At the 29th United Nations Climate Change Conference (COP29), the EU will support an effective, achievable and ambitious global goal on\u00a0<strong>climate finance<\/strong>\u00a0and will call for ambitious climate plans in order to keep the goal of limiting global warming to\u00a0<strong>1.5\u00b0C within reach.<\/strong><\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2017\/12\/warming-2370285_1920.jpg\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-153767\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2017\/12\/warming-2370285_1920.jpg\" alt=\"\" width=\"1920\" height=\"1279\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2017\/12\/warming-2370285_1920.jpg 1920w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2017\/12\/warming-2370285_1920-300x200.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2017\/12\/warming-2370285_1920-768x512.jpg 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2017\/12\/warming-2370285_1920-1024x682.jpg 1024w\" sizes=\"(max-width: 1920px) 100vw, 1920px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">The Council today approved conclusions that will serve as the EU\u2019s general negotiating position for COP29, which will take place in Baku, Azerbaijan, from 11 to 22 November 2024.<\/p>\n<h2 style=\"text-align: justify;\">Delivering in Baku<\/h2>\n<p style=\"text-align: justify;\">The Council calls for an\u00a0<strong>ambitious and balanced COP29 outcome<\/strong>\u00a0that:<\/p>\n<ul style=\"text-align: justify;\">\n<li>keeps the 1.5\u00b0C temperature goal within reach, in light of the best available science<\/li>\n<li>moves us all forward towards long-term resilience<\/li>\n<li>includes agreement on an effective, achievable and ambitious new collective quantified goal<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Anik\u00f3 Raisz, Hungarian Minister of State for Environmental Affairs and the Circular Economy<\/strong> stated: &#8220;<em>This ambitious yet balanced text, grounded in consensus among EU countries, will serve as the EU\u2019s roadmap to Baku. The EU will continue to play a leading role in international efforts to limit global warming, calling for solidarity with vulnerable countries and communities in this collective battle. Because climate change spares no country, territory or region<\/em>&#8220;.<\/p>\n<h2 style=\"text-align: justify;\">Climate finance and new global goal<\/h2>\n<p style=\"text-align: justify;\">The Council stresses the importance of agreeing a\u00a0<strong>new collective quantified goal\u00a0<\/strong>(NCQG) on climate finance that is\u00a0<strong>achievable and fit for purpose<\/strong>. The new goal should be designed on the basis of a broad, transformative and<strong>\u00a0multi-layered<\/strong>\u00a0approach, including various flows of finance and\u00a0<strong>a broader group of contributors<\/strong>. This would reflect the evolution of respective economic capabilities and increasing shares of global greenhouse gas emissions since the early 1990s.<\/p>\n<p style=\"text-align: justify;\">In this context, the Council reiterates that public finance alone cannot deliver the levels of finance needed to achieve a climate-neutral and resilient global economy; private investment will have to provide the largest share of the required investment in the green transition.<\/p>\n<h2 style=\"text-align: justify;\">More ambition for nationally determined contributions<\/h2>\n<p style=\"text-align: justify;\">Limiting warming to 1.5\u00baC requires collective effort and further\u00a0<strong>action from all countries<\/strong>, especially major economies.<\/p>\n<p style=\"text-align: justify;\">The Council therefore underlines that the next round of nationally determined contributions \u2013 the climate plans to be submitted in 2025 \u2013 need to reflect progression and the\u00a0<strong>highest possible level of ambition<\/strong>,\u00a0in line with the outcome of the global stocktake of last year\u2019s COP.<\/p>\n<p style=\"text-align: justify;\">They should include economy-wide and absolute\u00a0<strong>reduction targets<\/strong>\u00a0that cover\u00a0<strong>all greenhouse gases<\/strong>.<\/p>\n<h2 style=\"text-align: justify;\">Mitigation and adaptation<\/h2>\n<p style=\"text-align: justify;\">In its conclusions, the Council underlines the importance of urgently\u00a0<strong>scaling up mitigation ambition<\/strong>\u00a0<strong>and implementation<\/strong>\u00a0in this critical decade. It also calls on all parties to make greater efforts to integrate and\u00a0<strong>mainstream climate change adaptation and resilience<\/strong>\u00a0into relevant existing policies.<\/p>\n<p style=\"text-align: justify;\">Looking back at the global stocktake from last year\u2019s COP28, the Council underlines the need to build on and implement all aspects of the global stocktake decision. The conclusions emphasise in particular the importance of the United Arab Emirates (UAE) dialogue to track collective progress, the mitigation work programme to scale up mitigation ambition and the work programme on just transition pathways to achieve the goals of the Paris Agreement in a way that is just and equitable for all.<\/p>\n<p style=\"text-align: justify;\">The Council also\u00a0<strong>reiterates the call\u00a0<\/strong>to transition away from fossil fuels in energy systems in a just, orderly and equitable manner, accelerating action in this critical decade, so as to achieve net zero by 2050 in keeping with the science.<\/p>\n<p style=\"text-align: justify;\">\n<h2 style=\"text-align: justify;\">Background<\/h2>\n<p style=\"text-align: justify;\">Every year, the Conference of the Parties (COP) to the UN Framework Convention on Climate Change (UNFCCC) meets to determine climate ambition and responsibilities, and identify and assess climate measures.<\/p>\n<p style=\"text-align: justify;\">The EU and its member states are parties to the Convention, which counts 198 parties (197 countries plus the European Union) in total. The rotating presidency of the Council, together with the European Commission, represents the EU at these international climate summits.<\/p>\n<p style=\"text-align: justify;\">Last year\u2019s\u00a0<strong>COP28<\/strong>\u00a0marked the conclusion of the\u00a0<strong>first global stocktake<\/strong>\u00a0of the world\u2019s efforts to address climate change under the Paris Agreement and to keep the global temperature limit of 1.5\u00b0C within reach.<\/p>\n<p style=\"text-align: justify;\">COP29 will be based on two pillars:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>enhance ambition<\/strong>, ensuring that all parties commit to ambitious national plans and transparency, including finalising the\u00a0<strong>first enhanced transparency framework<\/strong><\/li>\n<li><strong>enable action<\/strong>, reflecting the critical role of finance in turning ambition into action and including the establishment of a\u00a0<strong>new global climate finance goal<\/strong><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Further information: <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/10\/14\/un-climate-change-conference-eu-calls-for-efforts-to-keep-the-15-c-goal-within-reach\/\">European Council<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Climate change is an\u00a0existential threat\u00a0to humanity, ecosystems and biodiversity, as well as to peace and security.
