These shortages are driven by demographic shifts, the demand for new skills linked to technological developments and the twin transitions, the drive to develop further our own industrial sectors, defence and security needs, and challenges related to working conditions in some sectors and locations. The Commission has identified 42 \u2018shortage&#8217; occupations, with some differences across the Member States.<\/p>\n<p style=\"text-align: justify;\">The action plan is also a key deliverable of the\u00a0<a href=\"https:\/\/year-of-skills.europa.eu\/index_en\">European Year of Skills<\/a>. It builds on the many policy and funding measures already in place at EU level, such as the\u00a0<a href=\"https:\/\/pact-for-skills.ec.europa.eu\/index_en\">Pact for Skills<\/a>\u00a0\u2013 which has so far provided training to 3.5 million workers \u2013, the 2030 employment and skills targets endorsed at the Porto Social Summit, the adequate minimum wages and platform work directives, and the \u20ac65 billion in EU funds available to invest in skills.<\/p>\n<p style=\"text-align: justify;\">The action plan is a follow up to the<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_24_462\">\u00a0Val Duchesse Social Partners Summit<\/a>\u00a0of January 2024 and the Commission has come forward with it, in cooperation with social partners, whose role is crucial to implement solutions to address these challenges. The plan sets out actions in five areas to be implemented swiftly at the EU, national, and social-partners&#8217; level:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Supporting the activation of underrepresented people in the labour market<\/strong><\/li>\n<li><strong>Providing support for skills development, training and education<\/strong><\/li>\n<li><strong>Improving working conditions in certain sectors<\/strong><\/li>\n<li><strong>Improving fair intra-EU mobility for workers and learners<\/strong><\/li>\n<li><strong>Attracting talent from outside the EU<\/strong><\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Addressing labour and skills shortages is crucial in boosting sustainable economic growth in the EU, seize the opportunities of the green and digital transitions, foster the creation of quality jobs, increase our economic and social resilience in the face of geopolitical shifts, and ensure sufficient funding for employment and social policies in the EU.<\/p>\n<p style=\"text-align: justify;\"><strong>Examples of actions<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><em>The Commission<\/em><\/strong>\u00a0<em>will:<\/em><\/p>\n<ul style=\"text-align: justify;\">\n<li>finance new projects on\u00a0<strong>zero long-term unemployment<\/strong><\/li>\n<li>finance new projects on activating and upskilling young people not in employment, education or training\u00a0<strong>(NEETs<\/strong><strong>)<\/strong><\/li>\n<li>co-finance more<strong>\u00a0Centres of Vocational Excellence<\/strong>\u00a0with a target of at least 100 new ones by 2027<\/li>\n<li>set up\u00a0<strong>new skills partnerships<\/strong>\u00a0under the Pact for Skills<\/li>\n<li>improve\u00a0<strong>skills intelligence<\/strong>\u00a0\u2013 mapping what the skills needs are of today and the future \u2013 in close coordination with EU agencies<\/li>\n<li>analyse\u00a0<strong>sick leave policies<\/strong>\u00a0to identify best practices for workers and businesses<\/li>\n<li>evaluate the\u00a0<strong>impact of pension reforms<\/strong>\u00a0introducing more opportunities for flexible retirement and for combining pension income with a salary<\/li>\n<li>peer review national approaches to address\u00a0<strong>psychosocial risks<\/strong>\u00a0at work<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong><em>Member States<\/em><\/strong><em>\u00a0are invited to:<\/em><\/p>\n<ul style=\"text-align: justify;\">\n<li>revise<strong>\u00a0education and training curricula<\/strong>\u00a0to better meet the labour market needs<\/li>\n<li>pursue\u00a0<strong>benefit reforms<\/strong>\u00a0that address pockets of inactivity and provide sufficient support for those who can work to gradually return to the labour market<\/li>\n<li>pursue<strong>\u00a0tax reforms<\/strong>\u00a0that reduce the tax wedge for second wage earners and low-income earners<\/li>\n<li>further support the<strong>\u00a0digitalisation of social security\u00a0<\/strong>coordination to facilitate fair labour mobility<\/li>\n<li>swiftly adopt and implement<strong>\u00a0Council Recommendation \u2018Europe on the move<\/strong>\u00a0\u2013 learning mobility opportunities for everyone&#8217;<\/li>\n<li>further\u00a0<strong>engage in talent partnerships\u00a0<\/strong>to enhance legal migration pathways<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong><em>Social partners<\/em><\/strong><em>\u00a0intend to:<\/em><\/p>\n<ul style=\"text-align: justify;\">\n<li>address\u00a0<strong>poor working conditions through collective bargaining<\/strong>\u00a0in the sectors characterised by inadequate working conditions<\/li>\n<li>help to activate\u00a0<strong>underrepresented groups<\/strong>\u00a0and find adapted solutions to promote the\u00a0<strong>employment of older workers<\/strong><\/li>\n<li>support\u00a0<strong>apprenticeships<\/strong>, and partnerships between vocational education and training (VET) providers and employers<\/li>\n<li>train<strong>\u00a0long-term care workers<\/strong>\u00a0on more person-centred care and digitalisation<\/li>\n<li>update the multi-sectoral guidelines to tackle violence and harassment in the\u00a0<strong>healthcare sector<\/strong><\/li>\n<li>work together towards a European framework to improve working conditions for\u00a0<strong>third-country professional drivers<\/strong><\/li>\n<li>contribute with their expertise to setting up the\u00a0<strong>EU Talent Pool<\/strong>\u00a0to attract talent from third countries<\/li>\n<\/ul>\n<table style=\"width: 99.9988%;
