This latest edition of the European Innovation Scoreboard (EIS) reveals\u00a0<strong>significant shifts in national innovation performance<\/strong>. Thirteen Member States improved their score since last year, with\u00a0<strong>Malta<\/strong>\u00a0(+7.6 points) and\u00a0<strong>Luxembourg<\/strong>\u00a0(+5 points) seeing the largest gains.\u00a0<strong>Since 2018, all EU countries have boosted their innovation performance<\/strong>, although progress varies from 0.9 points in\u00a0<strong>Luxembourg<\/strong>\u00a0to 30 points in\u00a0<strong>Estonia<\/strong>.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/pexels-pixabay-355952.jpg\" width=\"508\" height=\"353\" \/><\/p>\n<p style=\"text-align: justify;\">Other key findings include:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Sweden<\/strong>\u00a0reclaims its position as the\u00a0<strong>EU&#8217;s top innovator<\/strong>, with a 12.9 percentage point since 2018, driven by advancements in lifelong learning, business Research and Development (R&amp;D) expenditure and cloud computing.<\/li>\n<li><strong>Ireland<\/strong>\u00a0now leads the\u00a0<strong>Strong Innovators group<\/strong>. Since 2018, its performance has grown by 13.3 percentage points, with strengths in cloud computing, production-based CO2 productivity and SME collaboration.<\/li>\n<li><strong>Croatia<\/strong>\u00a0moves up to the\u00a0<strong>Moderate Innovators group<\/strong>\u00a0after a remarkable 19.4-point increase since 2018.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Nevertheless, the newly published 2025\u00a0<strong>EIS<\/strong>\u00a0and\u00a0<strong>Regional Innovation Scoreboard (RIS)\u00a0<\/strong>show a slight declined of 0.4 points between 2024 and 2025.<\/p>\n<p style=\"text-align: justify;\">This recent slowdown highlights the need for accelerated action in the face of uncertainty and growing global competition, as underlines in the\u00a0Competitiveness Compass, the\u00a0Choose Europe initiative\u00a0and the\u00a0Startup and Scaleup Strategy.<\/p>\n<h3 style=\"text-align: justify;\">Regional convergence with contrasts<\/h3>\n<p style=\"text-align: justify;\">The RIS reveals an\u00a0<strong>uneven regional landscape<\/strong>, with long-term improvements and a narrowing innovation gap between the top and bottom-performing regions. However, disparities between Northern and Southern Europe persist.<\/p>\n<p style=\"text-align: justify;\"><strong>Overall, 233 out of 241 regions\u00a0<\/strong>improved their innovation performance from 2018 to 2025, with an average increase of almost 12 percentage points. However, 82 regions recorded a decline between 2023 and 2025. Northern and Western Europe dominate among\u00a0<strong>top-performing regions.\u00a0<\/strong>Central, Eastern, and Southern Europe continue to catch up, although some regions perform above the EU average, including Praha, Catalunya\/Catalu\u00f1a, Pa\u00eds Vasco\/Euskadi, Comunidad de Madrid, Comunidad Foral de Navarra and Comunitat Valenciana.<\/p>\n<h3 style=\"text-align: justify;\">Background<\/h3>\n<p style=\"text-align: justify;\">The European Innovation Scoreboard (annual) and Regional Innovation Scoreboard (biennial) assess innovation performance across the EU, neighbouring countries and global competitors. The\u00a0<strong>EIS 2025 uses 32 indicators<\/strong>\u00a0capturing various aspects of innovation, including framework conditions, investments, innovation activities and impacts on the economy, environment and the society. Member states are categorised into four innovation groups:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Innovation Leaders (&gt;125% of EU average)<\/li>\n<li>Strong Innovators (100\u2013125%)<\/li>\n<li>Moderate Innovators (70\u2013100%)<\/li>\n<li>Emerging Innovators (&lt;70%)<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The scoreboards are a key tool for the\u00a0<strong>New European Innovation Agenda<\/strong>, which aims to close the EU&#8217;s innovation gap and accelerate the deployment of cutting-edge technologies. They also inform major policy initiatives such as the\u00a0Competitiveness Compass, the\u00a0EU Startup and Scaleup Strategy\u00a0and the\u00a0Choose Europe for Science\u00a0campaign.
