{"id":149174,"date":"2024-02-12T03:00:50","date_gmt":"2024-02-12T02:00:50","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=149174"},"modified":"2024-02-09T12:06:38","modified_gmt":"2024-02-09T11:06:38","slug":"eu-countries-agree-on-migration-and-asylum-pact","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/eu-countries-agree-on-migration-and-asylum-pact\/","title":{"rendered":"EU countries agree on migration and asylum pact"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>EU member states\u2019 representatives (Coreper) approved the provisional deal that was reached between the Council presidency and the European Parliament on 20 December 2023, constituting a pact of five key laws which will reform the EU\u2019s asylum and migration system.<\/strong><\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/02\/hp-2nd-column.png\"><img decoding=\"async\" class=\"size-full wp-image-149175 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/02\/hp-2nd-column.png\" alt=\"\" width=\"825\" height=\"465\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/02\/hp-2nd-column.png 825w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/02\/hp-2nd-column-300x169.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2024\/02\/hp-2nd-column-768x433.png 768w\" sizes=\"(max-width: 825px) 100vw, 825px\" \/><\/a><\/p>\n<h6 style=\"text-align: justify;\"><span style=\"font-size: 14pt;\">Pact on asylum and migration<\/span><\/h6>\n<p style=\"text-align: justify;\">The five EU laws of the pact touch upon all stages of asylum and migration management.<\/p>\n<p style=\"text-align: justify;\">The update of the Eurodac regulation (the EU fingerprint database) will make it possible to better tackle irregular movements and monitor the paths of asylum seekers and persons in an irregular situation throughout the EU.<\/p>\n<p style=\"text-align: justify;\">The screening regulation\u2019s aim is to strengthen controls of persons at external borders. It also ensures fast identification of the correct procedure \u2013 such as return to their country of origin or start of an asylum procedure \u2013 when a person enters the EU without fulfilling the right entry conditions.<\/p>\n<p style=\"text-align: justify;\">The asylum procedure regulation (APR) establishes a common procedure that member states need to follow when people seek international protection. It streamlines the procedural arrangements and sets standards for the rights of the asylum seeker. It introduces a mandatory border procedure, with the aim of quickly assessing at the EU\u2019s external borders whether applications for asylum are unfounded or inadmissible.<\/p>\n<p style=\"text-align: justify;\">The asylum and migration management regulation (AMMR) will replace the current Dublin regulation. It sets out rules determining which member state is responsible for the examination of an asylum application. To balance the current system whereby a few member states are responsible for the vast majority of asylum applications, a new solidarity mechanism will be established. The new rules combine\u00a0<em>mandatory<\/em>\u00a0solidarity\u00a0to support member states who cannot cope with the number of irregular arrivals into their territory with\u00a0<em>flexibility<\/em>\u00a0for member states\u00a0as regards the choice of their contributions<\/p>\n<p style=\"text-align: justify;\">The fifth leg of the Pact is a new law that establishes a framework allowing member states to\u00a0address situations of crisis\u00a0in the field of asylum and migration. They would be authorised to\u00a0adjust certain rules, for instance concerning the registration of asylum applications or the asylum border procedure. On the other hand these countries would be able to\u00a0request solidarity and support measures\u00a0from the EU and its member states.<\/p>\n<h6 style=\"text-align: justify;\"><span style=\"font-size: 14pt;\">Reception conditions, qualification and resettlement<\/span><\/h6>\n<p style=\"text-align: justify;\">The permanent representatives committee also gave the thumbs up to three asylum and migration laws on which Council and Parliament had already reached agreement in 2022.
