The Council of the EU and the European Parliament have reached a provisional agreement on a new law making it easier to\u00a0exchange and access health data<\/strong>\u00a0at EU level. The agreement will now need to be endorsed by both the Council and the Parliament.<\/p>\n

\"\"<\/a><\/p>\n

The proposed regulation for a\u00a0European Health Data Space (EHDS)<\/strong>\u00a0aims to improve individuals\u2019 access to and control over their personal electronic health data, while also enabling certain data to be reused for public interest, policy support, and scientific research purposes. It provides for a\u00a0health-specific data environment<\/strong>\u00a0that will help foster a single market for digital health services and products.<\/p>\n

Currently,\u00a0cross-border access to health data varies<\/strong> across the EU. The new rules aim to make it possible for a Spanish tourist to pick up a prescription in a German pharmacy, or for doctors to access the health information of a Belgian patient undergoing treatment in Italy.<\/p>\n

Easier access to health data for individuals<\/strong><\/p>\n

Under the new rules, individuals will have\u00a0faster and easier access to electronic health data<\/strong>, regardless of whether they are in their home country or another member state. They will also have\u00a0greater control over how that data is used<\/strong>. EU countries will be required to set up a\u00a0digital health authority<\/strong>\u00a0to implement the new provisions.<\/p>\n

Greater research potential<\/p>\n

The EHDS will also provide researchers and policy-makers with access to specific kinds of\u00a0secure health data<\/strong>, enabling them to tap into the vast potential provided by the EU\u2019s health data to inform scientific research in the public interest.<\/p>\n

Ensuring interoperability<\/strong><\/p>\n

Currently, the level of digitalisation of health data in the EU varies from one member state to another, making it more difficult to share data across member-state borders. The proposed regulation requires all electronic health record (EHR) systems to comply with the specifications of the\u00a0European electronic health record exchange<\/strong>\u00a0format<\/strong>, ensuring that they are interoperable at EU level.<\/p>\n
