Key among the proposals by MEPs are:<\/p>\n<ul style=\"text-align: justify;\">\n<li>a more bicameral system and fewer deadlocks in the Council, through more decisions by\u00a0<a href=\"https:\/\/www.consilium.europa.eu\/en\/council-eu\/voting-system\/qualified-majority\/\" target=\"_blank\" rel=\"noopener\">qualified majority voting<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/olp\/en\/ordinary-legislative-procedure\/overview\" target=\"_blank\" rel=\"noopener\">ordinary legislative procedure<\/a>;<\/li>\n<li>a fully-fledged right of legislative initiative, and a co-legislator role for Parliament for the\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/factsheets\/en\/sheet\/29\/multiannual-financial-framework\" target=\"_blank\" rel=\"noopener\">long-term budget<\/a>;<\/li>\n<li>an overhaul of the rules for the Commission\u2019s composition (rebranded as the \u201cEuropean Executive\u201d), including the election of its President (with the nomination to be done by Parliament and the approval by the European Council &#8211; a reversal of the current process), limiting the number of Commissioners to 15 (rotating between the member states), enabling the Commission President to choose their College based on political preferences with geographic and demographic balance in mind, and a mechanism to censure individual Commissioners;<\/li>\n<li>significantly greater transparency in the Council by publishing EU member state positions on legislative issues; and<\/li>\n<li>more say for citizens through an obligation for the EU to create appropriate participatory mechanisms and by giving European political parties a stronger role.<\/li>\n<\/ul>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\"><strong>More EU-level cooperation<\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">MEPs call for more powers for the EU on environmental issues, as well as shared EU powers in the following areas currently within the member states\u2019 exclusive remit: public health (especially cross-border health threats and including sexual and reproductive health and rights), civil protection, industry, and education. Existing shared powers should be developed further in the areas of energy, foreign affairs, external security and defence, external border policy, and cross-border-infrastructure.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">The report, approved with 305 votes in favour, 276 against, and 29 abstentions, was prepared by five co-rapporteurs representing a broad majority in Parliament. The accompanying resolution was adopted with 291 votes in favour, 274 against, and 44 abstentions. Quotes by the five lead MEPs can be found\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20231120IPR12410\" target=\"_blank\" rel=\"noopener\">here<\/a>.<\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">By adopting this report, Parliament is responding to citizens\u2019 expectations for a more effective and democratic EU, in line with the\u00a0<a href=\"https:\/\/conference-delegation.europarl.europa.eu\/cmsdata\/267078\/Report_EN.pdf\" target=\"_blank\" rel=\"noopener\">proposals of the Conference on the Future of Europe.<\/a><\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\"><strong>Next steps<\/strong><\/p>\n<p class=\"ep-wysiwig_paragraph\" style=\"text-align: justify;\">Now that MEPs have reiterated their\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220603IPR32122\/parliament-activates-process-to-change-eu-treaties\" target=\"_blank\" rel=\"noopener\">call to amend the EU Treaties<\/a>\u00a0and called on the Council to \u201cimmediately and without deliberation submit the proposals [&#8230;] to the European Council\u201d, it is up to the EU heads of state or government to set up a\u00a0<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A12008M048\" target=\"_blank\" rel=\"noopener\">Convention<\/a>\u00a0&#8211; a decision by simple majority.
