Ahead of Ukraine’s 34th anniversary of independence<\/span>\u00a0on 24 August,\u00a0<\/span>the EU delivers another strong signal of unwavering support by disbursing \u20ac4.05 billion to the country. This includes \u20ac3.05 billion via\u00a0<\/span>the Ukraine<\/span>\u00a0Facility and \u20ac1 billion through the European Commission’s exceptional Macro-Financial Assistance (MFA).\u00a0<\/span><\/span>\u00a0<\/span><\/div>\n

Ursula\u00a0<\/span>von der Leyen<\/span><\/strong>, President of the European Commission said: \u201c<\/span>As Ukraine celebrates its 34th Independence Day, the EU sends a clear message: our solidarity with Ukraine is unwavering. Today’s disbursement of over \u20ac4 billion demonstrates our staunch commitment. This new funding underlines our commitment not only to Ukraine’s recovery, but to its future as a sovereign and democratic country. Because when Ukraine is strong, Europe is stronger too<\/span><\/em>.<\/em>\u201d<\/span>\u00a0<\/span><\/span><\/p>\n

Since Russia’s full-scale invasion began in February 2022, the EU and its Member States have mobilised \u20ac16<\/span>8<\/span>.<\/span>9\u00a0<\/span>billion in humanitarian, financial, and military\u00a0<\/span>assistance<\/span>\u00a0to Ukraine and its people.<\/span><\/span>\u00a0<\/span><\/p>\n

The Commission disburses over \u20ac3 billion under the Ukraine Facility<\/span>\u00a0<\/strong><\/p>\n<\/div>\n

\n

Last August 22, the Commission has disbursed a fourth regular payment of over \u20ac3.05 billion under <\/span>the Ukraine<\/span>\u00a0Facility. This funding will enhance Ukraine’s macro-financial stability, strengthen its public administration, and drive critical long-term reforms.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

With this latest disbursement, the total EU support to Ukraine under the Facility has reached \u20ac22.7 billion since its start on March 1, 2024. This\u00a0<\/span>represents<\/span>\u00a0nearly 60%<\/span>\u00a0of the funds available under\u00a0<\/span>the Ukraine<\/span>\u00a0Plan.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Following the payment request\u00a0<\/span>submitted<\/span>\u00a0by Ukraine, on 8 August the Council endorsed the Commission’s assessment that Ukraine has satisfactorily fulfilled 13 reform indicators tied to this fourth regular quarterly payment. Key reforms\u00a0<\/span>accomplished<\/span>\u00a0for this payment concern public administration, management of public assets, human capital, green transition, regulation of the digital and agri-food sectors, and management of critical raw materials.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

This fourth regular payment under the Facility\u00a0<\/span>demonstrates<\/span>\u00a0Ukraine’s commitment to implementing the ambitious reforms agreed in\u00a0<\/span>the Ukraine<\/span>\u00a0Plan. Ukraine is set to receive up to \u20ac50 billion in grants and loans for the period 2024-2027 under\u00a0<\/span>the Ukraine<\/span>\u00a0Facility<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

The disbursement comes in the context of Ukraine’s continued progress on EU accession reforms, including the restoration of the independence of the National Anti-Corruption Bureau and the Specialized An<\/span>ti-Corruption Prosecutor<\/span>‘s Office by the Verkhovna Rada on 31 July. Safeguarding the autonomy of these two institutions is a cornerstone of Ukraine’s anti-corruption architecture and of its European path.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Ukraine receives a further \u20ac1 billion from EU’s contribution to G7 loan<\/span>\u00a0<\/strong><\/p>\n<\/div>\n

\n

In addition,<\/span>\u00a0the European Commission has<\/span>\u00a0also<\/span>\u00a0disbursed the seventh tranche of its exceptional Macro-Financial Assistance (MFA) loan to Ukraine, worth\u00a0<\/span><\/span>\u20ac1 billion<\/span><\/strong>.<\/span>\u00a0With this payment, the Commission’s total lending to Ukraine under this MFA reaches\u00a0<\/span><\/span>\u20ac9 billion since the start of the year<\/span><\/span>\u00a0and comes on top of the\u00a0<\/span>assistance<\/span>\u00a0provided via\u00a0<\/span><\/span>other support instruments<\/span><\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

In total, the<\/span><\/span>\u00a0MFA amounts to<\/strong><\/span><\/span>\u00a0<\/strong>\u20ac18.1 billion<\/strong>\u00a0<\/span><\/span>and\u00a0<\/span>represents<\/span>\u00a0the EU’s contribution to the\u00a0<\/span><\/span>G7-led Extraordinary Revenue Acceleration (ERA) loans<\/span><\/strong>\u00a0initiative, which collectively aims to provide approximately\u00a0<\/span><\/span>\u20ac45 billion<\/span><\/strong>\u00a0in financial support to Ukraine to cover its urgent needs.\u00a0<\/span>The ERA loans from G7 partners, as well as the EU’s MFA loan, are being repaid with proceeds from immobilised assets of the Russian Central Bank, held by central securities depositories in the EU via\u00a0<\/span>the Ukraine<\/span>\u00a0Loan Cooperation Mechanism.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Since the onset of Russia’s war of aggression against Ukraine, the EU, together with its Member States, has unequivocally condemned Russia’s actions and has offered unprecedented support to Ukraine and its people. As the largest donor, the EU has\u00a0<\/span>mobilized\u00a0<\/span>\u20ac<\/span>16<\/span>8<\/span>.<\/span>9<\/span>\u00a0billion in total, including:<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n
