Obstacles of this nature hamper the lives of cross-border communities, for example, by reducing access to healthcare services (including emergency) and limiting their ability to coordinate disaster response efforts and collaborate on joint infrastructure projects, amongst others.<\/p>\n<p style=\"text-align: justify;\">Tackling these obstacles would significantly improve the functioning of the EU\u00a0<strong>Single Market.\u00a0<\/strong>A\u00a0<a href=\"https:\/\/ec.europa.eu\/regional_policy\/en\/information\/publications\/studies\/2017\/quantification-of-the-effects-of-legal-and-administrative-border-obstacles-in-land-border-regions\">study<\/a>\u00a0funded by the Commission estimates that\u00a0<strong>removing 20% of the current legal and administrative obstacles<\/strong>\u00a0would\u00a0<strong>boost GDP by 2%<\/strong>\u00a0in cross-border regions and create over\u00a0<strong>one million jobs<\/strong>.<\/p>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-adopts-digital-visa-for-people-planning-to-visit-the-schengen-area\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/mana5280-ivG8LkDrtjs-unsplash-768x655.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-adopts-digital-visa-for-people-planning-to-visit-the-schengen-area\/\" target=\"_blank\" rel=\"noopener\"> EU adopts digital visa for people planning to visit the Schengen area<br \/>\n<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><strong>What the Regulation means in practice<\/strong><\/p>\n<p style=\"text-align: justify;\">The Commission proposes that Member States set up\u00a0<strong>Cross-Border Coordination Points<\/strong>\u00a0(CBCP), a new service which will assess any request submitted by border stakeholders on potential obstacles, and act as a liaison between them and the national authorities. The Regulation ensures that stakeholders receive a response after the assessment of each request, explaining how it will be treated.<\/p>\n<p style=\"text-align: justify;\">If an obstacle does in fact exist and if there is no bilateral or international cooperation agreement in place that could be used to implement a solution, Member States can then apply the\u00a0<strong>Cross-Border Facilitation Tool<\/strong>, a voluntary standard procedure designed to resolve administrative and legal obstacles in cross-border regions.
