{"id":150041,"date":"2024-03-19T12:33:53","date_gmt":"2024-03-19T11:33:53","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=150041"},"modified":"2024-03-19T12:33:53","modified_gmt":"2024-03-19T11:33:53","slug":"eu-approves-extra-e5-billion-in-military-support-for-ukraine","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/eu-approves-extra-e5-billion-in-military-support-for-ukraine\/","title":{"rendered":"EU approves extra \u20ac5 billion in military support for Ukraine"},"content":{"rendered":"<p style=\"text-align: justify;\">The Council decided to increase the financial ceiling of the European Peace Facility (EPF) by <strong>\u20ac5 billion\u00a0<\/strong>in current prices, and ringfence this top-up for Ukraine, by establishing a dedicated\u00a0<strong>Ukraine Assistance Fund<\/strong>\u00a0(UAF) within the EPF.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/03\/casco-ucrania.png\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-150039\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/03\/casco-ucrania.png\" alt=\"\" width=\"1151\" height=\"649\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/03\/casco-ucrania.png 1151w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/03\/casco-ucrania-300x169.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/03\/casco-ucrania-1024x577.png 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/03\/casco-ucrania-768x433.png 768w\" sizes=\"(max-width: 1151px) 100vw, 1151px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">The newly established UAF will allow the EU to further support the evolving needs of the Ukrainian Armed Forces through the provision of both\u00a0<strong>lethal and non-lethal military equipment and training<\/strong>.<\/p>\n<p style=\"text-align: justify;\">The UAF will seek to maximise the EU\u2019s added value in terms of delivering\u00a0<strong>more and better operational support<\/strong>\u00a0to Ukraine, complementing EU member states\u2019 bilateral efforts, and focusing on\u00a0<strong>increased joint procurement<\/strong>\u00a0from the European and Norwegian defence industries.<\/p>\n<p style=\"text-align: justify;\">In parallel, the Council decided today to improve the\u00a0<strong>governance rules<\/strong>\u00a0for the facility to make them more sustainable and adapt them to the new international circumstances. The improved governance rules will build on well-functioning national procurement structures as well as existing framework contracts, leveraging both a lead nation approach and the European Defence Agency (EDA), and including the\u00a0<strong>joint procurement\u00a0<\/strong>of the required defence equipment<strong>\u00a0from the European defence industry and Norway<\/strong>\u00a0&#8211; including small and medium sized enterprises &#8211; while\u00a0<strong>allowing for flexibility<\/strong>\u00a0<strong>in supply chains<\/strong>\u00a0which may include operators established or with production facilities outside the EU or Norway.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/parliament-calls-on-the-eu-to-give-ukraine-whatever-it-needs-to-defeat-russia\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/03\/ucrania-ue.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/parliament-calls-on-the-eu-to-give-ukraine-whatever-it-needs-to-defeat-russia\/\" target=\"_blank\" rel=\"noopener\">Parliament calls on the EU to give Ukraine whatever it needs to defeat Russia<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">The\u00a0<strong>reimbursement of member states\u2019 donations<\/strong>\u00a0(i.e., from stocks, unilateral and joint purchases of equipment available in the market, and unilateral procurement) will be limited after a transition period.<\/p>\n<p style=\"text-align: justify;\">Following today\u2019s decision, the EPF financial ceiling will total over \u20ac17 billion for the 2021-2027 period.<\/p>\n<p style=\"text-align: justify;\"><strong>Background<\/strong><\/p>\n<p style=\"text-align: justify;\">On 1 February 2024, the European Council reaffirmed the EU\u2019s unwavering commitment to continue to provide strong political, financial, economic, humanitarian, military and diplomatic support to Ukraine and its people for as long as it takes.<\/p>\n<p style=\"text-align: justify;\">In that context, the European Council reviewed work in the Council on military support for Ukraine under the European Peace Facility and the proposed increase of its overall financial ceiling.
