These measures deliver a further blow to Putin&#8217;s ability to wage war by targeting high-value sectors of the Russian economy and making it more difficult to circumvent EU sanctions.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/12\/homepage-column1-sanctions-russia.png\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-148254\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/12\/homepage-column1-sanctions-russia.png\" alt=\"\" width=\"1150\" height=\"647\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/12\/homepage-column1-sanctions-russia.png 1150w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/12\/homepage-column1-sanctions-russia-300x169.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/12\/homepage-column1-sanctions-russia-1024x576.png 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/12\/homepage-column1-sanctions-russia-768x432.png 768w\" sizes=\"(max-width: 1150px) 100vw, 1150px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\"><strong>Diamonds<\/strong><\/p>\n<p style=\"text-align: justify;\">The EU is imposing a prohibition on the direct or indirect\u00a0<strong>import<\/strong>,\u00a0<strong>purchase<\/strong>\u00a0or\u00a0<strong>transfer<\/strong>\u00a0of\u00a0<strong>diamonds from Russia<\/strong>. This prohibition applies to diamonds originating in Russia, diamonds exported from Russia, diamonds transiting Russia and Russian diamonds when processed in third countries.<\/p>\n<p style=\"text-align: justify;\">A direct ban applies to\u00a0<strong>non-industrial natural and synthetic diamonds\u00a0<\/strong>as well as\u00a0<strong>diamond jewellery<\/strong>,\u00a0<strong>as of 1 January 2024<\/strong>. Furthermore, an indirect import ban of Russian diamonds when processed (i.e. cut and\/or polished) in third countries, including jewellery incorporating diamonds originating in Russia, will be phased in progressively as of 1 March 2024 and\u00a0<strong>be completed by 1 September 2024<\/strong>. This phasing-in of indirect import bans is justified by the need to deploy a traceability mechanism that enables effective enforcement measures and minimises disruptions for the EU market.<\/p>\n<p style=\"text-align: justify;\">The ban of Russian diamonds is part of a\u00a0<strong>G7<\/strong>\u00a0effort to develop an\u00a0<strong>internationally coordinated diamond ban<\/strong>\u00a0that aims at depriving Russia of this important revenue source.<\/p>\n<p style=\"text-align: justify;\"><strong>No Russia clause<\/strong><\/p>\n<p style=\"text-align: justify;\">this\u2019s decision requires that EU exporters contractually\u00a0<strong>prohibit re-exportation to Russia<\/strong>\u00a0and re-exportation for use in Russia\u00a0<strong>of particularly sensitive goods and technology<\/strong>, when selling, supplying, transferring or exporting to a third country, with the exception of partner countries. The clause covers prohibited items used in Russian military systems found on the battlefield in Ukraine or critical to the development, production or use of those Russian military systems, as well as aviation goods and weapons.<\/p>\n<p style=\"text-align: justify;\"><strong>Import-export controls and restrictions<\/strong><\/p>\n<p style=\"text-align: justify;\">The Council added\u00a0<strong>29 new entities<\/strong>\u00a0to the list of those directly\u00a0<strong>supporting Russia&#8217;s military and industrial complex<\/strong>\u00a0in its war of aggression against Ukraine. They will be subject to tighter export restrictions concerning\u00a0<strong>dual use goods and technologies<\/strong>, as well as goods and technology which might contribute to the technological enhancement of Russia&#8217;s defence and security sector. Some of these 29 entities belong to\u00a0<strong>third countries<\/strong>\u00a0involved in the circumvention of trade restrictions, or are Russian entities involved in the development, production and supply of\u00a0<strong>electronic components<\/strong>\u00a0for Russia&#8217;s military and industrial complex.<\/p>\n<p style=\"text-align: justify;\">Furthermore, this&#8217;s decision expands the list of restricted items that could contribute to the technological enhancement of Russia\u2019s defence and security sector to include:\u00a0<strong>chemicals<\/strong>,\u00a0<strong>lithium batteries<\/strong>,\u00a0<strong>thermostats<\/strong>,\u00a0<strong>DC motors and servomotors<\/strong>\u00a0for unmanned aerial vehicles (<strong>UAV<\/strong>),\u00a0<strong>machine tools<\/strong>\u00a0and machinery\u00a0<strong>parts<\/strong>.<\/p>\n<p style=\"text-align: justify;\">Lastly, the EU introduced further restrictions on\u00a0<strong>imports<\/strong>\u00a0<strong>of goods which generate significant revenues for Russia<\/strong>\u00a0and thereby enable the continuation of its war of aggression against Ukraine, such pig iron and spiegeleisen, copper wires, aluminium wires, foil, tubes and pipes for a total value of \u20ac2.2 billion per year. A new\u00a0<strong>import ban is introduced on<\/strong>\u00a0liquefied propane (<strong>LPG<\/strong>) with a 12-month transitional period.