{"id":165647,"date":"2026-02-16T09:12:33","date_gmt":"2026-02-16T08:12:33","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=165647"},"modified":"2026-02-16T09:32:44","modified_gmt":"2026-02-16T08:32:44","slug":"la-consulta-publica-sobre-la-ley-del-espacio-europeo-de-investigacion-concluye-con-una-fuerte-participacion-de-las-partes-interesadas","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/la-consulta-publica-sobre-la-ley-del-espacio-europeo-de-investigacion-concluye-con-una-fuerte-participacion-de-las-partes-interesadas\/","title":{"rendered":"Public consultation on the European Research Area Act concludes with strong stakeholder participation"},"content":{"rendered":"<p style=\"text-align: justify;\"><span dir=\"auto\">The European Commission closed the public consultation on the European Research Area (ERA) Act on <\/span><strong><span dir=\"auto\">23 January 2026<\/span><\/strong><span dir=\"auto\">.<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2025\/02\/concepto-referendum-brexit-ue-gran-bretana_53876-124059.jpg\" width=\"488\" height=\"325\" \/><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The consultation attracted <\/span><strong><span dir=\"auto\">considerable interest across Europe and the rest of the world<\/span><\/strong><span dir=\"auto\">. A total of <\/span><strong><span dir=\"auto\">735 contributions<\/span><\/strong><span dir=\"auto\">and<\/span><strong><span dir=\"auto\">117 position papers<\/span><\/strong><span dir=\"auto\"> were submitted<\/span><span dir=\"auto\">, with responses from the <\/span><strong><span dir=\"auto\">27 EU Member States<\/span><\/strong><span dir=\"auto\">, <\/span><strong><span dir=\"auto\">8 countries associated with Horizon Europe <\/span><\/strong><span dir=\"auto\">and <\/span><strong><span dir=\"auto\">15 non-EU countries<\/span><\/strong><span dir=\"auto\">. Participation was particularly high among<\/span><strong><span dir=\"auto\">academic and research institutions (45%)<\/span><\/strong><span dir=\"auto\">, followed by <\/span><strong><span dir=\"auto\">EU citizens (24%)<\/span><\/strong><span dir=\"auto\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span dir=\"auto\">Ekaterina Zaharieva<\/span><\/strong><span dir=\"auto\">, European Commissioner for Startups, Research and Innovation, said: <\/span><\/p>\n<p style=\"text-align: justify;\"><em>&#8220;Europe cannot afford a fragmented or border-bound research system. Our goal is to give researchers and innovators the freedom and conditions they need to succeed anywhere in Europe. The strong response to this consultation shows clear support for this direction and will directly determine the next steps for this initiative.&#8221;<\/em><\/p>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\" style=\"font-size: 12pt;\">The ERA Law\u00a0<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The<\/span><strong><span dir=\"auto\"> European Research Area (ERA) Act<\/span><\/strong><span dir=\"auto\"> addresses long-standing challenges in the EU&#8217;s research and innovation (R&amp;I) ecosystem, such as fragmented regulatory frameworks, uneven investment in R&amp;D and barriers to knowledge sharing. It builds on the successes of the renewed ERA since 2021, in particular the progress made through the<\/span><span dir=\"auto\">ERA Policy Agendas<\/span><span dir=\"auto\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Key aspects of the ERA Law proposal include:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span dir=\"auto\">national commitments to i<\/span><strong><span dir=\"auto\">ncrease investment in research and development<\/span><\/strong><span dir=\"auto\">, with the aim of reaching 3% of GDP<\/span><\/li>\n<li><span dir=\"auto\">better <\/span><strong><span dir=\"auto\">coordination of research and innovation policies and investments<\/span><\/strong><span dir=\"auto\">between the EU and Member States<\/span><\/li>\n<li><strong><span dir=\"auto\">better conditions <\/span><\/strong><span dir=\"auto\">for researchers, including <\/span><strong><span dir=\"auto\">better career paths<\/span><\/strong><span dir=\"auto\">, mobility between countries and sectors, and support for open science<\/span><\/li>\n<li><span dir=\"auto\">strong <\/span><strong><span dir=\"auto\">protection of fundamental values <\/span><\/strong><span dir=\"auto\">such as scientific freedom, research ethics and integrity, gender equality and equal opportunities<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\" style=\"font-size: 12pt;\">Consultation on the ERA Law\u00a0<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">A first glance at the contributions shows strong support for the ERA Law and sends a clear message from stakeholders:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span dir=\"auto\">The EU should <\/span><strong><span dir=\"auto\">do more to help national research systems <\/span><\/strong><span dir=\"auto\">work better together and reduce barriers between countries.<\/span><\/li>\n<li><span dir=\"auto\">Public investment <\/span><strong><span dir=\"auto\">in research and innovation should be clearer<\/span><\/strong><span dir=\"auto\">, more predictable and backed by concrete national commitments<\/span>.<\/li>\n<li><span dir=\"auto\">Researchers need <\/span><strong><span dir=\"auto\">stronger and more consistent protection <\/span><\/strong><span dir=\"auto\">of their freedom to conduct scientific work across the EU.<\/span><\/li>\n<li><span dir=\"auto\">It should be easier for researchers <strong>to move and work across borders, including through easier recognition of academic qualifications obtained in another EU country.<\/strong><\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\" style=\"font-size: 12pt;\">Next steps\u00a0<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The Commission will now conduct a thorough analysis of the contributions received, which will serve as the basis for the next steps in the preparation of the ERA Law, ahead of the presentation of the Commission&#8217;s proposal scheduled for the third quarter of 2026.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\" style=\"font-size: 12pt;\">Background<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The European Research Area (ERA) is a vision of a single, borderless market for research, innovation and technology across the EU. It improves the coordination of EU research efforts, boosting the circulation of researchers and knowledge, creating critical mass and promoting excellence.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Although the ERA has been developing since 2000, the European Commission gave new impetus to this ambition in 2020. This initiative led to a new ERA governance framework, defined by the Pact for Research and Innovation (R&amp;I) in Europe and the ERA Policy Agenda.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">However, obstacles remain to the full implementation of the &#8216;fifth freedom&#8217; and the achievement of an integrated and competitive Research and Innovation ecosystem in the EU.
