The policy paper was requested by the European Commission and is based on scientific insights and stakeholder input<\/strong><\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/bienestar.jpg\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-154145\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/bienestar.jpg\" alt=\"\" width=\"1280\" height=\"603\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/bienestar.jpg 1280w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/bienestar-300x141.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/bienestar-1024x482.jpg 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/10\/bienestar-768x362.jpg 768w\" sizes=\"(max-width: 1280px) 100vw, 1280px\" \/><\/a><\/p>\n<h2 class=\"c-article__title\">Recognising needs, creating change<\/h2>\n<p class=\"c-article__text \">Rising costs of living, growing inequalities, ageing societies, pandemics and accelerating climate crises \u2013 these are just some of the problems Europe is facing, and which the paper states should be tackled simultaneously.<strong> The uncertainty people are feeling about the future<\/strong> has led to support for economic model reforms and climate change actions, among others. Also, Europe\u2019s companies know that change is coming, and they need a long-term, consistent EU vision to foster sustainable and competitive business models.<\/p>\n<p class=\"c-article__text \">To bring about change, the overarching goal defined in <strong>the paper is ensuring well-being now and in the future<\/strong>, which is what the EU\u2019s policy model should prioritise. \u201cTo create policies for sustainable and inclusive wellbeing, it is important to identify vested interests, fear of change and resistance that hinders reforms and systemic change,\u201d the authors write. They add that such a policy agenda requires leadership and effort to ensure the horizontal coordination of policies within the Commission, which could be achieved by appointing an Executive Vice-President (EVP) for Wellbeing and Future Generations. The EVP would be responsible for laying the foundations for and overseeing policy implementation.<\/p>\n<p class=\"c-article__text \">\u201cWhat is the best, the European Commission does not need to start from scratch,\u201d remarks co-author<strong> Tuuli Hirvilamm<\/strong>i of <strong>ToBe project<\/strong> coordinator Tampere University, Finland, in a <a class=\"link--external\" href=\"https:\/\/www.tuni.fi\/en\/news\/researchers-advise-eu-towards-sustainable-well-being-all\" target=\"_blank\" rel=\"noopener noreferrer\">news item<\/a> posted on the university\u2019s website. \u201cIn the policy paper, we discuss how policymakers can build on existing measurement and policy frameworks, current legislation and good practices to steer the EU towards wellbeing for all, now and in the future.\u201d<\/p>\n<p class=\"c-article__text \">The new policy agenda for sustainable and inclusive well-being consists of three items. First is the need to strengthen the science-based policy toolkit (metrics, accounts, policy models for forecasting and impact assessment). The second and crucial part of the agenda is the reform of the European Semester process \u2013 the EU\u2019s socio-economic governance framework \u2013 to better support sustainable and inclusive well-being. Last is the need to develop specific policies for societal transformations that could be coordinated by the EVP.<\/p>\n<p class=\"c-article__text \">The paper lists five societal transformations \u2013 inclusive well-being, sustainable well-being, mission economy and finance, transformative research and innovation, and multi-level governance emphasising citizen participation \u2013 linked to 13 policy domains.
