The new regime was proposed by the High Representative for Foreign Affairs and Security Policy, Josep Borrell, after the untimely death of the opposition politician Alexei Navalny in Siberian prison in February.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-US\">The new regime will allow the EU to target also those who provide financial, technical, or material support for, or are otherwise involved in or associated with people and entities committing human rights violations in Russia.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-US\">Furthermore, the new sanctions regime introduces\u00a0<strong>trade restrictions on exporting equipment<\/strong>, which might be\u00a0<strong>used for internal repression<\/strong>, as well as on equipment, technology or software intended primarily for use\u00a0<strong>in information security and the monitoring or interception of telecommunication<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify;\">Today t<span lang=\"EN-US\">he Council also decided to list\u00a0<strong>one entity<\/strong>\u00a0and\u00a0<strong>19 natural persons<\/strong>\u00a0under the new regime:<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-US\">-the\u00a0<strong>Federal Penitentiary Service of the Russian Federation<\/strong>, which is the central authority managing the Russian prison system, known for its widespread and systematic abuses against, and ill-treatment of, political prisoners in Russia. As a federal agency, FSIN is responsible for the penal colonies where Russian opposition politician Alexei Navalny was held on politically motivated charges and ultimately died on 16 February 2024, and<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-US\">-several\u00a0<strong>judges, prosecutors<\/strong>\u00a0and members of the\u00a0<strong>judiciary<\/strong>, who played a key role in the imprisonment and ultimate death of\u00a0<strong>Alexei Navalny<\/strong>, as well as the sentencing on politically motivated charges of\u00a0<strong>Oleg Orlov<\/strong>, one of the most respected and longest-serving human rights defender in Russia, one of the leaders of 2022 Nobel Peace Prize-winning organisation Memorial Human Rights Defence Center, and artist\u00a0<strong>Alexandra Skochilenko<\/strong>.<\/span><\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-sanctions-extremist-settlers-for-serious-human-rights-abuses-against-palestinians\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/04\/sanctions_hp1.png\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-sanctions-extremist-settlers-for-serious-human-rights-abuses-against-palestinians\/\" target=\"_blank\" rel=\"noopener\"> EU sanctions extremist settlers for serious human rights abuses against Palestinians<br \/>\n<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><span lang=\"EN-US\">Those designated today are subject to an\u00a0<strong>asset freeze<\/strong>\u00a0and EU citizens and companies are\u00a0<strong>forbidden from making funds available to them<\/strong>. Natural persons are additionally subject to a\u00a0<strong>travel ban<\/strong>, which prevents them from entering or transiting through EU territories.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-US\">The EU remains deeply concerned about the continuing deterioration of the human rights situation in Russia, especially in the context of Russia\u2019s war of aggression against Ukraine, and strongly condemns the severe expansion of restrictive legislation, the systematic and intensifying repression against civil society and human rights defenders, as well as the unabated crackdown on independent media, individual journalists and media workers, political opposition members and other critical voices active throughout the Russian Federation and outside the country.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-US\">On 19 February 2024, the High Representative expressed, on behalf of the EU, outrage on the death of Russian opposition leader Alexei Navalny and stated that the ultimate responsibility for this death lies with President Putin and the Russian authorities. The High Representative urged Russia to allow an independent and transparent international investigation into circumstances of Mr. Navalny\u2019s death, and asserted that it is yet another sign of the accelerating and systematic repression in Russia.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-US\">In its conclusions of 22 March 2024 the European Council called for the immediate and unconditional release of all political prisoners in Russia and an end to the persecution of the political opposition.
