Key takeaways highlight<strong>\u00a0<\/strong>thatrespondents\u2019 primary concerns relate to\u00a0<strong>European innovation and competitiveness<\/strong>\u00a0and a call for investments in infrastructure, talent, funding, and collaboration. In addition, JRC\u2019s multidisciplinary expertise in AI offers insights into multiple areas targeted by the Strategy.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2025\/03\/ai-cloud-concept-with-robot-arms-scaled.jpg\" width=\"382\" height=\"286\" \/><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt;\"><strong>Does training offer match the needs of the labour market?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">AI literacy and skills are deemed essential in the strategy, to equip a robust workforce with the right competences to make the EU a competitive AI ecosystem.\u00a0<strong>Comparing the AI-related education offer with labour market demand<\/strong>\u00a0provides insights into potential AI-related skills gaps that can be tackled through evidence-informed policy actions.<\/p>\n<p style=\"text-align: justify;\">JRC research\u00a0shows that the\u00a0<strong>most demanded AI-related roles<\/strong>\u00a0in online job advertisements are AI and Machine Learning (ML) engineer, AI\/ML developer, Data analyst and Data engineer \u2013 and these are\u00a0<strong>concentrated in two occupation groups:<\/strong>\u00a0Software and Applications Developers and Analysts, and Database and Network Professionals.<\/p>\n<p style=\"text-align: justify;\"><strong>Education and training<\/strong>\u00a0offered in the form of master\u2019s degrees and short professional courses is primarily concentrated in ML, Generic AI, Robotics and automation, and AI ethics. While the inclusion of AI ethics is very positive, Generative AI has a much lower focus, suggesting a need to increase education and training on this topic.<\/p>\n<p style=\"text-align: justify;\">Finally, education and training offer is c<strong>oncentrated in the field of ICT<\/strong>, with a much lower concentration in other fields \u2013 such as Social Sciences, Administration and Law, and Engineering, Manufacturing and Construction, to name a few. This suggests a need for\u00a0<strong>more AI-related education and training in non-ICT fields<\/strong>\u00a0to contribute to a more diversified and multidisciplinary workforce.<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt;\"><strong>Public sector as a key flagship for AI uptake<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">The Apply AI Strategy considers AI adoption in the public sector as largely beneficial, signalling a commitment to modernising public services through AI technologies.<\/p>\n<p style=\"text-align: justify;\">JRC extensive research provided comprehensive frameworks and actionable recommendations to help public administrations in their AI adoption journey \u2013 including the potential of emerging technologies, such as\u00a0Generative AI.<\/p>\n<p style=\"text-align: justify;\">The JRC analysed the\u00a0<strong>factors that influence public managers\u2019 perception<\/strong>\u00a0of AI adoption. The\u00a0study, mentioned in the Strategy, highlights how AI uptake is already a reality rather than a promise, as well as the importance of organisational factors such as leadership support, innovative culture, and in-house expertise for a successful AI adoption.<\/p>\n<p style=\"text-align: justify;\">The JRC is also the scientific partner of the\u00a0Public Sector Tech Watch\u00a0observatory, maintaining a growing repository of AI use cases across EU administrations. This will be used for further analysis and research to support the implementation of the Apply AI Strategy.<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt;\"><strong>Supporting businesses in the AI journey<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">The Apply AI Strategy proposes to strengthen the role of the\u00a0<strong>European Digital Innovation Hubs<\/strong><strong>\u00a0(EDIHs<\/strong>) in helping European SMEs, startups and public sector organisations increase their digitalisation levels.\u00a0Transformed into Experience Centres for AI,\u00a0 they will serve as privileged access points for companies to the\u00a0EU AI innovation ecosystem.<\/p>\n<p style=\"text-align: justify;\">A new\u00a0JRC report\u00a0<strong>analyses strengths and gaps\u00a0<\/strong>in the\u00a0EDIH Network\u00a0to understand their readiness for this upgrade, highlighting how they\u00a0<strong>effectively support AI adoption<\/strong>\u00a0by addressing customer challenges and providing training.
