{"id":151628,"date":"2024-05-22T03:00:07","date_gmt":"2024-05-22T01:00:07","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=151628"},"modified":"2024-05-21T14:39:29","modified_gmt":"2024-05-21T12:39:29","slug":"eu-to-use-profits-from-frozen-russian-assets-to-help-ukraine","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/eu-to-use-profits-from-frozen-russian-assets-to-help-ukraine\/","title":{"rendered":"EU to use profits from frozen Russian assets to help Ukraine"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>In the light of Russia\u2019s continued war of aggression against Ukraine, the Council today adopted a set of legal acts ensuring that the net profits stemming from unexpected and extraordinary revenues accruing to central securities depositories (CSDs) in the EU, as a result of the implementation of the EU restrictive measures, will be used for further military support to Ukraine, as well as its defence industry capacities and reconstruction.<\/strong><\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/05\/activos-rusos.png\"><img decoding=\"async\" class=\"aligncenter  wp-image-151626\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/05\/activos-rusos.png\" alt=\"\" width=\"853\" height=\"480\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/05\/activos-rusos.png 1150w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/05\/activos-rusos-300x169.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/05\/activos-rusos-1024x576.png 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/05\/activos-rusos-768x432.png 768w\" sizes=\"(max-width: 853px) 100vw, 853px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">This means that the CSDs holding Russian sovereign assets and reserves of more than \u20ac1 million will make a financial contribution from their corresponding net profits, accumulating since 15 February 2024.<\/p>\n<p style=\"text-align: justify;\">The amounts will be paid by the CSDs to the EU on a bi-annual basis, and will be used for further military support to Ukraine through the European Peace Facility, as well as with support to Ukraine\u2019s defence industry capacities and reconstruction needs with EU programmes, according to the following key:<\/p>\n<ul>\n<li style=\"text-align: justify;\">European Peace Facility 90%<\/li>\n<li style=\"text-align: justify;\">EU programmes financed from the EU budget 10%<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">This allocation will be reviewed yearly, and for the first time before 1 January 2025.<\/p>\n<p style=\"text-align: justify;\">\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-adopts-13th-package-of-sanctions-against-russia-after-two-years-of-its-war-of-aggression-against-ukraine\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/02\/13-paquete-sanciones.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-adopts-13th-package-of-sanctions-against-russia-after-two-years-of-its-war-of-aggression-against-ukraine\/\" target=\"_blank\" rel=\"noopener\">EU adopts 13th package of sanctions against Russia after two years of its war of aggression against Ukraine<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">CSDs will be allowed to provisionally retain a share of around 10% of the financial contribution to comply with statutory capital and risk management requirements in view of the impact due to the war in Ukraine, with regard to the assets held by CSDs<\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">On 12 February 2024, the Council decided that CSDs holding more than \u20ac1 million of assets and reserves of the Central Bank of Russia (CBR) that were immobilised as consequence of EU\u2019s restrictive measures, must set aside extraordinary cash balances accumulating due to EU restrictive measures, and may not dispose of the ensuing net profits.<\/p>\n<p style=\"text-align: justify;\">Marking the second year of Russia\u2019s illegal, unjustifiable, and unprovoked full-scale invasion of Ukraine, the G7 Leaders in their statement of 24 February 2024 reiterated their countries\u2019 continuing support for Ukraine\u2019s right to self-defence and their commitment to Ukraine\u2019s long-term security, and committed to step-up their security assistance to Ukraine and increase production and delivery capabilities to assist the country.
