Last January 15, the European Commission disbursed <\/span><\/span>\u20ac1 billion<\/span><\/span>\u00a0<\/span>in\u00a0<\/span><\/span>Macro-Financial Assistance (MFA)<\/span><\/span>\u00a0to Egypt, an important\u00a0<\/span>commit<\/span>ment<\/span>\u00a0of the EU-Egypt Strategic Comprehensive Partnership signed in March 2024.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n

<\/p>\n<\/div>\n

Ursula\u00a0<\/span><\/span>von der Leyen<\/span><\/span>, President of the European Commission said:<\/span>\u00a0<\/span><\/span>\u201c<\/span>Egypt is an important strategic partner for the European Union. Last January 15’s \u20ac1 billion payment shows both the EU’s commitment to this partnership and Egypt’s efforts to build a stronger and greener economy. This funding is going where it is needed most: economic stability, democracy, sustainability, and the rule of law. And as Egypt advances reforms and strengthens its economy, we continue to work together to make our shared Mediterranean home more secure and prosperous.<\/span>\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

This financial support<\/span>, the first of the expected three instalments under the ongoing\u00a0<\/span>\u20ac4<\/span>\u00a0billion MFA operation<\/span>,<\/span>\u00a0will help Egypt cover part of its ongoing financing needs and ensure macroeconomic stability. It will also support progress with<\/span>in<\/span>\u00a0the country’s economic reform agenda in conjunction with the ongoing International Monetary Fund\u00a0<\/span>(IMF)\u00a0<\/span>programme. This support will contribute to addressing Egypt’s balance-of-payments pressures, including those stemming from Russia’s war of aggression against Ukraine, the situation in the Middle East and the Houthi attacks in the Red Sea.<\/span>\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

In its assessment, the Commission concluded that Egypt fulfilled all the required conditions for the<\/span>\u00a0disbursement<\/span>: first, Egypt met all the\u00a0<\/span><\/span>economic policy conditions<\/span><\/span>\u00a0agreed with the EU for this payment; second, the country has taken\u00a0<\/span><\/span>concrete and credible steps<\/span><\/span>\u00a0towards respecting\u00a0<\/span><\/span>effective democratic mechanisms<\/span><\/span>, including a multi-party parliamentary system,\u00a0<\/span><\/span>upholding the rule of law<\/span><\/span>, and ensuring\u00a0<\/span><\/span>respect for human rights<\/span><\/span>; and third, the\u00a0<\/span><\/span>IMF programme remains on track\u00a0<\/span><\/span>as required for the disbursement of MFA funds.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

As regards the economic policy conditions, Egypt has implemented economic reforms to\u00a0<\/span><\/span>strengthen macroeconomic stability and resilience<\/span><\/span>, including improvements in the public\u00a0<\/span>financial management<\/span>\u00a0and the functioning of the foreign exchange market. Progress has also been made\u00a0<\/span><\/span>in\u202fenhancing the business environment and competitiveness<\/span><\/span>, notably through competitive bidding for industrial land allocation and streamlined online licensing. Further progress has also been made in fostering the\u00a0<\/span><\/span>green transition<\/span><\/span>, including in the areas of water management and energy.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Background<\/span>\u00a0<\/strong><\/p>\n<\/div>\n

\n

The Macro-Financial Assistance package,\u00a0<\/span>comprising<\/span>\u00a0this operation<\/span>\u00a0(\u20ac4 billion)<\/span>\u00a0<\/span>and<\/span>\u00a0the\u00a0<\/span><\/span>short-term MFA of \u20ac1 billion<\/span><\/span>\u00a0disbursed at the end of 2024, is a fundamental part of the\u00a0<\/span><\/span>EU-Egypt Strategic and Comprehensive Partnership<\/span><\/span>\u00a0concluded in\u00a0<\/span><\/span>March 2024<\/span><\/span>, totalling\u00a0<\/span><\/span>\u20ac5 billion<\/span><\/span>\u00a0in MFA support<\/span><\/span>.<\/span>\u00a0Since it was signed, the EU and Egypt have achieved\u00a0<\/span>good progress<\/span>\u00a0on the implementation of<\/span>\u00a0the Partnership across its six key pillars. The first ever\u00a0<\/span><\/span>EU-Egypt summit in October 2025<\/span><\/span>\u00a0elevated our relations<\/span>\u00a0with Egypt as a key and strategic partner and boosted the implementation of the partnership.<\/span><\/span>\u00a0<\/span><\/p>\n
