{"id":148914,"date":"2024-01-31T03:00:51","date_gmt":"2024-01-31T02:00:51","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=148914"},"modified":"2024-01-30T14:07:58","modified_gmt":"2024-01-30T13:07:58","slug":"council-approves-elimination-of-fluorinated-gases-from-fridges-and-air-conditioners-by-2050","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/council-approves-elimination-of-fluorinated-gases-from-fridges-and-air-conditioners-by-2050\/","title":{"rendered":"Council approves elimination of fluorinated gases from fridges and air conditioners by 2050"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>The Council has adopted two regulations to phase down fluorinated gases (F-gases) and other substances that cause global warming and deplete the ozone layer.<\/strong><\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/hp-highlight.png\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-141929\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/hp-highlight.png\" alt=\"\" width=\"1151\" height=\"649\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/hp-highlight.png 1151w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/hp-highlight-300x169.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/hp-highlight-1024x577.png 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/hp-highlight-768x433.png 768w\" sizes=\"(max-width: 1151px) 100vw, 1151px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">While existing EU legislation has already limited the use of these gases and substances significantly, the new rules will further reduce their emissions into the atmosphere and contribute to limiting global temperature rise, in line with the Paris Agreement.<\/p>\n<p style=\"text-align: justify;\"><strong>Fluorinated gases<\/strong><\/p>\n<p style=\"text-align: justify;\">Under the new rules, the\u00a0<strong>consumption of hydrofluorocarbons (HFCs)\u00a0<\/strong>will be completely<strong>\u00a0phased out by 2050.<\/strong>\u00a0On the other hand, the\u00a0<strong>production of HFC<\/strong>, in terms of production rights allocated by the Commission to produce HFCs, will be\u00a0<strong>phased down<\/strong>\u00a0to a minimum (15%) as of\u00a0<strong>2036<\/strong>. Both production and consumption will be phased down on the basis of a tight schedule with a<strong>\u00a0degressive quota allocation\u00a0<\/strong>(Annexes V and VII).<\/p>\n<p style=\"text-align: justify;\">The text introduces a full ban on placing products and equipment containing HFCs on the market for several categories for which it is technologically and economically feasible to switch to F-gas alternatives, including certain domestic refrigerators, chillers, foams and aerosols. It also sets specific dates for the complete phase-out of the use of F-gases in air conditioning, heat pumps and switchgears:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>2032\u00a0<\/strong>for\u00a0<strong>small<\/strong>\u00a0<strong>monoblock heat pumps and air conditioning\u00a0<\/strong>(&lt;12kW)<\/li>\n<li><strong>2035\u00a0<\/strong>for\u00a0<strong>split air conditioning and heat pumps<\/strong>, with earlier deadlines for certain types of split systems with higher global warming potential<\/li>\n<li><strong>2030\u00a0<\/strong>for<strong>\u00a0medium-voltage switchgears<\/strong>\u00a0(up to and including 52 kV) relying on F-gases<\/li>\n<li><strong>2032\u00a0<\/strong>for\u00a0<strong>high-voltage switchgears<\/strong>\u00a0(&gt;52kV)<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/fluorinated-gases-and-ozone-depleting-substances-council-and-parliament-reach-agreement\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/hp-highlight.png\" alt=\"\" width=\"120\" height=\"180\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/fluorinated-gases-and-ozone-depleting-substances-council-and-parliament-reach-agreement\/\" target=\"_blank\" rel=\"noopener\">European Union agrees to phase down fluorinated gases and ozone-depleting substances<br \/>\n<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">The\u00a0<strong>impacts and effects<\/strong>\u00a0of the regulation, including an assessment of the existence of cost-effective, technically feasible and sufficiently available alternatives to replace F-gases, will be reviewed by the Commission no later than 1 January\u00a0<strong>2030<\/strong>. By 2040 the Commission will also have to evaluate the feasibility of the 2050 phase-out date for the consumption of HFCs and the need for HFCs in sectors where they are still used, taking into account technological developments and the availability of alternatives to HFCs for the applications in question.<\/p>\n<p style=\"text-align: justify;\"><strong>Ozone depleting substances<\/strong><\/p>\n<p style=\"text-align: justify;\">The regulation bans ODSs for almost all uses, with strictly limited exemptions.<\/p>\n<p style=\"text-align: justify;\">The text includes an exemption for the use of ODSs as\u00a0<strong>feedstock<\/strong>\u00a0to produce other substances. The Commission will be tasked with regularly updating a list of ODSs whose use as feedstock is banned. The text also permits the use of ODSs under strict conditions as process agents, in laboratories and for fire protection in special applications such as military equipment and airplanes.<\/p>\n<p style=\"text-align: justify;\">The regulation extends the requirement to\u00a0<strong>recover ODSs for destruction, recycling or reclamation<\/strong>\u00a0to cover sectors such as building materials (insulation foams), refrigeration, air conditioning and heat pump equipment, equipment containing solvents or fire protection systems and fire extinguishers and other equipment, if technically and economically feasible.<\/p>\n<p style=\"text-align: justify;\"><strong>More information: <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/01\/29\/fluorinated-gases-and-ozone-depleting-substances-council-greenlights-new-rules-to-reduce-harmful-emissions\/\">Council of the EU<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Council has adopted two regulations to phase down fluorinated gases (F-gases) and other substances that cause global warming and deplete the ozone layer.
