More specifically, the revised regulation aims to:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>improve procedures<\/strong>\u00a0for identifying and listing high-risk plants, and for submitting and examining requests for temporary derogations from import obligations coming from non-EU countries<\/li>\n<li><strong>clarify measures<\/strong>\u00a0for pests that qualify as quarantine pests, but which have not yet been fully assessed<\/li>\n<li><strong>rationalise<\/strong>\u00a0and simplify\u00a0<strong>reporting obligations<\/strong>, thanks to increased\u00a0<strong>digitalisation<\/strong>; this will help\u00a0<strong>cut red tape<\/strong>\u00a0for the competent authorities, as well as for operators<\/li>\n<\/ul>\n<h6 style=\"text-align: justify;\"><span style=\"font-size: 14pt;\">Plant health emergency team<\/span><\/h6>\n<p style=\"text-align: justify;\">The two co-legislators further improved the Commission&#8217;s proposal by providing for the creation of a\u00a0<strong>Union plant health emergency team<\/strong>.<\/p>\n<p style=\"text-align: justify;\">The team would be made up of experts appointed by the Commission, based on proposals from member states. These experts would have different specialities in the field of plant health and would be able to assist in the event of new outbreaks of pests in the EU.<\/p>\n<p style=\"text-align: justify;\">Additionally, they could provide bordering third countries with urgent assistance and expertise in the case of outbreaks that could affect the EU, if this is requested by one or more member states.<\/p>\n<h6 style=\"text-align: justify;\"><span style=\"font-size: 14pt;\">Multiannual survey programmes<\/span><\/h6>\n<p style=\"text-align: justify;\">In order to streamline reporting obligations, the co-legislators agreed to increase the duration of\u00a0<strong>multiannual survey programmes<\/strong>, which would now have to be established for a period of\u00a0<strong>five to ten years<\/strong>, instead of the current period of five to seven years. This will help\u00a0<strong>reduce the administrative burden<\/strong>\u00a0for the competent authorities.<\/p>\n<p style=\"text-align: justify;\">To ensure the\u00a0<strong>timely detection<\/strong>\u00a0of pests, these programmes are to be reviewed and updated depending on the phytosanitary situation.<\/p>\n<h6 style=\"text-align: justify;\"><span style=\"font-size: 14pt;\">Plant passports<\/span><\/h6>\n<p style=\"text-align: justify;\">According to the provisionally agreed text, the Commission can decide via implementing acts which plants, plant products or other objects can travel without a plant passport physically attached to them because, for instance, of their size or their shape, which would make the attachment impossible or very difficult.
