{"id":152550,"date":"2024-07-09T12:49:54","date_gmt":"2024-07-09T10:49:54","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=152550"},"modified":"2024-07-09T12:49:54","modified_gmt":"2024-07-09T10:49:54","slug":"european-union-priorities-for-2024-2029","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/european-union-priorities-for-2024-2029\/","title":{"rendered":"European Union priorities for 2024-2029"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>As the global political landscape is being reshaped by strategic competition, growing global instability and attempts to undermine the rules-based international order, the EU needs a clear strategic plan and a solid framework for actions.<\/strong><\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/07\/strategicagenda_socialmedia_landscape_photo_col2.png\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-152551\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/07\/strategicagenda_socialmedia_landscape_photo_col2.png\" alt=\"\" width=\"743\" height=\"419\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/07\/strategicagenda_socialmedia_landscape_photo_col2.png 743w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/07\/strategicagenda_socialmedia_landscape_photo_col2-300x169.png 300w\" sizes=\"(max-width: 743px) 100vw, 743px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">In the face of unprecedented challenges, ranging from\u00a0<strong>Russia\u2019s war of aggression against Ukraine<\/strong>, the fight against\u00a0<strong>climate change<\/strong>, the situation in the\u00a0<strong>Middle East<\/strong>\u00a0and mitigating the impact of the\u00a0<strong>COVID-19 pandemic<\/strong>, the EU has emerged stronger and more united. To continue on this path, the EU will address the aspirations of its citizens and strengthen its competitiveness, become the first climate-neutral continent, tackle migration and take the lead in addressing global challenges.<\/p>\n<p style=\"text-align: justify;\">At its meeting in Brussels on 27 June 2024, the European Council agreed on the strategic agenda 2024-2029. It sets the EU\u2019s\u00a0<strong>priorities<\/strong>\u00a0and its\u00a0<strong>strategic orientations<\/strong>. As such, it will guide the work of the EU institutions.<\/p>\n<p style=\"text-align: justify;\">In the face of a changing global landscape and growing instability, the strategic agenda will make\u00a0<strong>Europe more sovereign<\/strong>\u00a0and\u00a0<strong>better equipped<\/strong>\u00a0to deal with immediate and future challenges. It is structured around three pillars:<\/p>\n<ul style=\"text-align: justify;\">\n<li>a free and democratic Europe<\/li>\n<li>a strong and secure Europe<\/li>\n<li>a prosperous and competitive Europe<\/li>\n<\/ul>\n<section id=\"democratic\" class=\"gsc-main-section None \">\n<div class=\"gsc-container gsc-bge-grid\">\n<div class=\"gsc-bge-grid__area\" data-layout=\"8\">\n<p style=\"text-align: justify;\"><strong>A free and democratic Europe\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\">Values such as respect for human dignity, freedom, democracy, equality, rule of law and respect for human rights, including the rights of persons belonging to minorities, are the EU\u2019s primary strength, as well as its compass both within the EU and globally.<\/p>\n<p style=\"text-align: justify;\">These values are also the foundation for a stronger, more prosperous and more democratic union for citizens.<\/p>\n<p style=\"text-align: justify;\">To uphold these values within the EU and beyond, the priorities of the European Council within this area include:<\/p>\n<ul>\n<li style=\"text-align: justify;\">promoting and safeguarding the\u00a0<strong>rule of law<\/strong><\/li>\n<li style=\"text-align: justify;\">strengthening\u00a0<strong>democratic resilience<\/strong>\u00a0and\u00a0<strong>debate<\/strong><\/li>\n<li style=\"text-align: justify;\">protecting\u00a0<strong>free and pluralistic media\u00a0<\/strong>and\u00a0<strong>civil society<\/strong><\/li>\n<li style=\"text-align: justify;\">tackling\u00a0<strong>foreign interference<\/strong>\u00a0and\u00a0<strong>destabilisation attempts<\/strong><\/li>\n<li style=\"text-align: justify;\">ensuring that tech giants take responsibility for\u00a0<strong>safeguarding democratic debates online<\/strong><\/li>\n<li style=\"text-align: justify;\">upholding the\u00a0<strong>UN Charter<\/strong>\u00a0and promoting global peace, justice and stability<\/li>\n<li style=\"text-align: justify;\">working towards a\u00a0<strong>reformed<\/strong>\u00a0and more\u00a0<strong>inclusive multilateral system<\/strong><\/li>\n<\/ul>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/informal-euco-granada-family-photo-1.jpg\" width=\"165\" height=\"95\" \/><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-leaders-start-debate-on-the-strategic-agenda\/\" target=\"_blank\" rel=\"noopener\">EU leaders start debate on the strategic agenda<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3 style=\"text-align: justify;\"><\/h3>\n<\/div>\n<\/div>\n<\/section>\n<section id=\"secure\" class=\"gsc-main-section None \">\n<div class=\"gsc-container gsc-bge-grid\">\n<div class=\"gsc-bge-grid__area\" data-layout=\"8\">\n<p style=\"text-align: justify;\"><strong>A strong and secure Europe<\/strong><\/p>\n<p style=\"text-align: justify;\">In a world that has become more confrontational, transactional and uncertain, the EU must be able to adapt while also asserting its ambition and role as a strategic global player. Europe must be a place where people are, and feel, free and safe.