The Ukraine Facility aims to grant consistent support for Ukraine to rebuild its country in the midst of the unprecedented challenges brought by Russia\u2019s war of aggression. At the same time the support would help Ukraine take forward the reforms and modernisation efforts needed for it to advance on its path towards future EU membership. &#8211; <cite title=\"Vincent van Peteghem, Belgian Minister of Finance\">Vincent van Peteghem, Belgian Minister of Finance<\/cite><\/p>\n<\/div>\n<\/blockquote>\n<div class=\"quote_txt\" style=\"text-align: justify;\">\n<p><strong>Link to the long-term budget<\/strong><\/p>\n<p>The Commission has proposed a total budget of \u20ac50 billion &#8211; \u20ac17 billion in grants and \u20ac33 billion in loans &#8211; for the Facility.<\/p>\n<\/div>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/commission-launches-three-new-initiatives-to-support-ukrainian-researchers-and-innovators\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/12\/pexels-mathias-reding-11421405-scaled.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/commission-launches-three-new-initiatives-to-support-ukrainian-researchers-and-innovators\/\" target=\"_blank\" rel=\"noopener\"> Commission launches three new initiatives to support Ukrainian researchers and innovators<br \/>\n<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><strong>Main elements of the partial Council position<\/strong><\/p>\n<p style=\"text-align: justify;\">The partial negotiating mandate preserves the main building blocks of the Commission\u2019s proposal. These include the objectives of the Facility and its structure in three pillars:<\/p>\n<ul style=\"text-align: justify;\">\n<li>pillar I: The government of Ukraine will prepare a\u00a0<strong>\u2018Ukraine Plan&#8217;<\/strong>, setting out its intentions for the recovery, reconstruction and modernisation of the country and the reforms it plans to undertake as part of its EU accession process. Financial support in the form of grants and loans to the state of Ukraine would be provided based on the implementation of the Ukraine Plan, which will be underpinned by a set of conditions and a timeline for disbursements<\/li>\n<li>pillar II: Under the\u00a0<strong>Ukraine investment Framework<\/strong>, the EU will provide support in the form of budgetary guarantees and a blend of grants and loans from public and private institutions. A Ukraine Guarantee would cover the risks of loans, guarantees, capital market instruments and other forms of funding supporting the objectives of the Facility<\/li>\n<li>pillar III:\u00a0<strong>technical assistance and other supporting measures<\/strong>\u00a0helping Ukraine align with EU laws and carrying out structural reforms on its path to future EU membership<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Next steps<\/strong><\/p>\n<p style=\"text-align: justify;\">The partial position will serve as the Council\u2019s mandate for negotiations with the European Parliament.
