Europe is facing a new reality, marked by increased risk and deep uncertainty. Since the start of this decade, the EU has experienced the most severe pandemic in a century, the bloodiest war on European soil since the Second World War, and the hottest year in recorded history.<\/p>\n<p lang=\"EN-US\" style=\"text-align: justify;\"><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/civil-y-militar.jpg\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-154176\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/civil-y-militar.jpg\" alt=\"\" width=\"639\" height=\"426\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/civil-y-militar.jpg 639w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/civil-y-militar-300x200.jpg 300w\" sizes=\"(max-width: 639px) 100vw, 639px\" \/><\/a><\/p>\n<p lang=\"EN-US\" style=\"text-align: justify;\">Against this backdrop,<strong> Sauli Niinist\u00f6<\/strong> \u2013 former President of the Republic of Finland and Special Adviser to the President of the European Commission \u2013 was tasked by President <strong>von der Leyen<\/strong>, together with the High Representative for Foreign Affairs and Security Policy (HR\/VP), to prepare a<strong> report assessing the complex challenges that the EU and its Member States<\/strong> face and to develop recommendations on how to enhance the EU\u2019s civilian and military preparedness and readiness for future crises.<\/p>\n<p lang=\"EN-US\" style=\"text-align: justify;\">The report underlines the need for an ambitious new approach to our preparedness and readiness. To this end, it presents around 80 recommendations for both short-term and medium to long-term actions.<\/p>\n<div class=\"ecl-u-mb-2xl\" style=\"text-align: justify;\">\n<h2 class=\"ecl-u-type-heading-2\">Background<\/h2>\n<div class=\"ecl\">\n<p lang=\"EN-US\">As the geopolitical and security landscape is changing dramatically,<strong> reinforcing the EU\u2019s preparedness is urgent.<\/strong> The EU and its Member States are facing increasingly multi-dimensional, complex and cross-border threats and crises.<em>\u00a0<\/em>Strengthening our preparedness will<\/p>\n<ul>\n<li>have a dissuasive effect on threat actors<\/li>\n<li>lower residual risks<\/li>\n<li>address the sense of profound uncertainty among citizens<\/li>\n<li>contribute to the fundamental pre-conditions of economic prosperity and competitiveness<\/li>\n<\/ul>\n<p lang=\"EN-US\">True preparedness will require a more comprehensive and integrated approach. All relevant military and civilian crisis response actors need to be fully ready and capable to respond effectively and seamlessly, as part of a wider whole-of-government and whole-of-society approach.<em>\u00a0<\/em>A higher level of preparedness is needed across the board, linking internal and external security, and drawing on both civilian and\/or military means.<\/p>\n<\/div>\n<\/div>\n<div class=\"ecl-u-mb-2xl\">\n<h2 class=\"ecl-u-type-heading-2\" style=\"text-align: justify;\">Next steps<\/h2>\n<div class=\"ecl\">\n<p style=\"text-align: justify;\">As reflected in President von der Leyen\u2019s Political Guidelines and Mission Letters for the next mandate (2024-2029), the findings and recommendations of the report will contribute to the work of the incoming Commission by providing guidance for various upcoming initiatives, including <strong>the Preparedness Union Strategy and the White Paper on the Future of European Defence.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Further information: <a href=\"https:\/\/commission.europa.eu\/topics\/defence\/safer-together-path-towards-fully-prepared-union_en\">European Commission<\/a><\/strong><\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Strengthening Europe\u2019s preparedness is a matter of urgency.
