The listed individuals and entities are\u00a0<strong>responsible for serious human rights abuses against Palestinians<\/strong>, including torture and other cruel, inhuman or degrading treatment or punishment and for the violation of right to property and to private and family life of Palestinians in the West Bank.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/04\/sanctions_hp1.png\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-150768\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/04\/sanctions_hp1.png\" alt=\"\" width=\"1150\" height=\"647\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/04\/sanctions_hp1.png 1150w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/04\/sanctions_hp1-300x169.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/04\/sanctions_hp1-1024x576.png 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/04\/sanctions_hp1-768x432.png 768w\" sizes=\"(max-width: 1150px) 100vw, 1150px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">The listed entities are\u00a0<strong>Lehava<\/strong>, a radical right-wing Jewish supremacist group, and\u00a0<strong>Hilltop Youth<\/strong>, a radical youth group consisting of members known for violent acts against Palestinians and their villages in the West Bank. Two leading figures of Hilltop Youth,\u00a0<strong>Meir Ettinger<\/strong>\u00a0and\u00a0<strong>Elisha Yered<\/strong>, are also listed. Both were involved in deadly attacks against Palestinians in 2015 and 2023.<\/p>\n<p style=\"text-align: justify;\">Today\u2019s designations also include\u00a0<strong>Neria Ben Pazi<\/strong>, who has been accused of repeatedly attacking Palestinians in Wadi Seeq and in Deir Jarir since 2021, and\u00a0<strong>Yinon Levi<\/strong>, who has taken part in multiple violent acts against neighbouring villages from his residence in the Mitarim farm illegal outpost.<\/p>\n<p style=\"text-align: justify;\">With today\u2019s listings, restrictive measures under the EU\u2019s Global Human Rights Sanctions Regime now apply to\u00a0<strong>108 natural and legal persons and 28 entities<\/strong>\u00a0from a range of countries.<\/p>\n<p style=\"text-align: justify;\">Those listed under the sanctions regime are subject to an\u00a0<strong>asset freeze<\/strong>, and the\u00a0<strong>provision of funds<\/strong>\u00a0or economic resources, directly or indirectly, to them or for their benefit,\u00a0<strong>is prohibited<\/strong>. Additionally, a\u00a0<strong>travel ban<\/strong>\u00a0to the EU applies to the natural persons listed.<\/p>\n<p style=\"text-align: justify;\">In its conclusions of 21-22 March 2024, the European Council called for an immediate halt to violence in the West Bank and East Jerusalem, and for safe access to the Holy sites to be ensured. The European Council strongly condemned extremist settler violence, stating that perpetrators must be held to account; and called on the Council to accelerate work on adopting relevant targeted restrictive measures. The European Council also condemned the Israeli government\u2019s decisions to further expand illegal settlements across the occupied West Bank and urged Israel to reverse these decisions.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/human-rights-breaches-in-belarus-tanzania-and-tibet\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/12\/pexels-lara-jameson-8898590-scaled.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/human-rights-breaches-in-belarus-tanzania-and-tibet\/\" target=\"_blank\" rel=\"noopener\"> Human rights breaches in Belarus, Tanzania and Tibet<br \/>\n<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">On 7 December 2020, the Council adopted Decision (CFSP) 2020\/1999 establishing a Global Human Rights Sanctions Regime, which applies to acts such as genocide, crimes against humanity and other serious human rights violations or abuses (e.g. torture, slavery, extrajudicial killings, arbitrary arrests or detentions). The EU Global Human Rights Sanctions Regime underscores the Union\u2019s determination to enhance its role in addressing serious human rights violations and abuses worldwide. Achieving the effective enjoyment of human rights by everyone is a strategic goal of the Union.
