\"><span dir=\"auto\">United Nations Office of Counter-Terrorism (UNOCT),<\/span><\/span> (<span dir=\"auto\">UNOCT), the Mechanism reflects a shift in the way the EU engages with partner countries: moving away from one-size-fits-all solutions towards jointly designed and delivered assistance, based on trust, collaboration and local ownership.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The event highlighted how this approach enables countries to respond more effectively to constantly evolving terrorist threats, whilst ensuring that support remains fully aligned with international law and a human rights-based framework.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\">A flexible, demand-driven model.<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Launched in 2022 with a budget of \u20ac14 million, the Mechanism provides rapid and targeted assistance to countries that request it, helping to strengthen national capacities to prevent, detect and respond to terrorism and violent extremism.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The discussions emphasised that the Mechanism\u2019s success lies in its demand-driven approach. Rather than prescribing solutions, the EU and the UN work closely with partner countries to identify needs and offer tailored support adapted to specific national contexts.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Since its inception, the Mechanism has already provided support to 11 countries in regions such as Africa, the Middle East and Central Asia.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2020\/07\/europe-3351500_1920.jpg\" alt=\"manos acuerdo con la bandera europea detr\u00e1s\" width=\"579\" height=\"386\" \/><\/p>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\">From policy to practice: real-world impact<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Participants explored concrete examples of the Mechanism\u2019s work through case studies from Uganda, Iraq and Kyrgyzstan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">These measures included strengthening investigative and prosecutorial capacities, supporting the voluntary repatriation and reintegration of people from conflict zones, and improving the use of digital evidence, whilst protecting vulnerable targets.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">In all cases, a common thread emerged: effective counter-terrorism requires robust institutions, cross-sectoral coordination and community trust.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\">Promoting gender equality in security matters.<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">A key objective of the Mechanism is to promote women\u2019s participation and leadership in the fight against terrorism. With specific funding allocated to this component, the programme recognises that inclusive security approaches lead to more sustainable and effective outcomes.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The speakers emphasised that the integration of gender perspectives is not an afterthought, but a fundamental element of programme design and implementation, ensuring that interventions better respond to the needs of all members of society.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\">A partnership based on shared values.<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The event reaffirmed the strength of cooperation between the EU and the UN in addressing global security challenges.
