This additional measure is targeted to the\u00a0<strong>use of vessels and ports for the transfer of\u00a0<\/strong>Iranian-made Unmanned Aerial Vehicles (<strong>UAVs<\/strong>),\u00a0<strong>missiles<\/strong> and related technologies and components.<\/p>\n<p style=\"text-align: justify;\">\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/iran-nuclear_v-r-alaei-afp.png\"><img decoding=\"async\" class=\"aligncenter  wp-image-138728\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/iran-nuclear_v-r-alaei-afp.png\" alt=\"\" width=\"452\" height=\"301\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/iran-nuclear_v-r-alaei-afp.png 1151w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/iran-nuclear_v-r-alaei-afp-300x200.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/iran-nuclear_v-r-alaei-afp-1024x682.png 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/07\/iran-nuclear_v-r-alaei-afp-768x512.png 768w\" sizes=\"(max-width: 452px) 100vw, 452px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">This decision introduces a <strong>prohibition on the export, transfer, supply, or sale from the EU to Iran of components<\/strong>\u00a0<strong>used in<\/strong>\u00a0the development and production of\u00a0<strong>missiles and UAVs<\/strong>.<\/p>\n<p style=\"text-align: justify;\">The EU is also introducing a\u00a0<strong>transaction ban<\/strong>\u00a0prohibiting any transaction with\u00a0<strong>ports and locks that are owned, operated or controlled by listed individuals and entities<\/strong>, or are<strong>\u00a0used for<\/strong>\u00a0the\u00a0<strong>transfer\u00a0<\/strong>of Iranian UAVs or missiles or related technology and components to Russia. This measure includes the access to facilities of the ports and locks, such as\u00a0<strong>Amirabad<\/strong>\u00a0and\u00a0<strong>Anzali<\/strong>, and the provision of any services to vessels. The latter should be understood with the exception of vessels in need of assistance for reasons of maritime safety, for humanitarian purposes, or in relation to events likely to have a serious impact on human health and safety or the environment.<\/p>\n<p style=\"text-align: justify;\">Furthermore, the Council adopted restrictive measures against<strong>\u00a0one\u00a0<\/strong><strong>individual<\/strong>\u00a0and<strong>\u00a0four\u00a0<\/strong><strong>entities<\/strong>\u00a0following\u00a0<strong>Iran\u2019s missile and drone transfers to Russia<\/strong>\u00a0in support of its war of aggression against Ukraine.<\/p>\n<p style=\"text-align: justify;\">These designations include the Islamic Republic of Iran Shipping Lines (<strong>IRISL<\/strong>) and his director Mohammad Reza\u00a0<strong>Khiabani<\/strong>. IRISL is Iran&#8217;s national maritime carrier, and for years its ships have been involved in shipping drones on behalf of the EU-listed Iran\u2019s Islamic Revolutionary Guard Corps Navy.<\/p>\n<p style=\"text-align: justify;\">The Council is also listing three Russian shipping companies &#8211;\u00a0<strong>MG Flot<\/strong>,\u00a0<strong>VTS Broker<\/strong>\u00a0and\u00a0<strong>Arapax<\/strong>&#8211; whose vessels are involved in transporting Iranian-made weapons and ammunition, including UAV components, across the Caspian Sea to resupply Russian troops fighting in Ukraine.<\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-size: 14pt;\">Background<\/span><\/h2>\n<p style=\"text-align: justify;\">In a statement dated 13 September 2024, the EU strongly condemned the recent transfer of Iranian-made ballistic missiles to Russia, considered as a direct threat to European security and as a substantive material escalation from the provision of Iranian UAVs and ammunition, which Russia had used in its illegal war of aggression against Ukraine. The High Representative stated that the EU would respond swiftly and in coordination with international partners, including with new and significant restrictive measures against Iran.<\/p>\n<p style=\"text-align: justify;\">In its conclusions of 21-22 March 2024, the European Council stated that were Iran to transfer ballistic missiles and related technology to Russia for use against Ukraine after having supplied the Russian regime with unmanned aerial vehicles (UAVs), which are used in relentless attacks against the civilian population in Ukraine, the European Union would be prepared to respond swiftly and in coordination with international partners, including with new and significant restrictive measures against Iran. Moreover, it stated that Russia\u2019s access to sensitive items and technologies with battlefield relevance must be restricted to the maximum extent possible, including by targeting entities in third countries enabling this circumvention.<\/p>\n<p style=\"text-align: justify;\">On 14 May 2024 the Council broadened the scope of the EU framework for restrictive measures in view of Iran\u2019s military support of Russia\u2019s war of aggression against Ukraine, so as to cover both drones and missiles, as well as the Iranian drone and missile programme\u2019s support for armed groups and entities in the Middle East and the Red Sea region.