<\/p>\n<p style=\"text-align: justify;\">Lastly, the Council decided to introduce some exemptions to import restrictions concerning\u00a0<strong>personal use items<\/strong>, such as personal hygiene items, or clothing worn by travellers or contained in their luggage, and for\u00a0<strong>cars<\/strong>\u00a0that have a diplomatic vehicle registration plate to enter the EU. Additionally, in order to facilitate the entry into the Union of EU citizens living in Russia, member states can authorise the entry of their cars provided that the cars are not for sale and are driven for strictly personal use.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/la-ue-adopta-el-undecimo-paquete-de-sanciones-contra-rusia\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/06\/hp-1st-column-1-1024x577.png\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-adopts-11th-package-of-sanctions-against-russia-for-its-continued-illegal-war-against-ukraine\/\" target=\"_blank\" rel=\"noopener\">EU adopts 11th package of sanctions against Russia for its continued illegal war against Ukraine<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><strong>Enforcement and anti-circumvention measures<\/strong><\/p>\n<p style=\"text-align: justify;\">The\u00a0<strong>transit ban<\/strong>\u00a0that currently applies to dual use goods and technologies exported from the EU to third countries via the territory of Russia will be extended to all\u00a0<strong>battlefield goods<\/strong>.<\/p>\n<p style=\"text-align: justify;\">In order to further limit circumvention, this decision includes a ban on <strong>Russian nationals<\/strong>\u00a0from owning, controlling or holding any posts\u00a0<strong>on<\/strong>\u00a0the\u00a0<strong>governing bodies<\/strong>\u00a0of the legal persons, entities or bodies providing crypto-asset wallet, account or custody services to Russian persons and residents.<\/p>\n<p style=\"text-align: justify;\">Additionally, the existing prohibition on the provision of services will be extended to also include the provision of\u00a0<strong>software for the management of enterprises and<\/strong>\u00a0software for\u00a0<strong>industrial design and manufacture<\/strong>.<\/p>\n<p style=\"text-align: justify;\">Lastly the EU is imposing notification requirements for the\u00a0<strong>transfer of funds outside the EU<\/strong>\u00a0by any entity established in the EU that is owned or controlled by an entity established in Russia, or by a Russian national or natural person residing in Russia.<\/p>\n<p style=\"text-align: justify;\"><strong>Enforcement of oil price cap<\/strong><\/p>\n<p style=\"text-align: justify;\">The Council is introducing tighter compliance rules to support the implementation of the oil price cap and clamp down on circumvention. Furthermore a\u00a0<strong>strengthened information sharing mechanism<\/strong>\u00a0will allow better identification of vessels and entities carrying out deceptive practices, such as ship-to-ship transfers used to conceal the origin or destination of cargo and AIS manipulations, while transporting Russian crude oil and petroleum products.<\/p>\n<p style=\"text-align: justify;\">The Council also decided to introduce notification rules for the\u00a0<strong>sale of tankers to any third country<\/strong>\u00a0in order to make more transparent their sale and export, in particular in the case of second-hand carriers that could be used to evade the import ban on Russian crude or petroleum products and the G7 Price Cap.<\/p>\n<p style=\"text-align: justify;\"><strong>Iron and steel<\/strong><\/p>\n<p style=\"text-align: justify;\">this&#8217;s decision adds\u00a0<strong>Switzerland<\/strong>\u00a0to a list of partner countries which apply a set of restrictive measures on imports of iron and steel from Russia, and a set of import control measures that are substantially equivalent to those of the EU.<\/p>\n<p style=\"text-align: justify;\">It also extends the wind-down periods for the import of specific steel products.<\/p>\n<p style=\"text-align: justify;\"><strong>Individual listings<\/strong><\/p>\n<p style=\"text-align: justify;\">In addition to economic sanctions, the Council decided to list a significant amount of additional individuals and entities.<\/p>\n<p style=\"text-align: justify;\"><strong>More information: <a href=\"https:\/\/www.consilium.europa.eu\/es\/press\/press-releases\/2023\/12\/18\/russia-s-war-of-aggression-against-ukraine-eu-adopts-12th-package-of-economic-and-individual-sanctions\/\">Council of the EU<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Council adopted a twelfth package of economic and individual restrictive measures in view of the continued Russian war of aggression against Ukraine.
