And what we need to focus on to understand and measure the concept.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">\u201cWhat does it mean to be financially independent throughout the course of one\u2019s adult life? We needed a richer definition and that\u2019s what we provide in this report. It\u2019s important to not only grasp income but also wealth and the dynamics of power and control within households\u201d, says EIGE Director Carlien Scheele.\u00a0<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The facts: gender inequalities and financial independence<\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-size: 12pt;\">On average in the EU, women in relationships earn one third less than their partner\u2019s earnings \u2013 this is associated with reduced bargaining power and influence over decision-making.<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">The overall gender earnings gap is 36.2 %. It assesses the combined impact of hourly earnings, the monthly average of paid hours and employment rate.\u00a0<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">On average, 7 % of women indicate their partner forbidding them to work and\/or controlling family finances and their expenses.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The report defines financial independence in terms of income, wealth, and power and control. This approach sheds light on the historic knowledge gap surrounding financial independence and gender dynamics, offering insights on the status quo and solutions for a more equitable future. The report was developed in support of the current Belgian Presidency of the Council of the European Union.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Marie-Colline Leroy, State Secretary for Gender Equality, Equal Opportunities and Diversity, says:&#8221;Tackling socio-economic gender inequalities is one of the priorities of the Belgian Presidency. These are still little known or underestimated.\u00a0 Yet, we need robust data for identifying the levers to be activated to strengthen women&#8217;s autonomy and financial independence, and their ability to make choices, with dignity, throughout their lives.\u00a0 The information and recommendations proposed by EIGE in its report enabled us to take important political commitments in a pathway towards substantive gender equality, including for improving the availability of data on women\u2019s financial independence.&#8221;<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Financial independence: Key dimensions and sub-dimensions<\/span><\/h3>\n<h4 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Income<\/span><\/h4>\n<div class=\"layout columns-2\" style=\"text-align: justify;\">\n<div>\n<ul>\n<li><span style=\"font-size: 12pt;\">Employment<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Earnings (incl. employment-related benefits<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">State benefits<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Inter-household benefits<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Pension payments<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Living standards<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Taxes and social security contributions<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<h4 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Wealth<\/span><\/h4>\n<div class=\"layout columns-2\" style=\"text-align: justify;\">\n<div>\n<ul>\n<li><span style=\"font-size: 12pt;\">Savings (incl. current accounts)<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Investments<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Property (e.g. land, residence, vehicles, goods)<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Pension fund<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Consumer debt (e.g. mortgage, loan)<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<h4 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Power and control<\/span><\/h4>\n<div class=\"layout columns-2\" style=\"text-align: justify;\">\n<div>\n<ul>\n<li><span style=\"font-size: 12pt;\">Access to resources (incl. work, banking)<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Financial literacy<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Decision-making (about income, assets and liabilities, consumption)<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Spending<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<h3 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Factors affecting each dimension<\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-size: 12pt;\">Individual attitudes and characteristics (e.g. sex, ethnicity, age, education, health, risk taking)<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Household structure and characteristics (e.g. number of children\/dependants)<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Social and cultural norms and values<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Incidence of violence (e.g. economic violence)<\/span><\/li>\n<li><span style=\"font-size: 12pt;\">Policies and legislation (e.g. welfare and tax regimes, leave policies, childcare provision)<\/span><\/li>\n<\/ul>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/council-adopts-first-ever-eu-law-on-violence-against-women\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/05\/homepage-women.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/council-adopts-first-ever-eu-law-on-violence-against-women\/\" target=\"_blank\" rel=\"noopener\">Council adopts first-ever EU law on violence against women<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Income \u2260 financial independence<\/span><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Here is a common misconception: Income equals financial independence. It does not.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Having an income \u2013 through employment, earnings, or other means &#8211; is an important factor and necessary to be financially independent.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">But it is just the tip of the iceberg.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">It\u2019s the unseen layers of wealth and decision-making power which define a person\u2019s level of financial independence more accurately.<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Building wealth for a lifetime<\/span><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Beyond a steady income, financial independence is about building wealth over the course of a lifetime.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Unfortunately,\u00a0<a href=\"https:\/\/eige.europa.eu\/publications-resources\/publications\/better-work-life-balance-bridging-gender-care-gap\">traditional gender roles<\/a>\u00a0often limit women&#8217;s\u00a0<a href=\"https:\/\/eige.europa.eu\/gender-equality-index\/2023\/domain\/work\">access to the labour market<\/a>, leading to restricted job opportunities leading to lower incomes and poor pensions.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Women are still expected to take on the lion\u2019s share of care responsibilities once a couple decides to start a family. This often compels women to take on part-time work that restrict their earning potential. Without the opportunity to earn a more solid income and build wealth they are at a higher risk of\u00a0<a href=\"https:\/\/eige.europa.eu\/newsroom\/director-corner\/energy-poverty-not-about-households-its-about-who-those-households\">poverty later in life<\/a>. As a result, there is a staggering 26% gender pension gap in the EU.<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Power play<\/span><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Who makes the big financial decisions at home?<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Women in the EU are, for example, often involved in everyday financial decision-making, but are less likely to be involved in strategic decisions related to large purchases, saving, and borrowing.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Men, on the other hand, tend to hold decision-making power when it comes to debt, with women more likely to be responsible for debt management. These observations reflect a larger trend of women having limited strategic control over household finances and being primarily responsible for making ends meet on a day-to-day basis.<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Withholding and withdrawing<\/span><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">For women in abusive relationships, financial dependence is a significant risk factor.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Access to financial resources is hampered, let alone independence.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">EIGE\u2019s research found that financial dependence and\u00a0<a href=\"https:\/\/eige.europa.eu\/publications-resources\/publications\/understanding-economic-violence-against-women-need-harmonised-definitions-and-data-eu\">economic violence<\/a>\u00a0do not affect all women to the same extent or in the same ways.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">We found that that certain groups of women, such as migrant women and women with disabilities, are disproportionately affected.<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">From dependent to independent: recommendations<\/span><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Financial dependence is a heavy toll for women to bear. What can be done to overcome persistent barriers?<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Here are three key recommendations from the report:\u00a0<\/span><\/p>\n<ol style=\"text-align: justify;\">\n<li><span style=\"font-size: 12pt;\"><strong>Develop standard indicators for monitoring gender differences in financial independence.<\/strong>\u00a0This means for example routinely collecting sex disaggregated data on income pooling, sharing and decision making on financial matters in households.\u00a0<\/span><\/li>\n<li><span style=\"font-size: 12pt;\"><strong>Raise awareness of the proposed multi-dimensional definition and measurement of financial independence<\/strong>\u00a0to ensure effective integration into policy making at the EU and Member State levels. This needs to meet gender equality policy objectives.<\/span><\/li>\n<li><span style=\"font-size: 12pt;\"><strong>Prevent and combat economic violence against women and monitor its prevalence in the EU.<\/strong>\u00a0This should include providing targeted support to women who have suffered economic violence by helping to build up their financial literacy.\u00a0<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">\u201cWe need to apply a forward-looking approach to better understand and address the evolution of gender inequalities in financial independence.
