For example, paedophile manuals continue to appear online, showing an increased threat to the most vulnerable. Both increased online presence of children and the technological developments create new possibilities for abuse. \u00a0Only in 2022, there were 1.5 million reports of child sexual abuse in the EU.<\/p>\n<p style=\"text-align: justify;\">The current EU rules in this area were agreed in 2011. They need to be adapted to address the latest developments and to strengthen the prevention and protection of victims. Key aspects of the proposal include:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Expanding the definition of criminal offences related to child sexual abuse across Member States:<\/strong>\u00a0these new offences include livestreaming of child sexual abuse and the possession and exchange of pedophile manuals. The new rules also update the definitions of the crime to include child sexual abuse material in deep fakes or AI-generated material.<\/li>\n<li><strong>Strengthening prosecution, prevention and support:\u00a0<\/strong>The proposal will set a longer time period during which victims can report the sexual abuse they suffered and seek action against the offender. The new rules will also grant victims a right to financial compensation, to address the long-term harms that child sexual abuse causes. In addition, Member States are required to put in place a coordination mechanism to make best use of available programmes on prevention and assistance to victims.<\/li>\n<li><strong>Stepping up prevention<\/strong>: Member States are also asked to step up investment in awareness raising especially for online risks to ensure that the internet is safer and better for children and young people. In addition, new requirements will ensure recruiters for activities involving close contact with children and for organisations working against child sexual abuse must request the criminal records of the candidates.<\/li>\n<li>There will also be\u00a0<strong>mandatory reporting<\/strong>\u00a0of an offence at least\u00a0<strong>by professionals working in close contact with children\u00a0<\/strong>to address a major challenge in the efforts to stop child sexual abuse.<\/li>\n<\/ul>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/abuso-sexual-infantil-en-internet-el-parlamento-europeo-exige-medidas-eficaces-sin-vigilancia-masiva\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/05249be8-2217-4523-96f6-439c4a989012.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/child-sexual-abuse-online-effective-measures-no-mass-surveillance\/\" target=\"_blank\" rel=\"noopener\">Child sexual abuse online: effective measures, no mass surveillance<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>Next steps<\/strong><\/p>\n<p style=\"text-align: justify;\">It is now for the European Parliament and the Council to agree on the proposal.
