The EU is dedicated to\u00a0<strong>paving the way toward a global transition that is clean, fair, and resilient<\/strong>. This transition aims to provide clean and affordable energy, create business opportunities, stimulate growth, enhance industrial competitiveness, and leave no one behind.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2020\/06\/climate-change-scaled.jpg\" width=\"560\" height=\"374\" \/><\/p>\n<p style=\"text-align: justify;\">The conference is a pivotal moment to\u00a0<strong>step up action to meet the Paris Agreement goals<\/strong>\u00a0set ten years ago. In these times, it is important to show up for the multilateral system and our partners across the world, in particular the small islands and least developed countries that are the most affected by climate change. The\u00a0<strong>EU will continue leading these efforts, acting as a reliable and ambitious partner<\/strong>\u00a0that is delivering at home, driving cooperation and decarbonisation abroad, and\u00a0<strong>staying the course to achieve climate neutrality by 2050<\/strong><strong>.<\/strong><\/p>\n<p style=\"text-align: justify;\">European Commission President, Ursula<strong>\u00a0von der Leyen<\/strong>, said: \u201c<em>At COP30 this week, we will underline our strong commitment to the Paris Agreement. The global clean transition is ongoing and irreversible. It is our priority to ensure that this transition is fair, inclusive and equitable. In Bel\u00e9m, we will listen to our global partners and discuss the key issues. To keep our shared goal in sight, we must recognise diverse national realities and work together to deliver.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\">At COP30, the EU will call for a collective response to the<strong>\u00a0ambition and implementation gaps of climate targets<\/strong>,\u00a0<strong>accelerating the global clean energy transition<\/strong>,\u00a0<strong>minimising<\/strong>\u00a0the extent and duration of\u00a0<strong>any overshoot beyond 1.5\u00b0C<\/strong>, and the full implementation of COP commitments such as the\u00a0<strong>first Global Stocktake<\/strong>\u00a0(GST) under the Paris Agreement and the\u00a0<strong>Global Pledges\u00a0<\/strong>to triple the installed capacity of\u00a0<strong>renewables\u00a0<\/strong>and double the global rate of\u00a0<strong>energy efficiency<\/strong>\u00a0improvements\u00a0by 2030. These proposed outcomes are aligned with the recently adopted\u00a0<strong>Global climate and energy vision<\/strong>, the EU&#8217;s external engagement strategy with global partners where the focus lies on driving the global\u00a0<strong>transition away from fossil fuels towards renewables<\/strong>, energy efficiency, and climate resilience, with the Union remaining committed to supporting partner countries in fulfilling these goals.<\/p>\n<p style=\"text-align: justify;\">This year&#8217;s conference should notably follow up on the GST and the<strong>\u00a0<\/strong>recent<strong>\u00a0<\/strong><strong>UN Synthesis Report<\/strong><strong>\u00a0on the new national climate plans,\u00a0<\/strong>known as Nationally Determined Contributions (NDCs), building on the progress achieved and setting out how to step up and accelerate the implementation of\u00a0COP28\u00a0 commitments.<\/p>\n<p style=\"text-align: justify;\">All COP Parties were requested to submit their new NDCs ahead of COP30. The\u00a0<strong>new EU NDC<\/strong>, which will now be submitted to the United Nations Framework Convention on Climate Change (UNFCCC), is to\u00a0<strong>reduce net GHG emissions by 66.25 \u201372.5 % below 1990 levels by 2035<\/strong>, covering all sectors of the economy and all GHGs. This is an ambitious milestone on the path to a 90% net reduction by 2040 compared to 1990 levels, leading the way towards EU climate neutrality by 2050 and aligned with Paris Agreement targets.<\/p>\n<p style=\"text-align: justify;\">On\u00a0<strong>carbon pricing and markets<\/strong>, the COP30 Presidency intends to launch the\u00a0<strong>Open Coalition for Compliance Carbon Markets<\/strong>. This Coalition should bring together countries and jurisdictions who are either already implementing carbon pricing mechanisms or making a tangible progress towards that goal.<\/p>\n<p style=\"text-align: justify;\">The EU negotiating team will also work towards reaching an agreement on the<strong>\u00a0climate adaptation indicators<\/strong>\u00a0under the UAE\u2013Bel\u00e9m Framework for Global Climate Resilience, helping all countries track progress and strengthen preparedness.<\/p>\n<p style=\"text-align: justify;\">Another important element\u00a0in this COP30 will be\u00a0<strong>climate finance<\/strong>. The \u2018Baku to Bel\u00e9m Roadmap&#8217; to be presented by Azerbaijan and Brazil will be a strategic opportunity to scale up finance for developing countries to at least $1.3 trillion per year by 2035, with engagement from all actors within and beyond the UNFCCC, and with particular attention to the needs of the most vulnerable, especially Least Developed Countries and Small Island Developing States. As the world&#8217;s largest contributor of public climate finance, the EU and its Member States together\u00a0provided in 2024\u00a0<strong>\u20ac31.7 billion<\/strong>\u00a0from public sources and mobilised a further\u00a0<strong>\u20ac 11 billion<\/strong>\u00a0in private finance.<\/p>\n<p style=\"text-align: justify;\"><strong>Members of the College present at the COP30<\/strong><\/p>\n<p style=\"text-align: justify;\">On Thursday, 6 November, President\u00a0<strong>von der Leyen<\/strong>\u00a0will participate in the General Plenary of the\u00a0<strong>World Leaders&#8217; Summit,\u00a0<\/strong>which officially starts the COP30 conference.<\/p>\n<p style=\"text-align: justify;\">On Friday, 7 November, President\u00a0<strong>von der Leyen<\/strong>\u00a0will take part in a \u2018High-Level Roundtable on Industry Decarbonisation&#8217;, which will discuss how to guide the world industry towards low and clean energy sources. Later, President von der Leyen will participate in a dedicated session to the energy transition.<\/p>\n<p style=\"text-align: justify;\">Executive Vice-President\u00a0<strong>Ribera<\/strong>\u00a0participated this week in the \u2018COP30 Local Leaders Forum&#8217; in Rio de Janeiro, ahead of the high-level segment in Bel\u00e9m. Commissioner\u00a0<strong>Hoekstra<\/strong>\u00a0will again lead the EU negotiating team at COP30, working closely with the Danish Council Presidency and Member States to deliver on the\u00a0negotiating mandate\u00a0approved on 21 October. Commissioner\u00a0<strong>J\u00f8rgensen<\/strong>\u00a0will participate to the COP30 Energy Days and attend other high-level energy related events, including co-chairing the Global Methane Pledge with Canada.<\/p>\n<p style=\"text-align: justify;\">In the margins of the conference, the members of the College in Bel\u00e9m will hold meetings with national authorities, representatives from international organisations, civil society, and the private sector.<\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">Under the 2015 Paris Agreement, 194 countries agreed to keep average global temperature change well below 2\u00b0C and as close as possible to 1.5\u00b0C by the end of the century. To do this, they agreed to submit NDCs which represent their individual emissions reduction targets. The European Union is firmly committed to the Paris Agreement, having already\u00a0cut its greenhouse gas emissions by 37% since 1990, while growing its economy by almost 70%, accounting only for 6% of global emissions. This steady progress keeps\u00a0Europe firmly on track to cut emissions by at least 55% by 2030\u00a0and to achieve climate neutrality by 2050.
