{"id":14896,"date":"2019-03-20T08:00:59","date_gmt":"2019-03-20T07:00:59","guid":{"rendered":"http:\/\/www.cde.ual.es\/?p=14896"},"modified":"2019-03-19T17:15:04","modified_gmt":"2019-03-19T16:15:04","slug":"tax-crimes-special-committee-calls-for-a-european-financial-police-force","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/tax-crimes-special-committee-calls-for-a-european-financial-police-force\/","title":{"rendered":"Tax crimes: special committee calls for a European financial police force"},"content":{"rendered":"<div class=\"ep_gridcolumn ep-m_product\" data-view1200=\"6\" data-view1020=\"6\" data-view750=\"10\" data-view640=\"6\" data-view480=\"8\" data-view320=\"4\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text ep-layout_chapo\">\n<p><a href=\"http:\/\/www.cde.ual.es\/wp-content\/uploads\/2019\/03\/Blanqueo_original.jpg\"><img decoding=\"async\" class=\"size-medium wp-image-14894 aligncenter\" src=\"http:\/\/www.cde.ual.es\/wp-content\/uploads\/2019\/03\/Blanqueo_original-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2019\/03\/Blanqueo_original-300x169.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2019\/03\/Blanqueo_original-768x432.jpg 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2019\/03\/Blanqueo_original.jpg 1024w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p><em><strong>The recommendations adopted by the Special Committee on Financial Crimes, Tax Evasion and Tax Avoidance (TAX3) range from overhauling the system for dealing with financial crimes, tax evasion and tax avoidance, notably by thoroughly improving cooperation in all areas between the multitude of authorities involved, to setting up new bodies at the EU and global level.<\/strong><\/em><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ep_gridcolumn ep-m_product\" data-view1200=\"6\" data-view1020=\"6\" data-view750=\"10\" data-view640=\"6\" data-view480=\"8\" data-view320=\"4\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text\">\n<p>The numerous findings and recommendations include:<\/p>\n<ul>\n<li>Commission to immediately work on a proposal for a European financial police force;<\/li>\n<li>An EU anti-money laundering watchdog should be set up;<\/li>\n<li>A global tax body should be established within the UN;<\/li>\n<li>Great concern about member states\u2019 general lack of political will in Council to tackle tax evasion\/avoidance and financial crime;<\/li>\n<li>Seven EU countries (Belgium, Cyprus, Hungary, Ireland, Luxembourg, Malta and The Netherlands) display traits of a tax haven and facilitate aggressive tax planning;<\/li>\n<li>Golden visas and passports are problematic and should be phased out;<\/li>\n<li>The cum-ex fraud scheme clearly shows that the complexity of tax systems results in legal loopholes and that multilateral, not bilateral, tax treaties are the way forward;<\/li>\n<li>Countermeasures should be envisaged against the US if it does not ensure FATCA\u2019s reciprocity;<\/li>\n<li>The Council should properly assess the situation in Switzerland in order to ensure that no harmful tax regimes are introduced;<\/li>\n<li>\u2018Tax good governance\u2019 clauses should be systematically included in new EU agreements with non-EU countries;<\/li>\n<li>Whistleblowers and investigative journalists must be much better protected and the US reward system for whistleblowers could be replicated in the EU;<\/li>\n<li>Malta and Slovakia must do everything they can to identify the instigators behind the murders of two investigative journalists.<\/li>\n<\/ul>\n<p>The report was adopted with 34 votes to 4 and 3 abstentions.
