This comes after the World Health Organisation (WHO)\u00a0<a href=\"https:\/\/www.who.int\/publications\/i\/item\/9789240077164\">highlighted<\/a>\u00a0the negative effects of exposure to second-hand emissions from these emerging products, including significant respiratory and cardiovascular problems.<\/p>\n<p style=\"text-align: justify;\">The Commission is also encouraging\u00a0<strong>Member States to exchange best practices<\/strong>\u00a0and\u00a0<strong>strengthen international cooperation<\/strong>\u00a0to maximise the impact of the measures taken across the EU. The Commission will provide support, including through a direct grant worth\u00a0<strong>\u20ac16 million<\/strong>\u00a0from the EU4Health programme and\u00a0<strong>\u20ac80 million<\/strong>\u00a0from the Horizon Programme, to reinforce tobacco and nicotine control as well as addiction prevention. The Commission will also develop\u00a0<strong>a prevention toolkit<\/strong>\u00a0to support the protection of children and young people&#8217;s health.<\/p>\n<p style=\"text-align: justify;\">Today&#8217;s recommendations to better protect people from exposure to second-hand smoke and aerosols are\u00a0<strong>addressed to the Member States<\/strong>. Given that health policy is a Member State competence, they are invited to implement these recommendations through their\u00a0<strong>own policies,<\/strong>\u00a0as they see fit, i.e. taking into account their national circumstances and needs<strong>.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">Europe&#8217;s Beating Cancer Plan set the goal of creating a \u2018Tobacco-Free Generation&#8217; by 2040, where\u00a0<strong>less than 5% of the population uses tobacco.\u00a0<\/strong>Today&#8217;s proposal represents another step forward in efforts to\u00a0<strong>improve preventive health.<\/strong>\u00a0It also supports the de-normalisation of the use of tobacco and emerging products.<\/p>\n<p style=\"text-align: justify;\"><strong>Tobacco is the leading risk factor for cancer<\/strong>, with more than a quarter of cancer deaths attributed to smoking in the EU, Iceland, and Norway. Deaths and other health indicators (such as heart attacks in the general population and improvements to respiratory health) have improved thanks to\u00a0<a href=\"https:\/\/health.ec.europa.eu\/publications\/study-smoke-free-environments-and-advertising-tobacco-and-related-products_en\">smoke-free environments.<\/a><\/p>\n<p style=\"text-align: justify;\">In particular, today&#8217;s Recommendation covers\u00a0<strong>emerging products<\/strong>\u00a0such as heated tobacco products (HTPs) and electronic cigarettes (e-cigarettes). These products have heavily\u00a0<strong>increased their market share.<\/strong>\u00a0They are often branded with misleading claims related to their supposed safety or usefulness as smoking cessation tools. However, their potential harmful effects are serious, and their users can become addicted to nicotine as well as often ending up using both traditional tobacco and emerging products.<\/p>\n<p style=\"text-align: justify;\">The Recommendation also\u00a0<strong>extends the coverage of smoke-free environment policies to key outdoor areas<\/strong>.
