On November 11th, the European Commission is taking a further step in implementing the Pact on Migration and Asylum\u00a0by launching the\u00a0first Annual Migration Management Cycle.<\/strong><\/p>\n The Annual Cycle provides a comprehensive overview of the asylum and migration situation in the EU, identifies the migratory situations Member States are facing, and proposes an Annual Solidarity Pool, to be adopted by the Council. The launch of the Annual Cycle is a key milestone in ensuring the effective implementation of the Pact as of June 2026.<\/p>\n First European Annual Asylum and Migration Report<\/strong><\/p>\n The EU’s Annual Asylum and Migration Report provides a\u00a0comprehensive picture\u00a0<\/strong>of the asylum, migration and reception situation in the EU, and identifies potential trends and developments for the coming year. It shows a\u00a0continued improvement of the migratory situation<\/strong>\u00a0during the reporting period (July 2024-June 2025) with\u00a0illegal border crossings down by 35%<\/strong>, also due to enhanced cooperation with partner countries. At the same time,\u00a0challenges remain<\/strong>, such as continued pressure from irregular arrivals and unauthorised movements within the EU, the hosting of refugees from Ukraine, weaponisation of migration by Russia and Belarus at the external borders, and cooperation on returns and readmission.<\/p>\n Member States continue to make\u00a0progress towards implementing the Pact<\/strong>\u00a0and ensuring that their national asylum, reception and migration systems are ready by June 2026. There is, however, a general need to speed up the pace of these reforms.<\/p>\n Steady progress in the implementation of all the components of the Pact, the downward trend of irregular arrivals and the projection for the coming year, together with the encouraging results of the comprehensive cooperation with partner countries set a solid basis for effective migration and asylum management.<\/p>\n Commission decision determining Member States’ level of migratory pressure<\/strong><\/p>\n Based on the information and evidence from the European Annual Asylum and Migration Report, the Commission finds that across the Union, Member States face various migratory situations and pressures. Based on the quantitative and qualitative criteria set out in the Pact legislation, the Commission in particular finds that:\u00a0\u00a0\u00a0<\/strong><\/p>\n Greece\u00a0<\/strong>and\u00a0Cyprus<\/strong>\u00a0are under\u00a0migratory pressure<\/strong>\u00a0due to the disproportionate level of arrivals over the last year.\u00a0Spain<\/strong>\u00a0and\u00a0Italy<\/strong>\u00a0are also under migratory pressure because of a disproportionate number of arrivals following search and rescue at sea in the same period. These four Member States will therefore be eligible to access the Solidarity Pool, the EU’s solidarity tool for Member States under migratory pressure, when the Pact enters into application in mid-2026.<\/p>\n Belgium, Bulgaria, Germany, Estonia,<\/strong>\u00a0Ireland, France, Croatia, Latvia, Lithuania, the Netherlands, Poland<\/strong>\u00a0and\u00a0Finland<\/strong>\u00a0are at\u00a0risk of migratory pressure,\u00a0<\/strong>either because of high numbers of arrivals in the preceding year, ongoing strains on their reception systems or the threat of weaponisation of migration that could create disproportionate obligations in the upcoming year. They will have priority access to the\u00a0EU Migration Support Toolbox<\/strong>\u00a0and their situation will be re-evaluated in an expedited manner depending on changes to their situation. In addition, to assist Member States facing hybrid threats and increasing drone incursions, the Commission will shortly launch a \u20ac250 million tender supporting the purchase of drone and anti-drone capabilities.<\/p>\n Bulgaria, Czechia, Estonia, Croatia, Austria<\/strong>\u00a0and\u00a0Poland\u00a0<\/strong>face a\u00a0significant migratory situation\u00a0<\/strong>because of the cumulative pressures of the last five years.\u00a0<\/strong>They will have the possibility\u00a0<\/strong>to\u00a0<\/strong>request the Council to grant a full or partial deduction from their contributions to the Solidarity Pool for the upcoming year.<\/p>\n
