{"id":159691,"date":"2025-05-05T10:48:14","date_gmt":"2025-05-05T08:48:14","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=159691"},"modified":"2025-05-05T10:48:14","modified_gmt":"2025-05-05T08:48:14","slug":"eu-approves-e58m-for-luxembourg-under-nextgenerationeu","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/eu-approves-e58m-for-luxembourg-under-nextgenerationeu\/","title":{"rendered":"EU approves \u20ac58M for Luxembourg under NextGenerationEU"},"content":{"rendered":"<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/09\/next_gen_eu_logo_210611_360_2403.jpg\" width=\"402\" height=\"268\" \/><\/p>\n<p style=\"text-align: justify;\">The Commission issued a positive preliminary assessment of Luxembourg&#8217;s second payment request for\u00a0<strong>\u20ac58 million\u00a0<\/strong>under\u00a0NextGenerationEU, the centrepiece of Europe&#8217;s recovery efforts to build a greener, more digital and competitive Union.<\/p>\n<p style=\"text-align: justify;\">The Commission preliminarily concluded that Luxembourg has fulfilled the milestones and targets\u00a0required for this second instalment, financed under the\u00a0Recovery and Resilience Facility\u00a0(RRF), the key instrument of NextGenerationEU.<\/p>\n<p style=\"text-align: justify;\">It follows the implementation of\u00a0<strong>three reforms\u00a0<\/strong>that entail positive changes for citizens and businesses in the fields of skills development, affordable housing, and quantum communications;\u00a0<strong>and five investments\u00a0<\/strong>in transport, electrification, digitalisation of public services, health and housing.<\/p>\n<p style=\"text-align: justify;\">Flagship measures in this payment request include:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Vocational trainings:\u00a0<\/strong>Luxembourg&#8217;s plan includes a skills development reform, featuring a strategy for skill enhancement and the promotion of adult and vocational training. Following an analysis of skill demand, which identified the most promising job profiles, training pathways called \u2018Skillsbridges&#8217; were created to better equip workers and job seekers for the job market. Vocational training courses have now been launched.<\/li>\n<li><strong>Virtual appointments for e-government services:<\/strong>\u00a0Luxembourg developed infrastructure for virtual appointments between citizens or businesses and the public administration. This investment increases the effectiveness and efficiency of public administration services.<\/li>\n<li><strong>Subsidies for housing renovation:<\/strong>\u00a0As part of the\u00a0REPowerEU\u00a0measures, Luxembourg enacted legislation establishing aid schemes to support individuals renovating their homes for improved energy efficiency or the use of renewable energy.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Next steps<\/strong><\/p>\n<p style=\"text-align: justify;\">The Commission has sent its preliminary assessment to the\u00a0Economic and Financial Committee, which has four weeks to deliver its opinion. Following a positive opinion, the Commission will adopt a payment decision enabling the \u20ac58 million disbursement to Luxembourg.<\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">Luxembourg&#8217;s\u00a0<strong>Recovery and Resilience Plan<\/strong>\u00a0set out wide-ranging investments and reforms with the aim of making their economy and society more sustainable, resilient, and prepared for the green and digital transitions. Under the Recovery and Resilience Facility,\u00a0<strong>\u20ac241 million<\/strong>\u00a0has been allocated to support its implementation.<\/p>\n<p style=\"text-align: justify;\">As part of this process, Luxembourg submitted its payment request on 18 December 2024, based on the implementation of\u00a0<strong>ten milestones and targets<\/strong>, set out in their plan.