<\/p>\n<p style=\"text-align: justify;\">In this area, the European Council\u2019s priorities include:<\/p>\n<ul>\n<li style=\"text-align: justify;\">continued\u00a0<strong>support for Ukraine<\/strong>, including its reconstruction and the pursuit of a just peace<\/li>\n<li style=\"text-align: justify;\">a stronger\u00a0<strong>EU defence readiness<\/strong>\u00a0and capacity and\u00a0<strong>increased defence spending<\/strong>\u00a0and\u00a0<strong>investment<\/strong><\/li>\n<li style=\"text-align: justify;\">cooperation with\u00a0<strong>transatlantic partners<\/strong>\u00a0and\u00a0<strong>NATO<\/strong><\/li>\n<li style=\"text-align: justify;\">the fight against\u00a0<strong>organised crime<\/strong>,\u00a0<strong>radicalisation<\/strong>,\u00a0<strong>terrorism<\/strong>\u00a0and\u00a0<strong>violent extremism<\/strong><\/li>\n<li style=\"text-align: justify;\">strengthening\u00a0<strong>resilience<\/strong>,\u00a0<strong>preparedness<\/strong>,\u00a0<strong>crisis prevention<\/strong>\u00a0and\u00a0<strong>response capacities<\/strong>\u00a0to protect citizens and societies against different crises, such as\u00a0<strong>natural disasters<\/strong>\u00a0and\u00a0<strong>health emergencies<\/strong><\/li>\n<li style=\"text-align: justify;\">a merit-based\u00a0<strong>EU enlargement process\u00a0<\/strong>with incentives, to run in parallel with necessary internal reforms<\/li>\n<li style=\"text-align: justify;\">a comprehensive approach to\u00a0<strong>migration<\/strong>\u00a0and\u00a0<strong>border management<\/strong><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/section>\n<section id=\"competitive\" class=\"gsc-main-section None \">\n<div class=\"gsc-container gsc-bge-grid\">\n<div class=\"gsc-bge-grid__area\" data-layout=\"8\">\n<p><strong>A prosperous and competitive Europe<\/strong><\/p>\n<p style=\"text-align: justify;\">The EU is determined to strengthen its long-term competitiveness and to improve citizens\u2019 economic and social well-being. This includes increasing their purchasing power, creating good jobs, and assuring the quality of good and services. To reinforce Europe\u2019s sovereignty in strategic sectors and make it a technological and industrial powerhouse, the EU\u2019s priorities in this area include:<\/p>\n<ul>\n<li style=\"text-align: justify;\">a deeper\u00a0<strong>single market<\/strong>, notably for energy, finance and telecommunications<\/li>\n<li style=\"text-align: justify;\">significant\u00a0<strong>collective investment efforts<\/strong>, mobilising both public and private funding, including through the European Investment Bank and integrated\u00a0<strong>European capital markets<\/strong><\/li>\n<li style=\"text-align: justify;\">an ambitious, robust, open and sustainable\u00a0<strong>trade<\/strong>\u00a0policy<\/li>\n<li style=\"text-align: justify;\">reduced harmful dependencies, and diversified and secure\u00a0<strong>strategic supply chains<\/strong><\/li>\n<li style=\"text-align: justify;\">improved capacity in\u00a0<strong>key future technologies<\/strong>\u00a0such as artificial intelligence, net-zero technologies and semi-conductors<\/li>\n<li style=\"text-align: justify;\">the\u00a0<strong>green and digital transitions<\/strong>, including a\u00a0<strong>genuine energy union<\/strong>\u00a0and investment in game-changing digital technologies in Europe<\/li>\n<li style=\"text-align: justify;\">a sustainable and resilient\u00a0<strong>agricultural sector<\/strong><\/li>\n<li style=\"text-align: justify;\">the promotion of an\u00a0<strong>environment conducive to innovation and business<\/strong><\/li>\n<li style=\"text-align: justify;\">strengthened\u00a0<strong>health cooperation<\/strong>\u00a0at European and international level<\/li>\n<li style=\"text-align: justify;\">investment in\u00a0<strong>skills<\/strong>,\u00a0<strong>training<\/strong>\u00a0and\u00a0<strong>education<\/strong><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/section>\n<section id=\"path\" class=\"gsc-main-section None \">\n<div class=\"gsc-container gsc-bge-grid\">\n<div class=\"gsc-bge-grid__area\" data-layout=\"8\">\n<p style=\"text-align: justify;\"><strong>Path to the strategic agenda 2024-2029<\/strong><\/p>\n<p style=\"text-align: justify;\">Every five years, EU leaders agree on the EU\u2019s political priorities for the future. This takes place in the context of the European Parliament elections and ahead of the appointment of each European Commission.<\/p>\n<p style=\"text-align: justify;\">The work on the agreed priorities is taken forward by the EU institutions and the member states, and is reflected in the multiannual financial framework, the EU\u2019s long-term budget.<\/p>\n<p style=\"text-align: justify;\">The strategic agenda 2024-2029 was launched at the EU summit in Granada, Spain, in October 2023.
