The cards will be\u00a0<strong>recognised throughout the EU<\/strong>\u00a0as proof of disability or entitlement to specific services based on a disability.<\/p>\n<h6 style=\"text-align: justify;\"><span style=\"font-size: 14pt;\">Main elements of the compromise text<\/span><\/h6>\n<p style=\"text-align: justify;\">The provisionally agreed text maintains and reinforces the aim of the directive, which is to ensure\u00a0<strong>equal access<\/strong>\u00a0to special conditions or preferential treatment provided to persons with disabilities during short stays across the EU, such as reduced or zero entry fees, priority access, assistance and reserved parking spaces.<\/p>\n<p style=\"text-align: justify;\">Further elements agreed upon during interinstitutional negotiations include the following:<\/p>\n<ul style=\"text-align: justify;\">\n<li>member states shall extend the usage of the European disability card for periods\u00a0<strong>longer than a short stay<\/strong>\u00a0in the context of EU mobility programmes, and may also choose to do so in other instances<\/li>\n<li>the European Disability card will be issued and renewed\u00a0<strong>free of charge<\/strong>, except in cases of loss or damage; member states may choose to charge a fee relating to the administrative costs for the issuance or renewal of the European Parking Card<\/li>\n<li>the\u00a0<strong>letter A<\/strong>\u00a0can be added to the European Disability Card for persons with disabilities with an increased need for support or who are entitled to support by a personal assistant<\/li>\n<li>both cards will contain a QR code to prevent fraud<\/li>\n<li>an\u00a0<strong>EU website<\/strong>, available in all languages and in accessible formats, will provide relevant information on the two cards; member states will also have to provide information on the cards to the public in accessible formats<\/li>\n<li>the\u00a0<strong>digital format<\/strong>\u00a0of the European Parking Card for persons with disabilities will remain\u00a0<strong>optional<\/strong>\u00a0for member states<\/li>\n<\/ul>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/la-comision-europea-presenta-una-tarjeta-europea-de-discapacidad-y-una-tarjeta-europea-de-estacionamiento-validas-en-toda-la-ue\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/09\/robert-ruggiero-EHil9yGtKak-unsplash-scaled.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/commission-proposes-european-disability-and-parking-card-valid-in-all-member-states\/\" target=\"_blank\" rel=\"noopener\">Commission proposes European Disability and Parking Card valid in all Member States<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h6 style=\"text-align: justify;\"><span style=\"font-size: 14pt;\">Background and next steps<\/span><\/h6>\n<p style=\"text-align: justify;\">The Commission proposal was adopted in September 2023 and the Council reached its negotiating stance in November 2023. Intensive negotiations on the final shape of the directive were launched on 17 January 2024 and were successfully concluded with today\u2019s deal,\u00a0<strong>within less than one month<\/strong>.<\/p>\n<p style=\"text-align: justify;\">Work will continue at a technical level to finalise the text. The provisional agreement will then have to be confirmed by the Council and the Parliament, followed by legal-linguistic check of the directive and its formal adoption by both institutions.<\/p>\n<p style=\"text-align: justify;\">The two co-legislators agreed that member states will have 2.5 years to adapt their national legislation and 3.5 years to apply the directive.
