{"id":164949,"date":"2026-01-26T03:00:54","date_gmt":"2026-01-26T02:00:54","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=164949"},"modified":"2026-01-26T10:37:32","modified_gmt":"2026-01-26T09:37:32","slug":"la-ue-necesita-invertir-70-000-millones-de-euros-al-ano-en-adaptacion-climatica-hasta-2050","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/la-ue-necesita-invertir-70-000-millones-de-euros-al-ano-en-adaptacion-climatica-hasta-2050\/","title":{"rendered":"The EU needs to invest \u20ac70 billion per year in climate adaptation until 2050."},"content":{"rendered":"<p style=\"text-align: justify;\"><span dir=\"auto\">The EU, its Member States and the private sector should <\/span><strong><span dir=\"auto\">invest around \u20ac70 billion per year until 2050 in climate adaptation t<\/span><\/strong><span dir=\"auto\">o reduce exposure to increasing climate risks and improve resilience, according to a <\/span><strong><span dir=\"auto\">new study <\/span><\/strong><strong><span dir=\"auto\">commissioned by the Directorate-General for Climate Action <\/span><\/strong><span dir=\"auto\">(DG CLIMA) and funded by Horizon Europe.<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2020\/06\/climate-change-scaled.jpg\" width=\"542\" height=\"361\" \/><\/p>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\" style=\"font-size: 14pt;\">Investing in our future<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Investing in adaptation and resilience has become more urgent than ever as the trend towards warmer global temperatures continues and the socio-economic costs of climate-related events continue to rise.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The study, which focuses on adaptation investment needs and abstracts from the costs of climate events, is the first of its kind and fills an important knowledge gap. It uses a common methodology to <\/span><strong><span dir=\"auto\">estimate adaptation investment needs for the EU and each Member State<\/span><\/strong><span dir=\"auto\">, analysing the risk groups identified in the <\/span><strong><span dir=\"auto\">2024 <\/span><\/strong><span dir=\"auto\">European <\/span><strong><span dir=\"auto\">Climate <\/span><\/strong><span dir=\"auto\">Risk Assessment <\/span><strong><span dir=\"auto\">(EUCRA) <\/span><\/strong><span dir=\"auto\">and individual adaptation measures at EU and Member State level. It draws on the best available information sources and a wide range of academic research.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The study concludes that of the \u20ac70 billion per year that needs to be invested in adaptation, around \u20ac30 billion is needed for infrastructure, \u20ac21 billion for ecosystems and \u20ac12 billion for food security.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">France, Italy, Germany and Spain have the greatest adaptation investment needs, partly due to their geographical and economic size. The study also reveals that the scale and types of investments needed vary significantly between Member States, depending on the characteristics of each country.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The findings are based on a <\/span><strong><span dir=\"auto\">four-step methodology <\/span><\/strong><span dir=\"auto\">focused on (1)<\/span><span dir=\"auto\">identifying climate risks, based on EUCRA and National Adaptation Plans and Strategies; <\/span><span dir=\"auto\">(2) <\/span><span dir=\"auto\">identifying adaptation measures and mapping them to EUCRA risks<\/span><span dir=\"auto\">; (3) <\/span><span dir=\"auto\">identifying cost data for a shortlist of adaptation measures<\/span><span dir=\"auto\">; and (4) <\/span><span dir=\"auto\">scaling the cost data to the level and characteristics of the Member State. <\/span><span dir=\"auto\">Each step is fully documented in detailed methodological reports, published alongside the study, to ensure transparency and replicability.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span dir=\"auto\" style=\"font-size: 14pt;\">Key messages and recommendations<\/span><\/h2>\n<p style=\"text-align: justify;\"><span dir=\"auto\">The study highlights that the <\/span><strong><span dir=\"auto\">current supply of adaptation funding is insufficient and that investing in adaptation generates collateral benefits<\/span><\/strong><span dir=\"auto\">, including for climate change mitigation.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">While the study represents a major step forward in understanding the scale and nature of adaptation investment needs, it emphasises that <\/span><strong><span dir=\"auto\">better data on adaptation costs is needed<\/span><\/strong><span dir=\"auto\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Adaptation investment needs and climate risks should also <\/span><strong><span dir=\"auto\">be better integrated into national budget planning<\/span><\/strong><span dir=\"auto\">, given the primary role that the public sector will play in implementing adaptation measures.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">Finally, the study highlights that further work is needed to assess needs under a variety of climate scenarios, desired resilience targets and residual risks, and to evaluate the cost-benefit ratio of adaptation measures.<\/span><\/p>\n<p style=\"text-align: justify;\"><span dir=\"auto\">This study is being published as the Commission prepares a <\/span><strong><span dir=\"auto\">new<\/span><\/strong><strong><span dir=\"auto\">integrated framework for European climate resilience and risk management <\/span><\/strong><span dir=\"auto\">to help Member States prevent and prepare for the increasing impacts of climate change.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>Further information: <a href=\"https:\/\/climate.ec.europa.eu\/news-other-reads\/news\/eu-needs-invest-eu70-billion-year-climate-adaptation-2050-2026-01-23_en\">European Commission.\u00a0<\/a><\/strong><\/p>\n<p style=\"text-align: justify;\">\n","protected":false},"excerpt":{"rendered":"<p>The EU, its Member States and the private sector should invest around \u20ac70 billion per year until 2050 in climate adaptation to reduce exposure to increasing climate risks and improve resilience, according to a new study commissioned by the Directorate-General for Climate Action (DG CLIMA) and funded by Horizon Europe.
