Charles Michel, President of the European Council, and Ursula von der Leyen, President of the European Commission, represented the EU.<\/strong><\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/UE-Canada.jpg\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-146218\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/UE-Canada.jpg\" alt=\"\" width=\"1151\" height=\"649\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/UE-Canada.jpg 1151w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/UE-Canada-300x169.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/UE-Canada-1024x577.jpg 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/11\/UE-Canada-768x433.jpg 768w\" sizes=\"(max-width: 1151px) 100vw, 1151px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\">Leaders emphasized EU-Canada&#8217;s shared commitment to\u00a0<strong>democratic values<\/strong>, multilateralism and the\u00a0<strong>international rules-based order<\/strong> as the bedrock of their relationship.<\/p>\n<p style=\"text-align: justify;\">They also announced new areas of cooperation thanks to:<\/p>\n<ul style=\"text-align: justify;\">\n<li>the establishment of a\u00a0<strong>Green Alliance<\/strong><\/li>\n<li>the launch of a\u00a0<strong>digital partnership\u00a0<\/strong><\/li>\n<li>concluding negotiations on Canada\u2019s participation in\u00a0<strong>Horizon Europe<\/strong><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Russia\u2019s war of aggression against Ukraine<\/strong><\/p>\n<p style=\"text-align: justify;\">Leaders reconfirmed EU-Canada\u2019s long-term commitment and\u00a0<strong>unwavering support to Ukraine<\/strong>, including with regard to:<\/p>\n<ul style=\"text-align: justify;\">\n<li>military, humanitarian, economic and financial support<\/li>\n<li>security commitments<\/li>\n<li>reconstruction<\/li>\n<li>the reforms required for Ukraine&#8217;s European integration path<\/li>\n<li>the global consequences of the war<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The EU and Canada called for work to continue towards the establishment of a\u00a0<strong>tribunal<\/strong>\u00a0for the prosecution of the crime of aggression against Ukraine and a<strong>\u00a0future compensation mechanism<\/strong>.<\/p>\n<p style=\"text-align: justify;\">Leaders recognised the value and the importance of their cooperation on\u00a0<strong>restrictive measures<\/strong>. They will continue to impose extensive sanctions targeting Russia, as well as stringent export control restrictions and prohibitions.<\/p>\n<p style=\"text-align: justify;\">Leaders also reaffirmed their support for Moldova\u2019s territorial integrity and sovereignty.<\/p>\n<p style=\"text-align: justify;\"><strong>Middle East<\/strong><\/p>\n<p style=\"text-align: justify;\">Leaders discussed the unfolding situation in the Middle East.<\/p>\n<p style=\"text-align: justify;\">They<strong>\u00a0condemned Hamas<\/strong>\u00a0for its brutal and indiscriminate terrorist attacks on 7 October and supported Israel\u2019s right to defend itself in accordance with international law and international humanitarian law.<\/p>\n<p style=\"text-align: justify;\">They expressed their<strong>\u00a0concern about the deepening humanitarian crisis in Gaza<\/strong>, and welcomed the United Nation Security Council resolution which calls for urgent and extended humanitarian pauses and corridors throughout the Gaza strip.<\/p>\n<p style=\"text-align: justify;\"><strong>Sustainable economic growth<\/strong><\/p>\n<p style=\"text-align: justify;\">Leaders pointed out how the\u00a0<strong>EU-Canada economic relationship<\/strong>, underpinned by the Comprehensive Economic and Trade Agreement (CETA), has contributed to delivering\u00a0<strong>prosperity<\/strong> for both economies during a period of global uncertainty.<\/p>\n<p style=\"text-align: justify;\">The EU and Canada will continue to:<\/p>\n<ul style=\"text-align: justify;\">\n<li>ensure the<strong>\u00a0full implementation of CETA<\/strong><\/li>\n<li>strengthen EU-Canada trade, including for SMEs and women entrepreneurs<\/li>\n<li>cooperate towards building resilient and diversified supply chains<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Leaders also discussed how to enhance medium to long-term cooperation on energy matters, especially\u00a0<strong>hydrogen<\/strong>\u00a0supply chains, with a view to accelerating hydrogen commercialisation and increasing transatlantic trade.<\/p>\n<p style=\"text-align: justify;\">\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-canada-summit-to-take-place-on-23-and-24-november\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2023\/10\/eu-canada-website-flags-825x465-1.jpg\" alt=\"\" width=\"201\" height=\"134\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/www.cde.ual.es\/en\/eu-canada-summit-to-take-place-on-23-and-24-november\/\" target=\"_blank\" rel=\"noopener\">EU-Canada summit to take place on 23 and 24 November<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">As critical minerals are essential for the transition towards climate-neutral economies, the EU and Canada will continue to advance shared work on the topic, including through the<strong>\u00a0EU-Canada strategic partnership on raw materials<\/strong>.<\/p>\n<p style=\"text-align: justify;\">This includes joint efforts to engage and connect EU and Canadian businesses and to accelerate two-way trade and investment that can help develop new supply sources.<\/p>\n<p style=\"text-align: justify;\"><strong>Climate and environment<\/strong><\/p>\n<p style=\"text-align: justify;\">Thanks to the newly announced\u00a0<strong>Green Alliance<\/strong>, the EU and Canada will intensify cooperation on:<\/p>\n<ul style=\"text-align: justify;\">\n<li>fighting climate change<\/li>\n<li>protecting the environment and ocean<\/li>\n<li>halting and reversing biodiversity loss<\/li>\n<li>growing a strong, prosperous future<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">At the forthcoming COP28, the EU and Canada will work together to promote decisive\u00a0<strong>global action<\/strong>\u00a0to tackle the climate crisis and accelerate the\u00a0<strong>global phase-out of unabated fossil fuels<\/strong>\u00a0with the goal of limiting the global average temperature increase to 1.5\u00b0C.<\/p>\n<p style=\"text-align: justify;\">Leaders recognised that carbon pricing is one of the most efficient and cost-effective ways of reducing greenhouse gas emissions while spurring on related investment and innovation.<\/p>\n<p style=\"text-align: justify;\">The EU and Canada made a commitment to continue working closely on measures to\u00a0<strong>address carbon leakage<\/strong>\u00a0risks in a non-discriminatory manner, including on cooperation on the EU Carbon Border Adjustment Mechanism.<\/p>\n<p style=\"text-align: justify;\"><strong>Research<\/strong><\/p>\n<p style=\"text-align: justify;\">The EU and Canada\u00a0announced the completion of substantive negotiations on Canada\u2019s association with the\u00a0<strong>EU\u2019s Horizon Europe programme<\/strong>.<\/p>\n<p style=\"text-align: justify;\">The programme will provide new opportunities for international science partnerships on global challenges.<\/p>\n<p style=\"text-align: justify;\"><strong>Digital innovation<\/strong><\/p>\n<p style=\"text-align: justify;\">The EU and Canada launched the\u00a0<strong>EU-Canada Digital Partnership<\/strong>, which will deepen digital cooperation towards a positive and\u00a0<strong>human-centric digital economy<\/strong>\u00a0and society with a focus on issues such as:<\/p>\n<ul style=\"text-align: justify;\">\n<li>artificial intelligence<\/li>\n<li>online platform governance and accountability<\/li>\n<li>quantum technologies<\/li>\n<li>secure international connectivity and cyber security<\/li>\n<li>digital skills<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>More information: <a href=\"https:\/\/www.consilium.europa.eu\/en\/meetings\/international-summit\/2023\/11\/23-24\/\">European Council<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The 19th EU-Canada summit took place in St John\u2019s, Canada.
