Over\u00a0<strong>3,200 organisations that invest in skills development have now joined the Pact<\/strong>, including industry, social partners, education and training providers, local authorities and employment services.<\/p>\n<p style=\"text-align: justify;\">The Pact for Skills is central to delivering on the\u00a0<strong>Union of Skills<\/strong>, the EU&#8217;s new strategy to support skills development and strengthen EU competitiveness. The Pact brings together public and private organisations that work in partnership to identify skills gaps and take concrete action to address these.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2025\/01\/designers-team-working-3d-model-1-scaled.jpg\" width=\"445\" height=\"296\" \/><\/p>\n<h3 style=\"text-align: justify;\">Taking action to close skills gaps<\/h3>\n<p style=\"text-align: justify;\">The\u00a0<strong>2024 Pact for Skills Annual Survey<\/strong>\u00a0demonstrates how members of the Pact across Europe are taking practical steps to close skills gaps \u2013 delivering training, investing in skills development and building partnerships across key industrial sectors.<\/p>\n<p style=\"text-align: justify;\">The survey also shows that the Pact has accelerated its support for workers and companies across the economy. Its\u00a0<strong>20 Large-Scale Skills Partnerships<\/strong>\u00a0continue to be key drivers of action. In 2024, members of these partnerships trained\u00a0<strong>33% of their workforce\u00a0<\/strong>on average. Together, they remain committed to upskilling and reskilling\u00a0<strong>over 25\u00a0million people by 2030<\/strong>. In the Union of Skills, the Commission called on the members of the Pact to double their pledges for up- and reskilling.<\/p>\n<h3 style=\"text-align: justify;\">Accelerating skills development across Europe<\/h3>\n<p style=\"text-align: justify;\">The survey also found that:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Pact members developed or updated nearly\u00a0<strong>48,000 training programmes<\/strong>\u00a0in 2024.<\/li>\n<li>More than\u00a0<strong>42,000 stakeholders<\/strong>\u00a0joined skills networks supported by Pact members, enhancing and improving cooperation among the different players involved in education and training.<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li>Members value Large-Scale Skills Partnerships, because joint actions and better networks led to\u00a0<strong>improved skills monitoring<\/strong>\u00a0and enhanced the\u00a0<strong>quality and number of training<\/strong>\u00a0activities.<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><strong>84% of respondents<\/strong>\u00a0consider the Pact to be a valuable initiative, particularly for collaboration, funding access and skills intelligence.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The survey also highlights the growing importance of\u00a0<strong>Regional Skills Partnerships<\/strong>, with 12 regional partnerships now active across Europe. These partnerships help ensure that training provided is in line with regional skills needs. Most recently, two new partnerships have been established: the\u00a0Regional Skills Partnership for the Iberian Peninsula, which is boosting skills development for the aerospace and defence sectors across Spain and Portugal, and the\u00a0Regional Skills Partnership for the Western Balkans Region, which supports cross-border cooperation to strengthen skills for green and digital transitions in the region.<\/p>\n<h3 style=\"text-align: justify;\">Background<\/h3>\n<p style=\"text-align: justify;\">The\u00a0<strong>Pact for Skills<\/strong>\u00a0was launched on in\u00a0November\u00a02020. It supports skills partnerships that address labour market needs, fostering the green and digital transitions. The Pact also supports the implementation of the\u00a0European Pillar of Social Rights\u00a0and the EU headline targets on employment and training set out in the\u00a0Pillar Action Plan.<\/p>\n<p style=\"text-align: justify;\">In the\u00a0<strong>Union of Skills<\/strong>\u00a0strategy, the Commission committed to strengthening the Pact for Skills so that it becomes the framework for EU skills initiatives and grant programmes.<\/p>\n<p style=\"text-align: justify;\">Members of the Pact sign a\u00a0charter\u00a0and pledge concrete actions on upskilling and reskilling, in line with principles on quality training, lifelong learning and inclusion. The Pact offers members access to networking opportunities, knowledge-sharing platforms and guidance on EU funding.<\/p>\n<p style=\"text-align: justify;\">The\u00a0<strong>2024 Pact for Skills Annual Survey<\/strong>\u00a0was open from 28\u00a0January to 25\u00a0February\u00a02025. It received responses from 999\u00a0Pact members across all EU Member States and 9\u00a0candidate or countries in the European Economic Area.
